A regular meeting was held by the Board of County Commissioners of Weld
County , Colorado at 9: 00 o ' clock A. M. , with the following present :

The minutes of the 21st instant were read , and there being no corrections
or objections thereto , same were ordered approved .

RESOLUTION CONCERNING THE ZONING OF WELD COUNTY , COLORADO
WHEREAS , The Board of County Commissioners of the County of
Weld , did on November 2 , 1966 at 2 : 00 P . M . in the office of The
Weld County Commissioners , Weld County Courthouse , Greeley , Colorado ,
conduct a public hearing concerning the zoning of Weld County ,
except Incorporated areas , pursuant to Notice duly published as
required by law , and ,
WHEREAS , The Board of County Commissioners of the County of
Weld is of the opinion that the zoning of the described area will
promote the health , safety , morals , convenience , order , prosperity
and welfare of the present and future inhabitants of said area and
of the County of Weld , and ,
WHEREAS , said Board believes that the zoning of said area will
serve the welfare and interests of the inhabitants of said area and
of the County of Weld , and ,
WHEREAS , The Board of County Commissioners of the County of Weld ,
having heard the testimony and evidence adduced upon said hearing and
having considered and carefully weighed the same , and being fully
advised in the premises ,
NOW THEREFORE , BE IT RESOLVED that the proposed zoning resolution
concerning all of Weld County except the incorporated areas , as
approved by The Weld County Planning Commission and as amended by the
Board of County Commissioners , including the proposed zoning resolution
and proposed zoning maps , as amended , be and hereby is confirmed ,
ratified and adopted and by reference incorporated herein and made
a part hereof as outlined in red on attached map .
BE IT FURTHER RESOLVED , that a certified copy of said zoning
resolution , including all maps therein referred to shall be filed ,
as provided by law in the office of the County Clerk and Recorder
of Weld County .

RESOLUTION

WHEREAS , due to the death of Robert A . Welsh , Sheriff Jf
Weld County , State of Colorado , on November 16 , 1966 a vacancy
now exists in said office and it is necessary for The Board of
County Commissioners to appoint a Sheriff to complete the term
01 office , and ,
WHEREAS , the term of Robert A . Welsh will expire on January 10 ,
1967 , the Board of County Commissioners of Weld County must appoint
a man to fill this vacancy until expiration of said term , and ,
WHEREAS , Dorothy Welsh has been the matron of the jail during
the term of her late husband , it is the desire of the Board of
County Commissioners that she continue in such capacity until
January 10 , 1967 , and ,
WHEREAS , it is the desire of the Board of County Commissioners
that the books of the late Robert A . Welsh be closed as of his death
and that the County Auditor shall render an audit on said books and
report the findings to their office ,
NOW THEREFORE , BE IT RESOLVED by The Board of County Commissioners
ol Weld County , Colorado that Marlo Brown is hereby appointed Lher i i f
of Weld County to fill the vacancy in the office of Sheriff of veld
County until the expiration of the term of office of the late
Robert A . Welsh . Further , be it resolved that Dorothy Welsh shall
continue in the position of matron of the jail until January 10 ,
1967 . Further , be it resolved that the County Auditor shall render

RESOLUTION
WHEREAS , there has been confusion concerning the proper
display of the National Flag following the death of an elected
official in the County of Weld , State of Colorado , and ,
WHEREAS , certain laws have been written to govern the use of
the flag and to insure proper respect for the stars and stripes ,
and custom has decreed certain other observances in regard to the
use of the flag , and ,
WHEREAS , the custom of lowering the flag to half -mast or
hall -staff comes from the old military practice of "striking the
colors" in time of war as a sign of submission , and that as early
as 1627 the flying of the flag at half mast was a sign of mourning
and this custom has been continued to present day , and ,
WHEREAS , when the flag is flown at half -mast , it should be
hoisted to the peak for an instant and then lowered to the half
position , but before lowering the flag for the day it should again
be raised to the peak , and ,
WHEREAS , The Board of County Commissioners is interested in
establishing a policy as to the use of the National Flag following
the death of an elected County , State or Federal official ,
NOW THEREFORE , BE IT RESOLVED that upon the death of an
elected County , State or Federal official , the National Flag flying
from the Weld County Courthouse staff shall be flown at hall -mast
from the time of death until the conclusion of the funeral services .

expenses incurred by the Health Deparment during the 1965 Flood .

WHEREAS , on May 18 , 1966 , a resolution was drawn to vacate , aLandon
and close a portion of County Road #290, more particularly described as follows ,
to-wit:
County Road #290 lying between Section 20 and 21 , Sections 17 and 16 ,
Sections 8 and 9 in Township 8 North, Range 60 West of the 6th P . M. ,
and adjoining a wagon trail lying between Sections 9 and 16 in Township
8 North, Range 60 West of the 6th P . M. , in Weld County

WHEREAS , it appears that the necessities of the public require said
road to remain open.

