LOCATING MEINERZ DEHYDRATING PLANT
WHEREAS, the Meinerz Dehydrating Plant has requested permission to
locate said plant in the vicinity of Monforts Packing Company, to establish
and to build a plant for the dehydration of blood, and
WHEREAS, the Weld County Planning Commission together with
Glenn Paul, Chief Sanitarian, of the Weld County Health Department, after
careful investigation and consideration in the matter have unanimously
recommended to the Board of County Commissioners that the above request
be denied.
NON, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners,
Veld County, Colorado, in the promotion of public health, welfare and safety and
in the best interest of Weld County, does hereby unanimously agree to uphold
the recommendation of the Weld County Planning Commission by denying the request
of Meinerz Dehydrating Plant.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote:

A special meeting of the Weld County s lanning Commission was
held on the steps of the Greeley City hall at 5:25 Y.L. George
Yosier called the meeting to order, with 'Tice Hpkins, ,;ndy

The above met at the Court house at 1:001.Y. and made a field
trip to Brighton to make personal obs-ervatiens on the i:.einerz
Dlo-od Dehydrating slant and conditions.
Upon arrival they met with _Robert Sandersfel-dt, City ngi.neer,
who explained the situation. One of the Chief problems is sewage,
the following are same of the figures on sewage.

You requested assurances from us in writing as to how we
would construct our blood dehydrating plant and conduct its
operations so as to operate free from -any .odors 3:3r dust par-
ticles. Following is a list of steps that will be taken which
will result in our plant _being operated according to the high-
est standards from both a business and a governmental standpoint:
1. An evaporator will be installed to remove part of
the water and all of the pine oil from the liquid blood, a major
source of odors. This Evaporator by its method of _operation
removes odors -because of the high vacuum necessary for the low
temperature operation.
2. An American Air Filter dry -bag -type dust collector
will be installed to reduce -the dust to a negligible amount --
less than one one hundredth -0f one per cent of total volume
(2 pounds per day). This will eliminate odor carried by the
dust and will also eliminate the wet -type air scrubber which has
been in use at our pre -sent plant for removing -dust from the air.
This was a -major source of odors.
3. The blood from Monfort Packing Company will be piped
directly to the plant allowing an early -start and thus seducing
the processing _of old blood, likewise -a source of odor.
4. We will be responsible to the MID (Meat Inspection
Division) of the U. S. Department of Agriculture for a :lust free
and odorless operation because -of the location -of the plant next
to a federally inspected plant.

maintenance costs. We sincerely believe this added process is
not necessary for successful operation of our plant as it affects
your community and naturally we wish to avoid all unnecessary
costs and expenses. However, we hereby -agree that if you _gentle-
men, as our governing board, at any time deem our operation
unsatisfactory and 'request us to install the activated charcoal
process, we shall do so forthwith.
We know that our operation can be carried on with no objec-
tionable nuisance to anyone in the community and this is the
manner in which we will conduct it. We are most desirous of
commencing our construction immediately as we indicated yester-
day and will await word ₹rom you so that we may proceed. Thank
you again for your cooperation.

Due to restrictions placed on
the Meinerzplant at Brighton by
the city of Brighton because of
complaints regarding offensive
odors and dust given off by the
plant, the county commissioners
have had some apprehensions re-
garding the location of such a
plant here,
However, the Meinerz represent-
atives said Wednesday that filters
and vacuum type dust collectors.

process which would eliminate
100 per cent of the odors and dust

posed plant. here.
However, the Meinerz repre-i,
sentatives said the company was
reluctant to install the charcoal
proeess, because it feels the fil-
ters and collectors to be installed
here will take care ofall the
odors and dust and also because
of the cost of the charcoal
process, which would amount to
complaints about odors' or dust
after the proposed pianthere was
in operation. They said further the
company would be willing to sign
an agreement to this effect.
Reed reported the proposed
agreement will provide that, if
there are complaints about odor
or dust after the plant starts op-
erating here, the commissioners
can order the plant to cease op-
erations immediatelyand require
the charcoalprocess to be install-
ed -before operations are resumed.
Water, Sewer Taps Asked
Barton Buss, city clerk, re-
ported Thursday the .Meinerz
Company already hasapplied to
the city for a two-inch water tap
anda six-inch sewer tap to serve
the proposed plant. No action on
the application has been taken by
city officials as yet.
The proposed taps would be on
water: and sewer lines which pres-
ently serve the Monfort Packing
Plant. •

Meinerz Company had been given 30 days by the City of Brighton to alter
their plant at Brighton. In their efforts to correct the existing situation
the plan became feasible for them to relocate their plant. Monfort Packing
Company would supply bload to the Meinerz Company through a pipeline from
Monfort Packing Company to the Meinerz Company. Meinerz Company officials
stated there would be no connection between the companies other than the
agreement to supply blood.
It was pointed out that economically it would be to the advantage of
Meinerz Company to relocate their plant because there would be no transportation
involved and their would be a fresh supply of blood available. The plant would
cost about $300,000.00 and would employ approximately 11 people. The plant would
be located on the Union Pacifac siding.
Mr. Mosier, member of the Weld County Planning Commission asked several
questions of the Meinerz Company representatives. He asked if it would create a
vacumm and how much steam is or will be excluded out into the area.
The attorney and representatives from the Meinerz Company stated the
blood is sprayed in very minute particles, the blood is dried in about 10
seconds and all air goes through a bag type dust collector before going
into the outside air. The filter removes 90 to 97% of the dust through its
cyclone process. All moisture will be evaporated to the outside. On a cold
day you will be able to see the steam.
Meinerz Company Officals stated the reason for their trouble in Brighton
was due to the fact that they had more blood than they could handle and it was
a supply of old blood. The blood from Monforts would be from a direct supply -
supplied by a pipeline directly from Monforts Plant. The company officials
continued to explain the process under which thei-r plant would operate. The
sewage would go into the city line or if necessary they would build a sump
to take care of the solids, if this became necessary.
The economic advantage of being able to use the direct pipeline rather
than hauling was pointed out. They pointed out they have 75 days in which
to relocate their plant and since the opportunity of the direct pipeline was
presented, it was -economically feasible for them to move.

Meinerz Company
Mr. Telep, County Attorney, stated it might be favorable to the
Board, however no definite action had been taken. The Meinerz Company had
not put in writing their intentions, to the Board of County Commissioners.
They had come before the Board personally before putting their intentions in
writing.
Mr. Shultz asked the representatives of the company why they did
not install a charcoal filter before putting the plant in operation to avoid
any injunction once the plant was put in operation.
Their reply was it cost approximately $12,000.00 in equipment and
-another $12,000.00 in installation and the continuing use of a charcoal filter
is a great expense. The air coming from this charcoal filter would be as
clean as hospital air. Meinerz Company feels that their evaporation process
will eliminate the need for the charcoal system. If in the event, however
if there are enough complaints and objection to this plant the Meinerz
officials stated they would be willing to make the necessary changes.
The Board of County Commissioners asked the Meinerz Company Officials
-to put their intentions in writing and submit it to the Board of County
Commissioners and they would take the matter under advisement.
