Dear Ben:
Thank you for referring the Western Dairymen/Idaho Creek to the School District. The projected student
impact upon the St. Vrain Valley School District of 360 new single-family lots on 100 acres is a total of 237
students. Any students living in this subdivision would attend Mead Elementary School, Mead Middle School,
and Skyline High School under the present school boundaries. However, due to potential growth in these schools
this development and other existing developments in this feeder could be placed in another attendance area in the
future.

The District is on record as not opposing growth so long as the growth is planned and is manageable from a
student enrollment stand point. This development impacts all levels of schools in this feeder. In addition, there
are other approved developments in these attendance areas which will, together with this proposal, have a
significant cumulative impact on these schools.
As the volume of developments increases in the Mead Elementary area with no alleviation of the existing
overcrowded conditions, the ability to provide the same quality education for these new students that is provided
students in other areas becomes increasingly difficult. Therefore, the District would typically oppose this
development because it adds to the enrollment of an already overcrowded school. However, the District has met
with the developer regarding the potential dedication of the elementary site to help mitigate the impacts of this
development. If this were to be accomplished the District would not oppose this development. The District
would like to work out an agreement prior to completion of the final plat. Please let me know if you have any

SUBJECT: Western Dairymen / Idaho Creek change of zoning Z-524 .
This is a change in zoning from agriculture to residential . This
property is located approximately 1/8 mile south of State Hwy 119
and 1/8 mile east of WCR 7 . They are wanting to build 360 homes
on 100 acres . Fifty acres will remain as open space . The other
50 acres will be built into houses . The average lot size will be
about 3 , 500 square feet . The homes will range in size from 870
to 1, 600 square feet . They plan to develop open space around 50
acres that are reclaimed gravel pits on the west side and the
Rural Ditch on the east side .
Prime Farmland: None of the soils are prime farmland.
Water Quality: They plan to run the storm water from the
development into the existing gravel pits for release back into
the river system. I have some concern with the possible ground
water contamination with the urban drainage feeding directly into
open bodies of ground water exposed in the pits .
Noxious Weed Control: This has a great potential to be a major
problem on this property. With the large area of open space to
be maintained by the HOA they will need an intense weed
management plan to prevent noxious weeds from spreading. I would
suggest the developer contact the Weld County Weed District for
assistance in developing this plan.
Soils Limitations: The soils on this property are (4) Aquolls
and Aquepts and (10) Bankard both soils have severe limitation
for dwellings because of wetness and flooding.
Other Concerns : My other concern is that the gravel pits appear
to have been recently reclaimed. There does not appear to be
much new grass established yet . I would like to know what the
grass mix that was used on the gravel pits was and what plans are
should the grass planting fail to establish. The grass stand on

the east edge of the property is mostly smooth brome grass that
may die out over time . What are the plans of replacement for
this grass .
Summary Comments: There is no prime farmland on the site . There
is a great potential for noxious weed problems with out a good
weed management plan. There is no specific grass mix shown in
the plan for the open space areas . The potential for ground
water contamination exists because of the direct runoff from the.
urban site into the open gravel pits .

During construction a separate sediment basin should be constructed to capture
sedement for runoff. this should stop the sedement from contaminating the ponds
and causing a possible fish kill.'
The construction should be done in phases to limit potential wind and water
erosion from bare areas.

Dear Ben:
Thank you for sending the referral concerning the Western Dairymen/Idaho Creek change of zone
application to the City of Longmont. This proposed rezoning comprises approximately 100 acres
and is located in Del Camino in the I-25 Mixed Use Development (MUD) Area. It is south of
SH119 and west of I-25. It will be split by WCR 7.5, an arterial street.
This application proposes a rezoning from A (Agricultural) to PUD (Residential) and eventual
construction of 364 single family detached homes on lots with a minimum area of 2,800 sq. ft. The
application states that the developer intends to improve and dedicate 51 acres of the property for
open space and a potential elementary school site and"outdoor classroom."
The referral indicates there will be approximately 50% open space in the development. In looking
at the materials, some clarification about the proposed open space may be helpful. For example, to
clearly indicate what open space is public and what open space is privately owned; whether a
homeowners association or some public entity will maintain the public open space; when the
dedication of the public open space will occur; how future residents of the Idaho Creek PUD or the
public will access the open space from WCR 7.5; and how residents will access the proposed
regional trail on the east side of the project. The sketch plan application previously referred showed
access and parking for the open space from WCR 7.5, but this appears to have been omitted. We
trust that Weld County will work out such details concerning the provision of and access to public
and private open space as you review this application.
Public open space is just one of the many services that residents in urban developments demand.
Longmont is concerned that as development is approved and built in the 1-25 MUD Area, Weld
County provides the types and levels of services necessary for urban development. Many of these
services will need to be at levels that urban residents expect, rather than at the levels currently
provided to rural residents in unincorporated Weld County. For example, residents in urban
developments such as Idaho Creek may demand that Weld County provide public safety at service
levels not currently provided by the Weld County Sheriff.
The City of Longmont has planned to provide the full range of urban infrastructure and services for
the buildout of the Longmont Planning Area. We have not planned on providing such services to
development in the I-25 Mixed Use Development Area. As more residential development is
constructed in this area, the demand on the City to provide urban services, such as police, recreation
and library services, will increase. Given the residential development that is occurring and proposed,
the City encourages Weld County to begin this transition and provide the urban services that
development in the I-25 Mixed Use Development Area requires.