ONLY OF MESSRS . BURGER , BURGER
AND DAGGETT , d/b/a/ DEL CAMINO
The application of Messrs . Burger , Burger and Daggett ,
d/b/a Del Camino for a three way outlet license came on for hearing
on November 21 , 1966 at 2 : 00 P . M . in the fourth floor District
Court Hearing Room , Greeley , Colorado , and the Board of County
Commissioners of the County of Weld having heard the testimony
and evidence adduced upon said hearing and having considered the
testimony , evidence , petitions and remonstrances filed with said
Board , and having carefully weighed the same , now makes the follow -
ing findings :
1 . The evidence discloses that the application was duly
made , and that notice thereof and of said hearing was duly given
by publication as required by law .
2 . That no question was raised nor objection offered as
to the applicants concerning the standing , character or motives o1
said applicants .
3 . That the said Messrs . Burger , Burger and I)agett are
the owners and occupants of said premises sought to he licensed within
the meaning of the Statutes of the State of Colorado .
4 . That absolutely no objection was made or offered
against the granting of said license .
RESOLUTION
WHEREAS , The Board of County Commissioners of the County of
Weld has heard the application of Messrs . Burger , Burger and Daggett
for a license to sell beer , wine and spiritous liquor in hotels or
restaurants by the drink only , at a location described as follows :
Part of the Northeast Quarter of Section Ten , Township
Two North , Range Sixty-eight . West of the Sixth Principal
Meridian , County of Weld , State of Colorado ; Beginning
at the Northeast corner of Section Ten , West 350 ' , Thence
South 400 ' , Thence East 350 ' , Thence North 400 ' to point
of beginning .
WHEREAS , the said Board has made its findings upon the evidence ,
testimony , petitions and remonstrances submitted to it , which
findings precede this Resolution and by reference are incorporated
herein and made a part hereof , and ,
WHEREAS , the said Board has carefully considered the application ,
evidence , testimony , petition and remonstrances , and given the same
such weight as it in its discretion deemed proper and now is fully
advised in the premises .

CERTIFICATION OF LEVIES AND REVENUES FOR 1967
• TO THE COUNTY ASSESSOR AND TO THE
COLORADO TAX COMMISSION :
WHEREAS , the various governing Boards of the respective Towns and Cities ,
School Districts , Fire Protection Districts , Water Districts , Sanitation Districts
and the Northern Colorado Water Conservancy District in Weld County, Colorado , have
certified to this Board the amount necessary to pay for maintaining and operating indebted-
ness for the year 1967 for each of the said Districts , as more particularly listed
on the tabulated Certification of Levies hereto attached , and
WHEREAS , the Board of County Commissioners is now in possession of the
necessary information and authority.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of
Weld County , Colorado that there shall be levied on each dollar of valuation in the
aforementioned districts a tax for the purpose of interest coupons and creating a
sinking fund for payments of bonds issued by the several School Districts of the
County ; a tax for special purposes as certified to this Board by proper officers ,
as per certification of levies and revenues to the County Assessor and to the
Colorado Tax Commission , which list and certification is hereto attached and made a
part of this resolution .

WITNESSETH :
That parties of the first part , for and in consideration of
Three Hundred and no/ 100th Dollars ( $300 . 00) , paid to first parties

hereby confessed and acknowledged , do hereby bargain , sell and
convey unto the party of the second part , its successors and assigns ,
the right to remove dirt , sand and road making and building material
which it shall be able to remove from the following described land ,

privileges incident to the proper enjoyment thereof .
This instrument shall give no title to said land , and shall only

described upon completion of surface removal . This contract shall

WHEREAS , on December 19 , 1966 , the Board of County Commissioners of Weld
County , Colorado called for bids according to prescribed specifications including
separate official bonds covering each elected official of said County in form as
provided by statutes and additional Public Faithful Performance Bonds as so
indicated covering other County employees ; and
WHEREAS , the Allied Mutual Insurance Company , represented by Hopkins-
Lundy Insurors Inc . and the Scott Realty Company , submitted the low bid in the

