Weld County Centennial Center +� First Floor Assembly Room Tl The Weld County Board of Health met April 22, 1997, at 9:00 a.m. in the First Floor Assembly Room of the Weld County Centennial Center. Those present included: Board Members: Ben Slater, Chair; Constantin Skoumbourdis, Melvin Brown, Mary Ellen Stoll, Nancy Fichter, and Frank Torsleff. Others: Jeffery L. Stoll, Director, Environmental Protection Services, Weld County Health Department; and Pam Smith, Environmental Protection Specialist, Weld County Health Department. APPROVAL OF AGENDA A motion was made by Melvin Brown to approve the agenda as presented. Constantin Skoumbourdis seconded the motion, and the motion was carried unanimously. APPROVAL OF MINUTES A motion was made by Constantin Skoumbourdis to approve the April 3, 1997, minutes as submitted. Mary Ellen Stoll seconded the motion, and the motion was carried unanimously. NEW BUSINESS Sludge Applications Metro Wastewater Reclamation District DS-970001 - DS-970025 and DS-970038 DS970058 (new) were presented by Pam Smith, Environmental Protection Specialist. William J. Martin represented Metro Wastewater Reclamation District. There was public opposition from Mr. and Mrs. Slayer. A motion was made by Melvin Brown to approve the Sludge Applications as presented with staff's recommendations. Mary Ellen Stoll seconded the motion, and the motion was carried unanimously. Staff's recommendations are as follows: 1. If Weld County roads are damaged beyond normal wear and tear by the sludge hauling equipment of the applicant or the applicants' contractor, the applicant will repair the road damage to the satisfaction of The Department of Public Works. The Department of Public Works will be the one to determine when this is warranted. 2. Upon notification by Weld County, the applicant will cease hauling operations, or direct his contractor to cease hauling operations, until the roads are repaired to the satisfaction of The Department of Public 7 1 . , 971140 Board of Health Minutes Page 2 Works. Hauling operations will not be allowed to resume until the condition of the road allows heavy hauling without damage being done to the roads. McDonald Farms Enterprises DS-940018 and 940019 (renewals) were presented by Pam Smith, Environmental Protection Specialist. Randy McDonald represented McDonald Farms Enterprises. Mary Ellen Stoll seconded the motion, the motion was carried unanimously. Stresacon Corporporation (SP-9700114) 5434 WCR 12, Erie, Colorado -- A motion was made by Constantin Skoumbourdis to approve the Engineer Design as presented. Mary Ellen Stoll seconded the motion, the motion was carried unanimously. Pilkington, Louis (SP-9700133) 125 Commander Drive, Erie, Colorado -- A motion was made by Constantin Skoumbourdis to approve the Engineer Design as presented. Mary Ellen Stoll seconded the motion, the motion was carried unanimously. Geisler, Ray (SP-9700095) 365 Holly Street, Evans, Colorado -- A motion was made by Constantin Skoumbourdis to approve the Engineer Design as presented. Mary Ellen Stoll seconded the motion, the motion was carried unanimously.
