HomeMy WebLinkAbout962100.tiff RECORD OF PROCEEDINGS MINUTES HOUSING AUTHORITY WELD COUNTY, COLORADO NOVEMBER 25, 1996 TAPE #96-32 The Board of County Commissioners of Weld County, Colorado, met in regular session as the Housing Authority Board in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, November 25, 1996, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner George E. Baxter, Pro-Tem Commissioner Dale K. Hall - EXCUSED Commissioner Constance L. Harbert - EXCUSED Commissioner W. H. Webster Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Shelly Miller Finance and Administration Director, Don Warden MINUTES: Commissioner Webster moved to approve the minutes of the Housing Authority Board meeting of October 28, 1996, as printed. Commissioner Baxter seconded the motion, and it carried unanimously. NEW BUSINESS: CONSIDER 1997 HOUSING AUTHORITY BUDGET: Jim Sheehan, Housing Authority Director, stated the 1997 budget has been decreased by 1.1 percent and is for$2.45 million. He explained the decrease in the Section 8 Program and the increase in the CDBG Rehabilitation Program, which now totals $274,000.00, of which $31,000.00 is contracted through Greeley Urban Renewal Authority. Commissioner Baxter moved to approve said budget, and Commissioner Webster seconded the motion, which carried unanimously. 962100 BC0016 CONSIDER 1996/97 HOUSING REHABILITATION AND REPLACEMENT HOUSING CONTRACT WITH COLORADO DEPARTMENT OF HOUSING AND AUTHORIZE CHAIR TO SIGN: Mr. Sheehan stated this contract has been received from the State for a total of$274,000.00, which includes $190,000.00 for Rehabilitation, $40,000.00 for Replacement, $13,000.00 for General Administration, and $31,000.00 for Direct Administration by the Greeley Urban Renewal Authority. He stated 15 units will be rehabilitated and one unit will be replaced, with financing at various interest rates depending on the income of the applicant(s). Commissioner Webster moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Baxter, and it carried unanimously. CONSIDER APPLICANT STATEMENT OF ASSURANCE AND CERTIFICATION, CITIZEN PARTICIPATION PLAN, AND CLOSE OUT REPORT FOR SOUTHGATE PROJECT AND AUTHORIZE CHAIR TO SIGN: Chair Kirkmeyer noted this matter was discussed in a work session, and Commissioner Baxter moved to approve said documents and authorize the Chair to sign. Commissioner Webster seconded the motion, which carried unanimously. CONSIDER 1996/97 HOUSING REHABILITATION PROGRAM CERTIFICATIONS TO COLORADO DIVISION OF HOUSING AND AUTHORIZE CHAIR TO SIGN: Commissioner Webster moved to approve said certifications and authorize the Chair to sign. The motion, seconded by Commissioner Baxter, carried unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