society .
WITNESSETH :
That in coesiderati.on of the mutual promises and obligations and cr..her.-r
considerations herein expressed, it is mutually agreed until June 30 , 1967, that :
1. The Society Ehall render oe cause to be rendered by members of the
Weld County Medical Society all necessary medical and surgical servicee fcr the
Couety indigent who are sick cut injured, except cases which must be hospiealized ,
for the sum of Four Thousand Five Hundred Eighty-Three Dollars and Thirty-Three
Cents ($44,563. 33) ( including Anesthesia Fees) per month , Payment is to be made
as soon as possible after the close of each calendar month to the Secreta~y-
Tressu rer of the Administrative Committee .
2 . The County fcr its patients will furnish all other necessary surgical
suppplies , and medicines cn prescriptions written by the doctor, under such
instructions and restrictions as the County may from time to time direct .
3. The Society will appoint an Administrative Committee to assit4t in
tt:.r:cking bills for drugs end supplies and services , if requested .
1.. The County will furnish all necessary hospitalization for patients
certified as County cases .
5 . The Society will appoint its own committee , which committee shall be
npewered to make all other needed arrangements to properly administer and fairly
divide the funds among all participating members rendering service , and conduct the
business of the Society under this contract. The decision of this committee shall
hs `final and binding to all doctors participating ticipating in this contract. It is expressly
understood, however, that any member of the Weld County Medical Society may be
present ae any meeting of such committee and have full opportunity to examine the
hooks to see that the funds are divided fairly and without prejv,dice among all
participating physicians wno have performed services during the preceding month ,
The members of the committee act only as agent for the Society and in no case shall
they be held liable,
6. The paiitticipating physicians will bill the County Department of Public
Welfare by the 10th of the month following The month of service. The County Depart-
ment of Public Welfare will audit the billings to determin * whether they in for
certified cases and within the agreed fee schedule. A copy of the schedule is
et tucked to this contract . All billings for services not included w.ithf.n the
. s cabiished fee schedule will be referred to the Administrative Committee for
ed iudlcation.
7. Any partici.pa ring ph;esici.sn suspected of irregular bills or .falsification
of lie records may be di.tul ealified from partictpati .g in the Contract by the Ad•-
mtna.strative committee.

8. The County will furnish ambulance service when necessary .
9 . Dental services are not included in this Contract .
10 . It is further agreed that if any member of this Society refuses to
give medical attention to a County patient in his district , the head of the Welfare
Departrent or the County Commissioners reserve the right to call any member of the
Administrative Committee who will see that proper service is rendered .
11. The Society will, so far as it lies within the power of Its 'lambert , sce
that proper medical care and service is rendered to all indigents of Weld Countyn
12 . In addition to the compensation hereinbefore specified , the County
ag ze..3 to pay the Staff designated by the Society , the sum of Five Hundred Dollars
( S500 .00) per month for all necessary medical and surgical care of indigents
confined in the Weld County General Hospital, and the Staff also agrees to give all
necessary medical end surgical care in the hospital outpadent clinic to all
Welfare patients who are inmates of the 1. ounty Jail.

RESOLUTION
WHEREAS, Colorado Interstate Gas Company, a Delaware corporation,
is making plans to construct and maintain a pipeline or lines for the
purpose of transporting or conveying natural gas, petroleum and /or any
of its products in Weld County, Colorado, and
WHEREAS, in the construction and maintenance of said pipeline or
lines it will be necessary for Colorado Interstate Gas Company to proceed
along, over and across certain county public roads and highways, and
WHEREAS , it is deemed necessary and expedient to grant to the said
Colorado Interstate Gas Company the right and easement to proceed with
construction of said pipeline or lines along, over and across county
public roads and highways .
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Weld County, Colorado, that right and easement be and hereby is granted
to Colorado Interstate Gas Company to construct, establish, lay down and
maintain a pipeline or lines along, over and across all county public roads,
highways, streets and alleys of unincorporated municipalities and rights of
way therefor in Weld County, Colorado, for the purpose of transporting and

WHEREAS , the Weld County Optometrists and Ophthalmologists Association
has submitted an eyeglass services contract for the year 1967 to the Board of
County Commissioners , copy of which is hereto attached and made a part of this
resolution , and
WHEREAS , after careful review and consideration , the Board believes it
to be in the best interests of the County to accept said contract .
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
of Weld County , Colorado that the eyeglass services contract as submitted by
the We ' d County Optometrists and Ophthalmologists Association be and the same is

Welfare Vision Care Services
This contract executed at Greeley , Colorado this 10th day of January , 1967
by and between' the Board of County Commissioners of Weld County , Colorado hereinafter
called the County , and the Optometrists and Ophthalmologists of Weld County ,
hereinafter called Association .
Witnesseth:
That in consideration of the mutial promises and obligations and other
considerations herein expressed , it is mutually agreed until December 31 , 1967
that :
1 . All eyeglass services shall be provided by prior authorization in
writing by the Weld County Department of Public Welfare .
2. Glasses are to be provided for recipients of Aid to Dependent Chi ; dren ,
children of General Assistance recipients , children in foster home care ,
and for adults in cases of extreme necessity only .
3. The fee for examination is established at $ 10.00 ; the County to pay $9. 00 ,
the patient to pay $1 . 00 .
4. The cost of lenses is not to exceed $14. 00 per pair for first division
haroened lenses and the frame is not to exceed $10. 00 and will he based
on a thirty percent discount of preceding standard fees for Welfare approved
patients . A low price standard frame is to be provided .
5 . A review consisting of representatives of the Optometric and Ophthalmological
professions will be established to review the billings and to adjudicate any
unusual fee . This committee will furnish a semi-annual report of expenditures
in funds in detail to the County .
6 . Only members of good standing in their respective and accredited society
and/or association will receive appointment as a participating member on
the Welfare fee basis program.
7 . Patient is to pay 10% of the complete vision analysis , lens and frame
service fees and material costs ; minimum fee $1 . 00.
E . Total not to exceed $8 , 500 . 00 for the year , 1967 .
9 . The exception to the above 10% fee to be paid by the patient is Welfare
children in foster care homes .

