Dear Tom,
We are writing in regard to the BMX track located on Weld County Road 26,just east of our
residence. We have many concerns about the track itself and its location.
First of all, Weld County Road (WCR) 26 is not maintained enough to handle the amount of
traffic that Union Reservoir generates when open. The road becomes extremely dusty and the
ruts make it almost impassible. Adding the BMX track only brings more cars to a road that
during the summer is already very busy. At this point, the road is only graded once a week.
During the busy summer months, after 2 days, the road is awful again.
Another problem is speed. There is not one speed limit sign posted on WCR 26. When cars
travel at low rates of speed, the dust is lessened. However, many cars travel fast and generate a
large cloud of dust going down the road. In the evenings, during the summer, we have a fog of
dust around our home from the traffic. Our vehicles also sustain damage from the jolting they
receive driving up and down the road causing rattles and squeaks throughout the vehicle.
Since the track was built, we have noticed children out on the track alone, children on the road
after dark, and children coming to our door to use the phone. Examples: Feb. 24, 1998, approx.
11:30 am, a student was riding the track alone. We have noticed this on several occasions and
wonder why they are not in school and what happens if they get hurt. Because the track has been
"closed", cars are parking on the road. On Feb. 25th, approx. 3:30 pm, there were cars parked on
both sides of the road. First of all, it's against the law to park on the road and secondly there's a
safety factor with a narrow dirt road that has no shoulder. All of these things have occurred while
the track is"closed". We can only assume it will get worse once it opens.
We have been told that once the track is opened parking will be available at the track and at
Union Reservoir. We would like to know if anyone has considered that those parking at Union
Reservoir have to walk from the parking lot, back through the entrance of the reservoir and then
cross WCR 26 to get to the track. If it is a busy day, which most weekends are, you have a lot of
cars and pedestrians sharing a narrow road with no speed limit. We also have concerns about the
noise associated with the races.

The track is located in an isolated area. The potential for an unsupervised child to get into
trouble is great. There is a large ditch that runs next to the track that has a steep embankment and
water at the bottom. There is a lot of brush on the embankment which makes it difficult to see
down into the ditch. Also, after dark, there are no street lights to illuminate the road and we have
come up on bikes and children on the road that are difficult to see. Some parents allow their
children to ride out here and some stay until after dark.
In summary, our largest concern is with the road and the amount of traffic using it. The City of
Longmont and Weld County do not seem to be able to work together on the problem and it just
continues to get worse every year as the reservoir gets more popular and now adding the BMX
track. The City has managed Union Reservoir in such a way that keeps visitors quiet and
peaceful. There is a lot of beauty out here that our family enjoys. That's why we moved here and
we hope that our concerns will be addressed. Basically, we don't want the track here. Having a
BMX track for kids is fine but this is the wrong place to have it.9S.ncerely,

Dear Mr. Lindsay„
My name is Dudley Rider. My wife, Janet, and I live at 460 Weld County Rd. (WCR)26. The reason for this
letter is to address the conditions and the problems along WCR 26.
The property on both sides of WCR 26 is owned by the Rider family with Jim, my son,and his
family living on the north side and my wife and 1 living on the south side across from the entrance to Union
Reservoir recreation area.
To the east of us,across the outlet pipe from the lake, is the BMX track that was built last year and is seeking
approval from Weld County Planning Commission. We have several concerns we would like to address.
We feel the additional traffic on WCR 26 is of primary concern. The public use of Union Reservoir,which is a
great asset to the City of Longmont,creates an unbearable amount of dust and leaves our road so rough it damages
our vehicles. Even though the road is graded once a week,it is just not ample to handle the traffic now,let alone if
an additional activity puts more vehicles on the road.
Some still days its like a fog envelopes our area, sifting in our houses and covering everything with dust. My wife
suffers from asthma and is miserable at times. The traffic is sure to increase as more people use the recreation
areas. There is no speed limit signs and many cars and pickups are pulling boats or trailers that create more
pressure on the road.
Sometimes there are kids on bikes when school is in session, kids on bikes late in the evening and at times with no
adult supervision. I don't know if adults drop off young people to ride then come back to pick them up later. We
are not anti-kids. We have raised 4 kids and have several grandchildren. We have farmed in this area since 1952,
having been born and raised here.
This is our home and we enjoy living here but dread the spring and summer because of the heavy traffic on the
gravel road that creates the conditions we have described.

Dear Jim, Sandy, Dudley, and Janet:
Thank you for a copy of your letters dated March 4, and March 9, 1998 addressed to Tom
Lindsay from the Longmont BMX Association. The issue of the dust on the road certainly
comes as no surprise since both you and your father have brought this to our attention
previously. About a month or so ago, your father stopped by the office and inquired as to the
status of this road. At that time, after consulting with Barb Huner, Public Works Director, I
conveyed to Dudley that Jim Blake, Public Works Street and Traffic Operations Superintendent,
would be coordinating with Weld County to improve the road. Recently, Barb Huner confirmed
for me that this would be scheduled this spring and would involve the following elements.
Approximately 5 to 6 inches of the existing gravel will be graded out. In its place a recycled
asphalt material will be inserted and recompacted in lifts with the final lift including a
magnesium chloride dust inhibitor. We believe this new material will bind better than the
traditional road base and significantly reduce the washboarding and dust problems.
Another item you brought to our attention is speed. Our understanding is that unposted county
road speed limits are 30 mph. It is the responsibility of the Weld County Sheriffs Department to
enforce that speed. We will contact them regarding your concerns and request a posted sign be
installed. A third item you brought up was the BMX track itself This item surprised me since
previous discussions staff has had with Mr. Lindsay have indicated a strong level of support from
your family for the track being located in this area. Our agreement with the BMX Association
assures that parking will not take place upon the road and the BMX Club will take every
precaution necessary to ensure that this happens.
At this point, 1 could not recommend the removal of the track given that this is a volunteer effort
and a test case to gauge the level of interest in the community. If, in fact, the level of interest
remains high the City could consider a BMX track at future City park facilities. As you know,
the BMX is requesting a Special Use Permit from Weld County Planning so I am sure your
position will be considered in their deliberations as well.
