The road access is from the adjoining owners property. REQUIREMENTS: Prior to recording the plat, the applicant should complete the FAA Form 7480-1. This should then be submitted and approved for notification of the landing area proposed to the Federal Aviation Administration. A response indicating approval of the form from the Federal Aviation Administration should be submitted to the county. The plat should be amended to show the following: 1. The north boundary of the runway will not extend into WCR 16. 2. There will be a safety area of a minimum of 240 feet at each end of the runway. 3. There will be a safety area of a minimum of 60 feet on either side of the runway center line. 4. There will be an object-free area of a minimum of 125 feet on either side of the runway center line. These numbers have been provided to us by the FAA for previous private airstrip cases. If the applicant chooses to vary from these dimensions, Form 7480-1 should reflect the actual measurements, except the distance from the ends of the runway. The airstrip should be a graded and drained surface to provide an all-weather access to the facility. cc: Commissioner Harbert USR-1173 • plan4 90149 980149 st: ‘, MEMORANDUM ITO: Shani L. Eastin, W. Based on this study, the Federal Aviation Administration(FAA) has no objection. We do recommend that clear 20:1 approaches be established and maintained, and a safety area 120' wide and extending 240' off both runway ends be established and maintained. Also, be aware that the recommended runway length for the class of small general aviation aircraft is greater than the Farm Airport runway length,"and density altitude should be evaluated in all operations. This determination does not mean FAA approval or disapproval of the physical development involved in the proposal. It is a determination with respect to the safe and efficient use of airspace by aircraft and with respect to the safety of persons and property on the ground. In making this determination, the FAA has considered matters such as the effect the proposal would have on the existing or planned traffic patterns of neighboring airports, the effects it would have on the existing airspace structure and projected program of the FAA, the effects it would have on the safety or persons and property on the ground, and the effects that existing or proposed man-made objects (on file with the FAA) and known natural objects within the affected area would have on the proposal. The FAA cannot prevent the construction of structures near an airport. The airport environs can only be protected through such means as local zoning ordinances or acquisition of property rights. No evaluation of the environmental aspects of the proposal was made in reaching this determination. Therefore, this determination is not to be construed as approval of the proposal from an environmental standpoint under Public Law 91-190 (National Environmental Policy Act of 1969). 380149 2 When the airport becomes operational, please complete and return the enclosed FAA Form 5010- 5, Airport Master Record. If the airport does not become operational within 12 months of the, date of this letter, this airspace determination will expire unless you request a time extension. The Airport Master Record notifies the FAA that your facility has been activated. If the form has not been returned and an extension has not been requested, your facility may be considered unactivated and your airspace determination could be declared void. If in the future you wish to open the airport/heliport to public use, a new airspace determination will be required. In addition, if the facility changes names, changes ownership, if there is a change in the owner's address or other substantial changes, please notify the FAA,NFDC on Form 5010-5. As the FAA might solicit information on your airport/heliport, and if the solicitation is not responded to, the airport could be considered an inactive facility. This letter is written with regard to Aeronautical Study No.97-DEN-I50-NRA and the proposal for the Farm Airport near Keensburg,Colorado. First, FAA aeronautical study determinations are to be considered as advisory in nature only and without law enforcing authority. Thus we catmot prevent persons from using their land for their own purposes. Land-use lightly 1 lIs within the jurisdiction of land-use officials. Apparently, our recommendations in this particular study cannot completely fulfill the aeronautical needs at that particular location. We have received a letter from the Denver Flight Standards District Office which non-concurs with such operations in that area because cooperation between the primary entities is not being demonstrated Let us now modify those initial recommendations slightly to make this situation quite clear, and the two airports in that proximity would not be objectionable provided: a Proprietors of the Farm and the Horseshoe airports develop a mutually satisfactory operating agreement.and; • Traffic patterns are established to the east for the Farm Airport, and to the west for the Horseshoe airport and; a Pilots announce on a common radio frequency, or calf on the telephone. stating intended actions at one or the other airport and; • Different traffic pattern altitudes are specified to provide an additional measure of safety when communications cannot be accomplished. Hopefully, these conditions can be safely applied as they have been in other similar airport proximity situations. iria ioc Weld County Planning Dept.
