COMMENTS STATEMENT IN RESPONSE TO THE 25 QUESTION QUESTIONAIRE
1. THE PROPOSAL IS CONSISTENT WITH THE WELD COUNTY COMPREHENSIVE
PLAN THAT PROVIDES FOR CONSTRUCTION AND OPERATION OF COMMUNICATIONS
FACILITIES WITHIN THE COUNTY BY SPECIAL REVIEW. THE PROPOSED
FM BOOSTER STATION WILL BE COMPATIBLE WITH THE SURROUNDING AREA
WHERE THERE ARE EXISTING COMMUNICATIONS TOWERS. THE CONSTRUCTION
AND OPERATION OF THIS PROPOSED FACILITY HAS BEEN APPROVED BY BOTH
THE FEDERAL COMMUNICATIONS COMMISSION AND FEDERAL AVIATION
ADMINISTRATION. THE PROPOSED FACILITY IS COMPATIBLE WITH THE
HEALTH, SAFETY AND WELFARE OF THE INHABITANTS OF THE AREA AND
COUNTY. THE PROPOSED FACILITY WILL PROVIDE IMPROVED FM RADIO
SERVICE TO THE HUDSON-KEENESBURG AND SURROUNDING RURAL AREA
AS IT BOOSTS THE SIGNAL OF KSIR-FM, A STATION THAT OFFERS
CONSIDERABLE FARM PROGRAMMING AND HAS PLANS TO ADD SEVERAL HOURS
OF SPANISH LANGUAGE PROGRAMMING FOR THE HISPANIC POPULATION OF
THE AREA, PROGRAMMING NOT NOW AVAILABLE ON FM RADIO IN THE AREA.
NO INTERFERENCE TO AREA RADIO-TELEVISION RECEPTION IS EXPECTED
AND IF THERE SHOULD BE ANY IT WILL BE PROMPTLY CORRECTED AS
REQUIRED BY THE FEDERAL COMMUNICATIONS COMMISSION. ( 1 )
2 . THE PROPOSED BOOSTER STATION WILL NOT REMOVE HIGHLY PRODUCTIVE
LAND SINCE THE LOCATION IS IN A NON-IRRIGATED PASTURE AREA. ONLY
SUFFICIENT AREA FOR THE COMMUNICATIONS TOWER FOOTING, APPROXIMATELY
FOUR FEET BY FOUR FEET, AND SIX GUY CABLE ANCHOR POINTS, FOUR
FEET BY SIX FEET, WILL BE EXCAVATED. AN EIGHT FOOT TALL CHAIN
LINK FENCE WILL SURROUND THE TOWER BASE. SIMILAR FENCING WILL
SURROUND THE ANCHOR POINTS . THE BALANCE OF THE LEASE AREA WILL
REMAIN AS PASTURE LAND TO THE BENEFIT OF THE PROPERTY OWNER.
NO ADDITIONAL POWER LINES ARE NECESSARY SINCE POWER ALREADY
CROSSES THE PROPERTY ALONG THE SOUTH BOUNDARY. NO GAS NOR WATER
LINES ARE PROPOSED, AND NO SEPTIC SYSTEM IS REQUIRE, AS THIS IS
AN UN-ATTENDED BOOSTER SITE REQUIRING ONLY OCCASIONAL INSPECTION
AND MAINTENANCE VISITS BY ELECTRONIC TECHNICIANS. NO ROADS NOR
INDRIVES ARE REQUIRED. APPLICANT PERSONEL WILL USE THE EXISTING
INDRIVE TO THE PROPERTY. THE PROPOSED BOOSTER STATION WILL NOT
RELEASE SMOKE, ODOR OR POLLUTANTS INTO THE AIR. THE STATION WILL
NOT CAUSE NOISE. NO GRADING OR LANDSCAPING IS NECESSARY DUE TO
THE MINOR DISTURBANCE TO THE GROUND AREA.
3 . THE PROPOSED BOOSTER FM STATION IS COMPATIBLE WITH FUTURE
DEVELOPMENT OF THE AREA SINCE IT IS PRIMARILY AGRICULTURE BASED
AND LIKELY WILL REMAIN AS SUCH IN THE YEARS TO COME. THE PROPOSED
FM BOOSTER STATION WILL CONTINUE TO PROVIDE NEEDED COMMUNICATIONS
FOR AREA RESIDENTS NOW AND IN THE FUTURE.
4 . THE AREA SURROUNDING THE PROPOSED BOOSTER STATION IS PRIMARILY
AGRICULTURE. THE BOOSTER STATION IS COMPATIBLE.

CHAIN LINK SECURITY FENCE KEPT LOCKED AT ALL TIMES.
8 . THE PROPOSED SITE WILL BE USED AS AN FCC/FAA LICENSED BOOSTER
FM RADIO STATION.
9 . THE PROPOSED SITE WILL BE AT LEAST FIVE HUNDRED FEET FROM ANY
RESIDENCES.
10 . THE PROPOSED SITE WILL BE UN-ATTENDED EXCEPT FOR ROUTINE
WEEKLY INSPECTION AND/OR MAINTENANCE VISITS BY A COMPANY TECHNICIAN.
11 . NO PEOPLE WILL BE LOCATED AT THE PROPOSED SITE.

STATEMENT RELATIVE TO CONCERNS ABOUT INTERFERENCE
In 1991 , when the primary station transmitter was built in
the Wiggins area, there were concerns expressed by residents
of the proposed transmitter area. The concerns were addressed
by Consulting Engineer, Timothy C. Cutforth. A copy of
his statement dated August 7 , 1991 , is attached.
During installation and testing of the transmitter at the
Wiggins location there was just one report of slight interference
to television reception at a nearby farm home and that was
eliminated by adjustments made at the antenna of the station.
I personally have been involved with AM and FM Radio Station
engineering and installations covering 41 years and have never
had an interference matter that couldn' t be resolved by the
stations.

Good Afternoon Bob,
This letter is confirmation of our telephone conversation
of 5 August in which you asked about two concerns that had
been expressed to you concerning the new KSIR tower.
Relating to the potential of interference, I believe this
to be only a short term concern when the system is first
turned on. There is a zone near any transmitter where the
signal may be too strong for some receivers. This is
called the "blanketing" contour and the FCC rules require
that broadcast stations must remedy any blanketing
interference within that contour. This usually only
bothers VHF TV or FM receivers and the remedy is a simple
matter of installing a commercially available trap between
the outdoor antenna and the receiver. In general
broadcasters work to eliminate any interference regardless
of where or why it occurs since broadcasting is a public
relations oriented business where public good will is
tantamount.
Concerning Lightning, humans have no ability to
significantly change the liklihood of a thunderstorm
passing through the area. As a relatively tall metal
object it is statistically most likely that any lightning
in the area would strike the tower and be safely disipated
to ground. Much like a lightning rod the tower would tend
to protect shorter nearby structures from lightning damage.
There is no evidence that a lightning rod of any height
increase the lightning activity but merely provides the

Commissioner approved a Special Use Permit (SUP-3 )
for a hog fate on land now owned by us . We are
Thomas D. and Mary E. Croghan, 8465 WCR 49 , Hudson,
Colorado, 80642 .
We purchased our property in 1981 and there was no hog
on the property at that time and none since. Our
property is in Section 24 , Township 2 North and Range
