ROLL CALL: The meeting was called to order by President Judy Curtis. Vice
President Dan Oster, Councilwoman Pam Malcom, and Councilman Al Roberts were
present, constituting a quorum of the members. Councilman Ralph Campbell was
excused. Also present: the Council secretary, Bev Thomas
APPROVAL OF MINUTES: Vice President Dan Oster made a motion to approve the
February 17, 1998 meeting minutes with a correction regarding the BFI Dump. It is
actually the USA Waste Landfill. Councilman Al Roberts seconded the motion and it
was approved unanimously.
ADDITIONS TO THE AGENDA: Councilwoman Pam Malcom added to the agenda her
request of a change in her Coordinator Assignment. Councilwoman Pam Malcom
requested to have a different Coordinator Assignment than the Health Department
since she works at Northern Colorado Medical Center. Councilman Roberts was
reassigned Coordinator for the Health Department and Councilwoman Pam Malcom will
be the Coordinator for Planning and Zoning.
APPOINTMENTS: Council members noted that the location of their March 23 meeting
with the County Commissioners had been changed to Perkins Restaurant.
Councilman Al Roberts will attend the April 8 Commissioners Town & County Meeting
at the Longmont City Library.
CORRESPONDENCE: The Council reviewed the correspondence. The Council noted
the receipt of three letters from Mr. John Folsom.
COORDINATOR REPORTS:
Abstinence-Based
Councilwoman Pam Mal omwill alll cong au attions Education to John Pickle about receiving the
Abstinence-Based Education Grant.

Weld County Road 45
President Judy Curtis reported that she had checked with the Health Department and
learned that the section of Weld County Road 45 discussed at the February meeting
was gong to be paved in August or September of 1998. She gave this information to
Mr. Mutuberria and asked him to contact the Council again if the paving was not
completed as scheduled.
Planning Department Concern
A Planning Department concern was presented by Vice President Dan Oster. A
complaint regarding a citizen's request to divide his property will be followed up by
Councilman Oster.
UNFINISHED BUSINESS:
Distribution of Council Minutes
President Judy Curtis asked the Council secretary to send the February 1998 corrected
Council minutes to Trevor Jiricek at the Weld County Health Department.
Councilman Roberts made a motion that unapproved Council minutes not be sent to
Weld County Department Heads or posted on bulletin boards in Centennial Center.
The motion died for lack of a second.
Centennial Center's Hearing Room Sound System
Councilman Roberts will speak to the Commissioners about the sound system in the
Centennial Center Hearing Room at the Council-Commissioner meeting March 23.
Council secretary will send information regarding the American Disabilities Act gleaned
by Councilman Roberts to all Council members.
NEW BUSINESS:
Setting Salaries for Weld County's Elected Officials
The Council discussed the difficulties in comparing Colorado's Coroners' salaries.
Council members designed a questionnaire to be used to gather information about
Colorado Coroners' salaries. Members were assigned to contact different Coroner's
offices to gather information as follows: Councilwoman Pam Malcom will contact
Larimer and Jefferson Counties; President Judy Curtis will contact Arapahoe and
Adams Counties. Vice President Dan Oster will contact Weld and Boulder Counties.
Councilman Roberts will contact Douglas and El Paso Counties. Council members are
to bring their completed surveys to the April 21 Weld County Council meeting. At that
time a work session regarding Coroners' duties and salaries may be set.

The Council discussed if there was a way to provide merit pay raises to County
Commissioners.
The Council discussed having a form available to citizens who attend Council meetings
so that citizens would have opportunity to evaluate the performance of Council
members at Council meetings.
Payment of the Bills
Councilman Roberts made a motion to pay the following bills:
Mileage for Vice President Judy Curtis $23.22
Mileage for Councilman Dan Oster $15.12
Mileage for Councilman Al Roberts $14.04
North Weld Herald Subscription $24.00
Vice President Dan Oster seconded the motion and it carried unanimously.
April 21 Council Meeting
Councilwoman Pam Malcom said that Weld County Health Department employee
Trevor Jiricek had offered to speak at a Council meeting regarding the landfills in the
Erie area. It was decided that Councilman Roberts would contact Mr. Jiricek about
speaking at the Council meeting in April.
ADJOURNMENT: The meeting was adjourned at 9:05 p.m..
