Dear Mr. Scheltinga:
Rocky Mountain Consultants, Inc. (RMC) has been retained by Quinlan Construction, Inc. to
prepare a Site Drainage and Grading plan and drainage calculations required for the proposed
construction on Lot 2, Flatirons P.U.D. Final Plat. The site is located in Section 11,
Township 2 North, Range 68 West of the 6th Principal Meridian, Weld County, Colorado.
The site is bounded on the south and east by existing development, on the north by
undeveloped pastureland and on the west by the Interstate 25 frontage road. The total site
contains approximately 6 acres. The proposed development will consist of an office building
and parking lot located on approximately 1.2 acres in the southwest corner of the site. While
the development is planned in two phases, all the drainage calculations are for total build out
in the proposed development area.
At this time, runoff from the existing site sheet flows from south to north and eventually
releases into the borrow ditch along the I-25 frontage road. No offsite runoff will affect the
development area on this site.
After the proposed development, developed runoff from the site will be directed by onsite
iwales to a detention pond located along the western edge of the development. This
developed pond has been sized to retain the 100 year runoff and release at the 5-year historic
runoff rate. Runoff from the pond will be released through a 12-inch PVC pipe into the
borrow ditch along the I-25 frontage road.

28.5.1.1 Written Documents:
The PUD District Application Submittal includes the PUD District application forms
and the PUD change of zone application fee of $1,100.00. As per Gloria Dunn,
Current Planner, the PUD change of zone recording plat fee is not to be submitted
until approval of the PUD.
28.5.1.2 Statement describing_the proposed PUD concept:
The_proposed PUD concept consists of a 6+/-acre lot presently consisting of one (1)
building. It is a proposed industrial park that will consist of three (3)additional lots.
Flatiron Structures Company plans on retaining one (1) of the lots for future
development. This future development is expected to be about ten (10)years in-the
future. They-are also planning on a 6,000 SF expansion building on their present lot.
This is likely to be built within then next three (3) or four (4) years. The remaining
two (2)lots will be sold separately. We are expecting these lots to be sold sometime
within the next year with possible construction occurring by 1996 or 1997.
28.5.1.3 Rezoning complying with Weld County Comprehensive Plan:
As per the letter dated March3, 1995 from the Weld County Department of_Planning
Services, the following quote: "The six acres under consideration is located within
the 123 M.U.D. (1-25 Mixed-Use Development Area), in an area which the Weld
County Comprehensive Plan has identified for commercial land use activities. This
PUD request appears to meetthe goals and policies of the 1-23 M.U.D. area."

on the other three(3) lots will be similar to the existing Flatiron Structures Company
landscaping. Attached is a plan showing the current landscaping of Flatiron
Structures. There is no landscaping plan currently for the existing three (3) lots due
to the fact that the building size, type, etc. is unknown.

28.5.1.8 Description of water source and system:

April 7, 1995 describing the service.
28.5.1.9 Description of sewer disposal facility:
Attached is a letter from Lee Lawson of St. Vrain Sanitation District containing a
Treatment System Description and a Commitment to Serve.
28.5.1.10 Description of street and highway facilities:
We provided information to the Colorado Department of Transportation regarding the
requirements of the various auxiliary lanes. Teresa Jones with CDOT informed us
that it is not advisable to require the addition of auxiliary lanes for the existing access
at the present time, since realignment for the interchange will likely require changes
of the frontage road in the area. She stated that it is most practical to allow the access
to remain in its present configuration until the highway construction is underway.
28.5.1.11 Soil survey and study:
Soil samples have been taken and analyzed by Goodson and Associates of Denver.
Soilseonsist mainly of sand and clay with a maximum soil bearing pressure of 1,750
psf. No expansive soil conditions were found. Attached is a copy of the Geotechnical
Engineering Study as prepared by Goodson and Associates, Inc., dated August 24,
1994, for your review.
28.5.1.12 Mineral resource statement:
The soil samples taken indicate a sand, clayey sand soils content that would have no
commercial use. Attached is a letter from Goodson&Associates,Inc.dated April 13,
1995 describing the tests performed on this proposed PUD.
28.5.1.13 Flood Hazard Area:
This change of zone is not located within a flood hazard area, as stated on the PUD
District Vicinity Map, dated April 13, 1995, as prepared by Scott, Cox&Associates.