WHEREAS , George N. Stout, Administrator of the Weld County General
Hospital , has presented this Board with a letter containing an excerpt from the
minutes of the meeting of the Board of Trustees for the Weld County General
Hospital held on the 16th day of December, 1966 , as follows , to-wit:
"Mr. Stout reviewed the recent increase in wage costs
and the forthcoming bi-weekly payroll and stated that
it would be necessary to increase the revolving fund.
Mr. Husman moved , Mr. Turner seconded and the motion
carried to increase the hospital revolving fund from
$275 ,000.00 to $300,000.00. " , and
WHEREAS, it is to the best interests of the operational procedure of
the Weld County General Hospital that the transfer of said amount be authorized .
NOW, THEREFORE, BE IT RESOLVED,. by the Board of County Commissioners
of Weld County , Colorado that George N. Stout be and he is hereby authorized to
present a voucher for $25 , 000. 00 , upon presentation of which a warrant in said
amount will be issued drawn from the Weld County General Hospital Appropriation
the same to be deposited in the Hospital Revolving Fund thereby increasing same
from $275 ,000. 00 to $300 ,000.00.

I i EXTENSION AGREEMENT WITH CHICAGO , BURLINGTON AND QUINCY
RAILROAD COMPANY COVERING LEAbE OF SITE AT HEREFORD, COLORADO:
WHEREAS, the Chicago , Burlington and Quincy Railroad Company has
tendered to the County of Weld , State of Colorado , an agreement extending a
lease , the original lease dated November 15 , 1920 , for an indefinite period
and to continue in effect until terminated by either party hereto giving the
other party thirty (30 ) day's written notice of such termination .
WHEREAS , the Board has said proposed agreement before it and has
given it careful review and consideration , and
WHEREAS , it is considered that the best interests of said county
will be subserved by the acceptance of said agreement .
NOV , THEREFORE , BE IT RESOLVED, by the Board of County Commissioners ,
Weld County , Colorado , that the terms of the agreement submitted by the Chicago ,
Burlington and Quincy Railroad Company as aforesaid be and the same is hereby
accepted ; that the Chairman of the Board be and is hereby authorized to execute
said agreement in behalf of said County ; that the Clerk of the Board be and she
is hereby authorized and directed to attest said agreement a copy of which is
hereto attached and made a part of this resolution .

by and between the Board of County Commissioners of Weld County , Colorado , here-
inaftc r called the County, and the Weld County Dental ' ;ociet.y , hereinattei
led the Society:
Witnesseth :
That in consideration of the mutual promises and obligations and other con-
siderations herein expressed , it is mutually agreed until December 31 , 1Q67 :
1 . The Society shall render or cause to be rendered by members of the Weld
County Dental Society dental services as outlined in the fee schedule
for the county indigents who are in need of this service for the sum of
Two Thousand Eight Hundred Twenty-Four Dollars and Ninety- Eight cecits
( $2 , 824 . 98 ) per quarter . Payment is to be made as soon as possible aft-
er the close of each calendar quarter to the Weld County Dental Society .

The Society will appoint an Administrative Committee to assist in check-
ing bills for services rendered .
3 . The Society will appoint its own committee , which shall he empowered to
make all other needed arrangements to properly administer and fairly
divide the funds among all participating members rendering service , and
conduct the business of the Society under this contract . The decision of
this committee shall be final and binding to all doctors participating
in this contract . It is expressly understood , however , that any mem-
ber of the ►'geld County Dental Society may be present at any meeting of
such committee and have full opportunity to examine the books to see
that the funds are divided fairly and without prejudice among all par-
ticipating doctors who have performed services during the preceding
month . The members of the committee act. only as agent for the Society
and in no case shall they be held liable .
4 . Any participating doctor suspected of irregular bills or falsification of
his records may be disqualified from participating in the contract by the
Administrative Committee.
5 . The Society will , so far as it lies within the power of its members , see
that proper dental care anu service is rendered to all indigents of teld
* County.

Weld County , as a further consideration for this Deed and by
acceptance thereof , agrees that said tract of land shall be excluded
