As you know, the Weld County Council is mandated by the Home Rule Charter to review all aspects of county government and may even appoint a performance auditor to help the Council in carrying out such reviews. Councilman Roberts and I were appointed by the Council to visit the Clerk and Recorder's office in response to citizen concern regarding the need for timely information from the Recording Department. You and your employees clearly articulated to us the fact that your office employees, despite many hours of overtime, are unable to keep up with the work load in both the Recording Department and in the Department of Motor Vehicles. We noted that one piece of this problem is that four employees have resigned in the last nine months. This, of course, has required a diversion of the time of personnel for hiring and training of replacement employees. Another frustration we heard you express is that Weld County's Information Services has been unable to upgrade your department's computers from Windows 3.1 to the faster program, Windows '95. I have contacted various professionals who in their business have need of the services of the Recording Department. After discussions with these professionals it became apparent the problem with timely recording and processing is more extensive than the concern originally heard by Council members. acI.0-- g. 099 [ 4t 992112 Ms.Suki Tsukamoto August 11, 1999 Page 2 of 2 Council members have discussed these concerns with County Commissioner Geile and County Attorney Barker. We learned that there is precedent for the Board of County Commissioners to intervene with funding for temporary staff to deal with a specific situation. The Council therefore, suggests that you initiate an aggressive and documented outreach to the Board of County Commissioners to secure additional, trained employees and adequate computer technology for the tasks under your jurisdiction. The Council plans to continue its review of the office of the Clerk and Recorder in regards to the concerns of the public expressed to Council members. In three months the Council will reconsider its obligation, and the options available to the Council, to continue its review of the Clerk and Recorder's office, and report to the people the facts relevant to expenditures, efficiency, and responsiveness. This transcript has been made with the permission of Mr. Robert Myers. It is not intended to serve as a legal document. Yes, I'm standing in a line at the Ft. Lupton office for Motor Vehicles and up until a few minutes ago there was one lady here trying to service the needs of about 12 or 14 people standing in line. And I'm told I had to complain to the Councilmen. I got to tell you something. This area is growing like crazy. There are a lot of new citizens here and you are not staffed enough to service their needs. We've been standing here. I've made my second trip, with time off work, to come to this place, and uh, you know, it's more than a little annoying. I know there are other people here, they had to get off work or make some other inconvenience to try come here and get license plates for their damn cars. Now you require it, and the state requires it, the least you can do is staff this office up so we can have some service. Now does that make any sense?