I have reviewed the submitted material pertaining to the change in zoning for the Idaho Creek,
Subdivision located south of Highway 119 and adjacent to Weld County Road 7.5 (Case
Number: Z-524). The Fire District does not object to the zoning change and subsequent
development.
A fire flow analysis will need to be submitted to the Fire District showing the required fire flow
of 1,000 gallons per minute will be available throughout the subdivision. Fire hydrant spacing as
shown in the zoning submittal is satisfactory to the Fire District. All fire hydrants and water
mains must be approved and in service before combustible building materials are delivered to
any lot.

Ben,1 have reviewed the above proposal.
I agree with the recommendations made in the Traffic Impact Analysis regarding the potential for
signalization at Weld County Road(WCR)7'%and the possibility for lengthening the westbound left turn
lane and the eastbound right deceleration lane. I would ask that Leigh, Scott and Cleary review the
proposed new lane lengths to determine if they meet the design criteria in the 1998 Access Code. This
section of State Highway(SH) 119 has been identified as an NR-A highway.
CDOT will not participate in any costs related to the design and installation of a traffic signal, should one
be approved at this access in the future.
This proposal will require that a new access permit be obtained from this office.
My comments are based upon the submittal received February 26, 1999. Thank you for the opportunity

The Weld County Health Department has reviewed this proposal. Our staff have also observed the
proposed site.
The application has satisfactorily addressed water and sewer service. Water will be provided by the
Left Hand Water District and sewer will be provided by the St. Vrain Sanitation District.
The application materials also adequately address the potential environmental impacts as described
in Section 6.3.1.2.1 of the PUD Ordinance. Also, the applicant has eliminated those lots that were
previously in the flood plain.
We recommend that the following conditions be a part of any approval:
1) The applicant shall obtain water and sewer service from the Left Hand Water District and the
St. Vrain Sanitation District.
2) In the event that 5 or more acres are disturbed during the construction and development of this
site, the applicant shall obtain a stormwater discharge permit from the Water Quality Control
Division of the Colorado Department of Public Health and the Environment. Silt fences shall
be maintained on the downgradient portion of the site during all parts of the construction phase
of the project.
3) During development of the site, all land disturbance shall be conducted so that nuisance
conditions are not created. If dust emissions create nuisance conditions, at the request of the
Weld County Health Department, a fugitive dust control plan must be submitted.
4) In accordance with the Regulations of the Colorado Air Quality Control Commission any
development that disturbs more than 5 acres of land must incorporate all available and practical
methods which are technologically feasible and economically reasonable in order to minimize
dust emissions.
a) If land development creates more than a 25 acre contiguous disturbance, or exceeds 6 months
in duration, the responsible party shall prepare a fugitive dust control plan, submit an air
pollution emissions notice, and apply for a permit from the Colorado Department of Public
Health and Environment.

Our staff observed that to the north of this site a gravel mining operation has been established. There
is also extensive residential-type development to the east of the site. To the west and south, the site
is generally surrounded by open agricultural fields, some of which may be used as biosolids
application sites. We also observed numerous agricultural type homes in the vicinity of the site.
Many of these homes have livestock that include but may not be limited to cows and horses. It is
our opinion that any future property owner should be made aware that these agricultural uses exist
and that they may be exposed to noise, dust, flies, odors, etc. in excess of the common urban
experience. As a result, we recommend that the "Right to Farm" covenant be required to be placed
on any recorded plat.

The Weld County Public Works Department has received and reviewed the additional information supplied on the
plat drawing reflecting the pedestrian crossings and the school access points. Our requirements are as follows:
1. Storage Lanes: The island section between the ingress and egress lanes at the accesses to the
school site shall be redesigned to adequate storage lanes for left turn in and acceleration lane out,
in accordance with the State Highway Access Code or AASHTO Design Manual.
2. Crosswalks/Signals: The applicant should utilize the manual on Uniform Traffic Control Devices
for School Areas to properly sign and stripe the three locations. If flashing beacons or pedestrian
crossings are required at one or more crosswalks, the applicant shall be responsible for the
installation and/or maintenance of these. Input from the school district would be most valuable on
the flashing beacons issue.
3. Islands/Raised Median: The applicant shall design a low level raised median and avoid heavy
landscaping adjacent to any turning lane or intersection to avoid sight distance problems for traffic
— movements and pedestrian crossings.

