Dear Madam:
October 19, 1965
During the recent audit of the books and records of Weld County,
Colorado, including those of your office, we observed various policies
in effect in your department, and we wish to suggest additional procedures
which will strengthen the internal control within this department. We have
discussed with you the following procedures from time to time and as a
matter of record, we feel that these suggestions should be reinterated and
put to writing.
The following procedures, if adopted, will greatly strengthen the
internal control of the County Court:
1. The record keeping functions should be entirely separate,
as far as possible, from the receiving, disbursing and
depositing for any and all receipts.
2. One employee, preferably the Clerk of the County Court,
should be responsible for reconciling each day's receipts
with that day's collection.
3. The previous day's receipts should be deposited intact
daily.
4. The rule that no personal checks of employees be cashed
should be strictly enforced.
5. A small petty cash fund of $25 to $50 should be established
in the County Court, with the permission of the County
Commissioners so that the deposits can be made intact daily.