We are responding to your letter dated March 3, 1995 addressed to Mr. Gary Shaw, by
providing you with explanations to your concerns. We have attached a copy of your letter
(titled Attachment "A") and labeled on that copy what our responses are pertaining to.
1) Complying with recommendations and requirements of CDOT:
We have provided information to the Department of Transportation regarding the
requirements of various auxiliary lanes(copy of our letter attached titled Attachment
"B"). Teresa Jones, in turn responded a second time to us with a letter (titled
Attachment"C")addressed to the Weld County Planning Services. A quote from that
letter is as follows: "The development plan, traffic study, and my discussions with
CDOT design personnel indicate that it is not advisable to require the addition of
auxiliary lanes for the existing access at the present time, since realignment for the
interchange will likely require changes of the frontage road in the area. It is most

SUMMARY
1) The subgrade conditions at the site are somewhat variable. Our borings
generally encountered very sandy clays and clayey sands to clean sands
above a gravelly sand strata. A claystone/siltstone bedrock was
encountered at depths of 15-1/2 to 19-1/2 feet in all four borings which
extended to a maximum depth explored of 25-1/2 feet. Groundwater was
encountered in all of the borings at a depth of 8 feet during drilling.

2) We recommend that the structure be founded on footings placed below
frost depth (30 inches) on the natural soil materials and/or properly
compacted structural fill. The footings should be designed using a
maximum allowable soil bearing pressure of 1,750 psf.
3) Floor slabs may be supported on-grade as discussed in the text of this
report.
4) A representative of our firm should observe the construction operations
discussed in this report.

SCOPE OF STUDY
This report presents the results of a geotechnical engineering study at the site
of the proposed Flatirons Structures Office Building to be located in their facility
at the northeast corner of the 1-25 Frontage Road and Weld County Road #22
in Longmont, Weld County, Colorado (see Figure 1).

The purpose of this study was to explore the subsurface conditions, obtain some
data of the pertinent characteristics of the underlying strata, recommend the
most appropriate foundation system, develop specific foundation design criteria,
and attempt to evaluate the risks of slab-on-grade construction.
It should be understood that economic and practical constraints limit our
sampling and laboratory testing to only a minuscule fraction of the total mass of
soil and/or bedrock which lies within the zone of influence of the proposed
construction.
Our analyses, conclusions and recommendations are based upon the
assumption that the samples of subsurface strata, which we observed and
tested, are representative of the entire soil mass.

FIELD INVESTIGATION
Four (4) exploratory test borings were drilled at the site, at the locations shown
on Figure 1. The borings were drilled with 8-inch O.D., continuous flight, hollow
stem power augers using a truck-mounted drill rig.

At regular intervals soil samples were obtained with a 2-inch I.D. California
Barrel Sampler. The sampler was driven into the various subsoil strata with
blows of a 140-pound hammer falling 30 inches. The number of hammer blows
required to drive the sampler one foot, or a fraction thereof, constitutes the
penetration test. This field test is similar to the standard penetration test

described by ASTM Method D-1586. Penetration resistance values, when
properly evaluated, are an index to the soil strength and density. The depths at
which the samples were taken and the penetration resistance values are shown

on the Boring Logs, Figure 2. A weighted tape measure was used to determine
the groundwater level, if present, in the borings.
- LABORATORY TESTING
All samples were carefully inspected and classified in the laboratory by the
Project Engineer. Laboratory testing consisted of: Atterberg Limits, gradation
analyses, natural moisture contents, and dry unit weights. These tests were
performed on samples selected from relatively undisturbed drive samples of
typical materials encountered. In addition, a swell-consolidation test was
performed on a typical sample of potentially swelling material (see Figure 4 and
Table 1).
PROPOSED CONSTRUCTION
As we understand, the proposed construction will be a 7,100 square foot single
story office building with an adjacent proposed 5,800 square foot single story
future expansion. No basement areas are planned. Foundation loads are
expected to be light.
4 SITE CONDITIONS
Surface: The project site is presently vacant. The ground surface is relatively
flat and vegetated with grass. A drainage ditch is located along the west side

of the site. The project site is bounded by 1-25 Frontage Road to the west with
,I commercial development to the south. Vacant lots are located to the north and
east.

Subsurface: The subsurface conditions at the site were somewhat variable.
Our borings encountered approximately 8 to 11 feet of very sandy clays, very
11
clayey sands and cleaner sand soils above a coarse sand and gravel strata.
IThe clayey soils were medium stiff to stiff, while the sandy soils were typically
Itloose to medium dense. Borings 1 and 3 encountered a medium stiff clay at
depths of 6 and 5 feet respectively. This clay was slightly moist and dark brown.