The Weld County Public Works Department has reviewed this proposal with the assistance of its transportation
consultant, Felsburg, Holt, and Ullevig. Attached is their letter dated April 9, 1999. This proposal falls primarily
under the purview of the Weld County Mixed Use Development Area (MUD) Planned Unit Development Standards.
Our requirements are as follows:
1. Offsite Roadway Improvements: (Consultant comments 1 through 4 refer to offiste improvements)
A traffic signal will be warranted at WCR 7.5 and State Highway 119 in the 2002. Also turn lane
improvements at this intersection will be required by the Colorado Department of Transportation
(CDOT).
The applicant shall propose an agreement to implement the improvements. Cost contributions shall
be based on a ratio of traffic generated by the development in relation to the traffic required to
warrant the improvement. Improvements may be phased with the development.
2. School Access to WCR 7.5: (Consultant comment 5 refers to school access) Access to the
proposed school site and how the residential development will be served shall be addressed.
3. WCR 7.5: (Consultant comments 6 and 7 refer to WCR 7.5) The site plan shows WCR 7.5 to be
a four-land road with raised median, which is correct. Figure 2.10 in the MUD Standards gives the
required cross section.
WCR 7.5 alignment and sight distance shall be designed for a speed of 45 MPH.

Dear Mr. Hempen:
We have completed our traffic engineering review of the proposed Idaho Creek P.U.D. traffic
analysis and site plan for the development to be located south of SH 119 in the vicinity of
Weld County Road (WCR) 7.5. This letter provides our comments on both the traffic study
(prepared by Leigh, Scott & Cleary, Inc. in January 1999) and the site plan.
TRAFFIC IMPACT STUDY
In general, the traffic study prepared for the Idaho Creek P.U.D. is complete and was prepared
using the most recent trip generation and intersection capacity techniques. We do offer the
following comments:
1 . The report recommends that the intersection of SH 1 19/WCR 7.5 be signalized by the
year 2002. The year 2002 evening peak hour volumes would indeed warrant a signal.
Also, the Weld County Mixed Use Development Plan (February 1997) Map 2.2
identifies this intersection of to be signalized. It is recommended that traffic volumes•
be monitored and a signal be installed when the warrant volumes are met. Trips from'
the Idaho Creek P.U.D. would comprise between 13 and 16 percent of the total
intersection traffic at SH 119 and WCR 7.5 during the peak hours.
2. The traffic study recommends turn lane lengths along SH 119 at the WCR 7.5
intersection. The report recommends a westbound, left-turn deceleration lane on SH
119 of 600 feet, which includes a 225 foot taper, and an additional 300 feet of storage
length (900-foot lane total). However, the 1998 State Highway Access Code,
indicates 600 feet of deceleration lane plus 225 feet of transition taper is required, with
an additional 300 feet of storage length (1125-foot lane total) given an expressway
facility. It is recommended that the lengths calculated using the 1998 State Highway
Access Code (1125 feet) be constructed for the westbound, left-turn deceleration lane.

3. The traffic study recommends that the eastbound, right-turn deceleration lane be 600
feet, including 235 feet of taper. The 1998 State Highway Access Code requires 600
feet of turn lane plus 225 (not 235) feet of taper; storage length is not required. It is
recommended that the lengths calculated using the 1998 State Highway Access Code
be constructed for the eastbound, right-turn deceleration lane (825-foot lane including
taper).
4. The existing eastbound right-turn acceleration lane along SH 119 is 550 feet in length
from WCR 7.5. As noted in the traffic study, the posted speed limit drops to 45 mph
just east of WCR 7.5; therefore, the length of this acceleration lane can be calculated
based on the lower speed limit. The recommendation given in the report is that the
550 feet of acceleration lane is adequate; our calculations concur that this length is
sufficient. Therefore, no modification of the existing eastbound right-turn acceleration
lane is necessary.
SITE PLAN
The site plan was also reviewed for meeting general traffic engineering principals. We offer
the following comment:
5. The site plan shows that an outdoor classroom and middle school are proposed for the
area west of WCR 7.5 within the Idaho Creek development; however, no access is
shown to these areas on the site plan. It is recommended that the accesses to these
facilities be shown on the site plan to assess the appropriateness of their location
relative to the access serving the residential development.
6. The site plan shows WCR 7.5 to be a four-lane median-divided roadway through the
site which is consistent with the Weld County Mixed Use Development Plan.
7. The curvilinear nature of WCR 7.5 through the site will affect the intersection entering
sight distance from the residential access (looking south). • However, available sight
distance should be adequate provided that the posted speed limit along WCR 7.5 is no
more than 40 mph.
