The Environmental Protection Services Division (the Division) of the Weld County Healor
Department has completed the review of the documents submitted May 1, 1996. These documelt{s
revised the manure management program, proactive odor and fly program, and a fly abatement
program previously submitted on April 12, 1996. The Division has determined that these plans are
adequate for the management of manure and to prevent nuisance conditions. The Division
determined this based on the following assumptions:
1. Moark Hatcheries would sun dry manure as an a final alternative method of manure
management only in case of an extreme upset conditions and after exhausting all other options
outlined in the abatement programs.
2. Moark Hatcheries will encourage the recipients of manure to incorporate within same day of
application. However, incorporation shall occur no later than the next day after application.
This expectation would not extend to applications on grasslands.
3. The use of front end loaders for turning composting windrows is a commonly accepted method
for small to medium scale windrow operations. This method would be used only to the extent
that it is effective to facilitate active composting.
4. Moark Hatcheries will use the methods listed in the "Composting" section of the Manure
Management Plan: Windrows, aerated static piles, or an in-vessel method. The Division does
not accept the use of passive composting methods as a means of composting.
The Manure Management Program, Proactive Odor and Fly Program, Odor Abatement Program and
Fly Abatement Program as submitted satisfy conditions 7. D. and E. of Special Review Permit #1092.