At depths of 8 and 4 feet in Borings 1 and 4, respectively, a silty sand was
liencountered which was loose, very moist and black in color. At depths ranging
1 from 8 to 11 feet in all four borings a coarse sand and gravel was encountered
11 which extended to depths ranging from 15-1/2 to 19-1/2. The sand and gravel
was medium dense to dense, wet and tan to light brown. Beneath the gravelly
sands a very hard claystone/siltstone was encountered which extended to a
maximum depth explored of 25-1/2 feet in Boring 1 and 20-1/2 feet in Borings
2 through 4. This claystone/siltstone was slightly moist,to moist and tan to light
brown in color. Groundwater was encountered in all Tour borings at a depth of
8 feet during drilling. A graphical presentation of the subsurface soil and
bedrock conditions encountered is presented in the Boring Logs, Legend and ,
Notes, Figures 2 and 3.

FOUNDATION RECOMMENDATIONS
We recommend that the proposed structure be placed on footings bearing below
frost depth (at least 30 inches) on the natural soils and/or properly compacted

structural fill.
Spread footings should P 9 be designed for a maximum allowable soil bearing
pressure of 1,750 psf if placed directly on natural soils or properly compacted
structural fill. A uniform dead-load design should be used to help prevent
differential movements.
Interior loads should be supported on beams and columns, placed on isolated
pads, designed as above. Wall footings should be at least 12 inches in width
and column footings -should be at least 18 inches wide for bearing capacity
consideration.
Structural fill should consist of non-swelling soils such-as sands and gravels and

should be compacted to at least 100 percent of the maximum standard Proctor
density (per ASTM D-698) at or near the optimum moisture content.

The design and construction criteria presented below should be observed for a
spread footing foundation system. The construction details should be considered
when preparing the project documents.

1) Foundation walls should be well reinforced, both top and bottom. This is
to give them sufficient beam strength to span isolated loose or expansive
pockets which may occur in the bearing strata below foundation levels.

2) The soils exposed in the bottoms of the footing excavations must be
inspected by a representative of our firm. Some of the clayey sand soils
may require reworking or removal prior to placing footings. Pockets of
loose, soft or undesirable material should be replaced with properly
compacted structural fill approved by the soil engineer, or stabilized with
crushed rock.

FLOOR SLAB CONSTRUCTION
The natural soils and/or properly compacted fill materials are suitable to support
interior floor slabs. A minimum of 4 inches of clean gravel should be placed
beneath the slabs in order to prevent capillary water rise. A vapor barrier should
be installed beneath floor slabs in regions where moisture sensitive floor
coverings are anticipated.

It is our understanding that 2-1/2 to 3 feet of new fill will be imported to raise the
site to proposed grade. This fill should be a low to non-expansive material with
a plastic index of 25 or less and a percentage passing the No. 200 U.S. sieve
of 40 or less.

All loose material or new fill beneath the slabs -should be moistened and
compacted to at least 95 percent of standard Proctor density (per ASTM D-698).
SURFACE GRADING

Exterior surface drainage must not be allowed to collect at or near the building.
110 The exterior grade should be sloped well away from the structure. A minimum
slope of 6 inches in the first 10 feet away from the foundation walls is
recommended in landscaped areas. A minimum slope of 3 inches for the first
10 feet is acceptable in paved areas.
CEMENT

As a precautionary measure, we recommend the use of Type II cement in all
concrete exposed earth at the site.
PAVEMENT DESIGN
The predominant subgrade materials at the site consist of sandy clays to clayey
sands. These materials classify as A-2-4 and A-6 in the American Association
of State Highway and Transportation Officials (AASHTO) Classification with
group index values ranging from 0 to 7. These soils would typically be poor to
good subgrade materials. The expected R-Value of the site materials would be
on the order of 10. Some of the loose sand soils may require reworking or
t removal. Pockets of loose, soft or undesirable material should be replaced with
properly compacted structural fill.

Based on laboratory test results, the anticipated traffic and our experience in the
area, we recommend that a 6 inch full depth or a 4 inch over 6 inch composite
asphalt pavement section be used for the site (see Figure 7). We have assumed
111 that the parking area would be subject to very light traffic such as passenger
cars and pickups only. If this is not the case, we should be contacted to
111 re-evaluate our recommendation.
Prior to placement of the pavement sections, the entire area should be stripped
of all organic matter and debris. The exposed surface should then be proofrolled
with a heavy pneumatic-tired vehicle. Any soils which are noted to be pumping
or deforming excessively under the moving wheel loads should be removed and
Ureplaced with a properly compacted and approved material. It is recommended
that this operation be observed by a representative of our office.
All fill placed in pavement areas should be compacted in accordance with CDOT
standards which are to at least 100 percent of the maximum standard Proctor
density (per ASTM D-698) at, or near, the optimum moisture content. The
subgrade should be adequately moist at the time of actual paving. In cut areas,
the upper one foot of subgrade materials should also be compacted to that
criteria.
The pavements are generally not designed to carry repeated heavy construction
traffic. Therefore, construction operations subsequent to paving must be
fl
planned so that traffic will avoid paved areas.

