I: 11 MINUTES WELD COUNTY COUNCIL CL ;c November 6, 1996 T ' Ti = -, , Tape#58AB96 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Weld County Centennial Center, 915 10th St., Greeley, CO, Wednesday, November 6, 1996, 7:30 p.m. ROLL CALL: The meeting was called to order by President Stephanie Hayward. Vice President Pam Malcom, Councilwoman Judy Curtis, Councilman Ralph Campbell and Councilman Jim Gardner were present, constituting a quorum of the members. Also present: Dan Oster and the Council secretary. APPROVAL OF MINUTES: Vice President Pam Malcom made a motion to approve the October 2, 1996 meeting minutes. Councilwoman Judy Curtis seconded the motion and it carried with Councilman Jim Gardner and President Stephanie Hayward not voting. ADDITIONS TO THE AGENDA: There were no additions to the agenda. APPOINTMENTS: Mr. Dan Oster, recently elected to a County Council At Large seat, will represent the Council on KFKA's "Coffee Break" November 19, 1996. CORRESPONDENCE: The Council reviewed the correspondence. Kosmicki Dollarhide CPAs' letter regarding the selection of auditors for Weld County was noted. COORDINATOR REPORTS: County Legal Notices President Stephanie Hayward said that the bid for publishing Weld County's legal notices had been awarded to the South Weld Sun. She reiterated her concern about the bid being based on cost alone. She committed to research the guidelines regarding the bid process for a publisher for Weld's legal notices. "0" Street Juvenile Facility Property History Vice President Pam Malcom said that she had researched the purchase of the property for the juvenile facility being built on "0" Street in Greeley. She has been unable to speak directly with Virginia Scheel who requested this information. Vice President Pam Malcom will continue her efforts to talk with Ms. Scheel. ())11R1/1 962307 County Council Minutes November 6, 1996 Page 2 of 3 Employment Law Councilwoman Judy Curtis reported that although public employees are protected from discharge for whistle-blowing about misappropriation of public funds, employees are not obligated to report misappropriation. UNFINISHED BUSINESS: December 4, 1996 After-Election County Officials Reception Invitations and program for the December 4, 1996 After-Election County Officials Reception were discussed. The secretary was instructed to send invitations the week of November 11. Restaurant Invitations to Visit with Council Councilman Jim Gardner said that he would have a proposed invitation ready before the Council's next out-of-Greeley meeting. NEW BUSINESS: Request from County Coroner Speaking for County Coroner Scott Anthony, Councilman Jim Gardner presented the need for a secretarial position for 1997 in the Coroner's office. Councilman Gardner said that Mr. Anthony had requested that the Council "give" the Coroner's office the Council's unused secretarial hours. In this way, it was thought, that already budgeted funds could be reassigned to the Coroner's office. Council members said they did not have enough information to make a decision about the matter. The Council secretary was asked to get information from Mr. Anthony about his proposal. President Stephanie Hayward tabled Mr. Anthony's request until more information was received by the Council. Payment of the Bills Councilman Jim Gardner made a motion that the bills be paid as listed: Mileage for Councilman Ralph Campbell $11.88 Mileage for Councilwoman Judy Curtis $23.22 Mileage for Councilman Jim Gardner $ 8.64 North Weld Herald Report to the People $ 6.57 Windsor Beacon Subscription $19.50 Councilwoman Judy Curtis seconded the motion and it carried unanimously. Request from Janet Meisinger The correspondence received from Janet Meisinger was discussed. It was decided that Councilman Ralph Campbell would discuss the correspondence with Weld County's Clerk and Recorder, Suki Tsukamoto. Then he would speak with Ms. Meisinger. Secretarial Research Requests The Council instructed the Council secretary to: order a $135 work table for the Council office. clear the Council files of material available in the County archives put news about the Weld County Council in the Ft. Lupton Guide order copies of pictures taken to commemorate the 20th anniversary of the Weld County Council and Weld County's Home Rule Charter. ADJOURNMENT: The meeting was adjourned at 8:45 p.m. SUBSEQUENT TO ADJOURNMENT: The Council reconvened for reconsidering the December 4 Reception for County officials. After discussion it was decided that the Council would invite the newly-elected County Council members to dine with the Council before the December 4 Council meeting.
