RE: FEASIBILITY STUDY AGREEMENT BETWEEN WELD COUNTY AND
NELSON, HALEY, PATTERSON AND QUIRK, INC.
WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need for a comprehensive
feasibility study for the creation of a data bank in the office of the Weld
County Assessor, and
WFIEREAS, Nelson, Haley, Patterson and Quirk, Inc. , after a
thorough investigation as to the needs of the assessor's office, has
agreed to provide a detailed feasibility study of said assessor's office,
and
WHEREAS, Nelson, Haley, Patterson and Quirk, Inc., has sub-
mitted a proposed agreement to make such detailed study of the assessor's
office, and
WHEREAS, the Board believes it to be in the best interest of the
County to enter into such an agreement on the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that said agreement with
Nelson, Haley, Patterson and Quirk, Inc., providing a study of the
feasibility of creating a data bank in the office of the Weld County Assessor,
copy of which is attached hereto and made a part hereof by reference, be,
and it hereby is approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is
authorized to xecute the agreement as submitted and to make the same
effective forthwith.
The above and foregoing Resolution was, on motion duly made and
seconded, adopted by the following vote on the 10th day of December, 1969.

PROPOSAL FOR A STUDY DESIGN
OF WELD COUNTY ASSESSMENT FILES
TO REVIEW THE POTENTIAL
TO CREATE A WELD COUNTY INFORMATION SYSTEM
AND DEMONSTRATE NEW UPDATING METHODS
To examine existing Weld County assessment file data and updating procedures
and potential data user needs such as school districts, utility companies
and market research functions and determine the relative cost and benefit of
structuring new file formats, automating, updating, and retrieval procedures
and describing report generation possibilities for specific public, semi-
public and private users.
SUMMARY OF STUDY DESIGN ELEMENTS
1. Description of Weld County Assessment Department (WCAD) organization.
2. Description of WCAD file contents and file maintenance procedures.
3. Review of potential applications and users of WCAD file data, use
frequency, data requirements, demonstrate revised updating methods,
and define resulting effects upon current WCAD procedures.
4. Benefits to the WCAD system.
5. Cost estimates for new file format, revising file entry and re-
trieval procedures and report generation.
DETAIL OF STUDY DESIGN ELEMENTS
1. Department Organization of WCAD
Describe and diagram existing organization, unit function, and man-
power -machine requirements. Show relationship to number of land
parcels and municipalities and estimate increase in parcels to 1990.
2. Current File Structure and Maintenance
Describe and diagram current operations, file content and size,
maintenance programs and procedures now being followed. Also docu-
ment hardware in use and expansion potentials.
3. Applications and Users
Select a sample test area, preferably an old residential block, a
commercial block and a new residential development block, and con-
struct a data file for demonstration purposes.

Develop an administrative and operations flow chart for the systems
testing.
Document data and report exchanges, uses and applications for school
districts, planning, development, marketing, etc.
Demonstrate data input and calculations relative to computing or up-
dating assessments based on selected data inputs.
4. System Benefits
Document the benefits and advantages to Weld County of constructing
and maintaining an assessment -information file process.
5. System Cost Estimates
Based on growth projections and natural file increase, system recom-
mendations and the number and type of reports to be generated, esti-
mates of set up and maintenance costs will be developed. This will
include consideration of using selected types of equipment.
Draft report documents will be reviewed with the appropriate assessment per-
sonnel and with the Weld County Commissioners.
Ten copies of a final report including charts and tables will be delivered
to the County Assessor.
Computer time and programming will be provided by Nelson, Haley, Patterson
and Quirk, Inc. and the Burroughs Corporation and will, therefore, not inter-
fere with current procedures at the Greeley National Bank.
The fee for performance of the above work items will be $5,000.00, payable
upon completion of the project.
Your signed acceptance of this letter proposal, as indicated below, will con-
stitute satisfactory agreement between the firm of Nelson, Haley, Patterson
and Quirk, Inc. and Weld County.