Adequate drainage provisions should be made to prevent water flow into the
1,1 subgrade soils beneath the pavements. The life of any pavement section is
greatly diminished by improper drainage.

MISCELLANEOUS
In any foundation investigation it is necessary to assume that foundation
conditions do not change greatly from those indicated by our exploratory borings.
These borings are spaced in such a manner as to decrease the possibility of
anomalies. However, our experience has shown that anomalies do sometimes
jbecome apparent during construction. For this reason, we recommend that a
t representative of our firm who is familiar with the surface conditions observe the
111 construction discussed in this report.

As per Rocky Mountain Consultants, I have attached letters from Kurt Rollin and
drainage plans which show the off-site drainage for all four lots. (Titled Attachment
3) Range of commercial uses allowed on remaining lots:
The range of commercial uses which will be allowed for Lots 2, 3, and 4 as proposed
by this PUD will be per the Weld County Zoning Ordinance - The C-3 District,
Section 33.4, Page 30-26, which will also include The C-2 and C-1 District. Any
commercial use beyond C-3 will not be allowed.
4) Vacation of existing utility easement:
Attachment "E" is a Quit Claim deed which is relative to Reception #1760436
showing the abandonment.
5) Identification of oil-and gas uses allowed on the site:
As per the Transamerica Title Insurance Company,(Attachment"F"),the Oil and Gas
lease between Horses Unlimited, a Limited Partnership and Wilbur R. Hurt dated
September 3, 1975, recorded September 10, 1975 in Book 747 as Reception No.
1669489, states where the oil and gas uses will be allowed to occur on the six-acre
site.
6) Percentage of open space:
We will have each lot landscaped not less than 15% of lot size. The remainder of the
land will be private open space. We will provide a landscaping plan at the time of the
site plan review for each particular building. We cannot provide you a landscaping
plan prior to that due to the fact that the building size, type, etc. is unknown at this
time.
Also, as part of this PUD District submittal, we would like to satisfy various concerns that
were expressed by the following people:

This PUD can be written to comply with the Environmental Protection Services
recommendations as listed, including, but not limited to: liquid and solid wastes
disposed of properly; A.P.E.N. and Emissions Permit application can be submitted,
if necessary; the maximum permissible noise level will not exceed the commercial
limit; if applicable, a NPDES Permit shall be obtained from the Water Quality
Control Division of the Colorado Department of Health for any proposed discharge
into the State Waterways.

There have been many drainage reports submitted to the City of Longmont
employing the Rational Method. Typically, a detention volume must be calculated.
The method for construction of a triangular hydrograph is an integral part of
this calculation. A simple algorythm, the symmetrical triangular hydrograph,
is most often used but is found to be inadequate. The graphic depiction of storm
event as a streamThydrograph appears curvilinear with a steep ascending limb and
a tapering descending limb. The closest approximation is the asymmetrical tri-
angular hydrograph( 1) . This is , reportedly, within 5% of the curvilinear hydro-
graph volumes(2) . The following methodology section will outline acceptable
standards . This approach will be required for all submittals to the City that
vary from the proposed methods in the Longmont Storm Drainage Criteria Manual .

As you know from prior conversations with Doug Grant, the
enclosed document is a Quit Claim Deed whereby the Carl Oswald
Trust, as the eventual successor to Merrill Gilbert, the former
owner, is quit claiming its easement rights previously granted
to Merrill Gilbert in consideration of payment of the sum of
$3,000.00 to be paid at closing by my client, The Rawlins
National Bank. You should execute the Quit Claim Deed in front
of a Notary Public and send the same by Federal Express or
Express Mail delivery, together with the enclosed letter, to
Margaret Stephenson, Transamerica Title, 113 10th Street,
Greeley, Colorado 80631 (re: Rawlins National Bank/Stan Barrett
closing--Commitment No. 8028084) . We will reimburse you for
your express mail expense.
If you have any questions concerning this matter, please
call me collect as early as possible. We are anticipating
closing this matter on Friday, September 29, 1989 and would
appreciate your prompt cooperation.
