WHEREAS, by District Court Decree #10570, dated June 5, 1945,
the Greeley-Poudre Irrigation District was dissolved, and

WHEREAS, certain monies of the District representing outstanding
bonds and bond interest coupons have been in the possession and control of the County Treas-
urer of Weld County since the dissolution of said District, and
WHEREAS, under the terms of said Court Decree, method and manner
of distribution of said funds had been outlines by the Court, and
WHEREAS, no distribution has ever been made of said funds in
possession of said Weld County Treasurer.
NOW, THEREFORE, BE IT RESOLVED, AND IS HEREBY ORDERED, that said
funds of the Greeley-Poudre Irrigation District now dissolving and presently in a special fund
in possession and control of Weld County Treasurer shall be transferred to the County General
Fund.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that Charles 0. Bursiel,
as County Treasurer of Weld County, Colorado, be and is hereby authorized to transfer the
funds hereinablve mentioned to the County General Fund and to be used as needed in the con-
duct of the affairs of Weld County.

Lake Drainage District created by the death of Karl Berry of Windsor, Colorado, and
WHEREAS, Donald Winder and Konie Detterer, present directors of
the Storms Lake Drainage District have recommended to the Board of County Commissioners of
Weld County, Colorado that Dellsmore E. Anderson of Greeley, Colorado be appointed to fill
said vacancy.

CONCERNING LIQUOR LICENSE APPLICATION OF
KNIGHTS OF COLUMBUS, COUNCIL #3285
The application of Knights of Columbus, Council #3285, for
liquor license for sale of beer, wine and spitituous liquors by the drink, to its members
and their guests only, came on for hearing November 1, 1961, and the Board of County Com-
missioners of the County of Weld having heard the testimony and evidence adduced upon said
hearing and having considered the testimony, evidence and petition in favor of granting said
license and the remonstrances against the granting of said license, and having carefully
weighed the same now makes the following findings:
1. The evidence discloses that the application was duly made
and that notice thereof and of said hearing was duly given by publication as required by
law.
2. That no question was raised nor objection offered as to the
applicant or its membership, and the Board affirmatively finds that no question could be
raised or objection made concerning the standing, character or motives of said applicant, or
of the officers or members thereof.
3. That said Knights of Columbus, Council #3285, is the owner
and occupant of said premises sought to be licensed within the meaning of or for uses and
purposes specified by 75-2-4 (15) Colorado Revised Statutes 1953, and does qualify as a
"CLUB" within the meaning of said Statutes.
RESOLUTION
WHEREAS, the Board of County Commissioners of the County of Weld
has heard the application of Knights of Columbus, Council #3285, for a liquor license to dis-
pense beer, wine and spitituous liquors by the drink to its members and their guests only, at
a location known as 1045 North Main Street, Weld County, Colorado, more particularly described
as "A one (1) acre tract in the SE+ of Section 31, Township 1 North, Range 66 West of the P.M.,
Weld County, Colorado," and
WHEREAS, the said Board has made its findings upon the evidence,
testimony, petition and remonstrances submitted to ti, which findings precede this resolution
and by reference are incorporated herein and made a part thereof, and
WHEREAS, the said Board has carefully considered the application,
evidence, testimony, petition and remonstrances and given the same such weight as it is its
discretion deemed proper, and is now fully advised in the premises;
NOW, THEREFORE, BE IT RESOLVED, that the application of Knights

A club means a corporation which has been incorporated for not less than five years, and which has had a membership that

MINUTES OF A MEETING OF THE
BOARD OF PUBLIC WELFARE IN
WELD COUNTY, WAS HELD ON
NOVEMBER 14, 1961:
1. The Director reported to the Board the plans for attendance at the Biennial Round
Table discussions of the American Public Welfare Association. Arrangements have been
made for transportation and hotel accomodations. Mr. Reed, Mr. Ewing and the Director
are to attend the meeting.
11. The Director and the Commodity foreman reported that the Farm Surplus Commodity Pro-
gram is to be in operation by November 20, 1961. The first order has been placed and
there will be a distribution for November.
111. The Director requested approval to do a study of divorces in Weld County in the past
five years and their effect on public welfare expenditures. This study would also re-
veal to what extent court orders for support are being observed. It is expected that
the study will support the need for implementation of legislation passed by the last
State Legislature providing that the clerk of the district court may open a contempt
case if support is not paid. The Director pointed out the rise in costs of the Aid
to Dependent Children Program which is due in large part to divorces and failure to
support.
The Director suggested that this study might be done by a college student under super-
vision of the Director.
The Board approved the request for the study.
1V. The Director reported that the Colorado Welfare Directors' Association had passed a
resolution to request that the legislature change the reimbursement formula for child
care from 50-50 to 80-20. This seems necessary because of certain changes by the
state legislature which have given counties certain responsibilities once financed and carried
by the State. Since the Commissioners were planning to attend the annual meeting of the County
Commissioners Association, they agreed to bring this matter to their Association for Discussion.
Since there was no further business, the meeting was adjourned at 4:00 p.m.

A regular meeting of the Board of Commissioners of Weld County,
Colorado, was held in their office in the Court House in Greeley, Colorado on November 22,
1961, with the following present:

The minutes of November 20, 1961 were read and approved.
The following resolutions were passed by the Commissioners.
WHEREAS, the Weld County Planning Commission has recommended that
an area south of Mead, Colorado (shown on attached map as Area "A") be zoned as an agricultural
area, and
WHEREAS, the Board of County Commissioners, Weld County, Colorado
believes it to be to the best interests of the county to accept said recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
of Weld County, Colorado that the area shown on the aforementioned attached map as Area "A" be,
and it is hereby designated as an agricultural area.
The above and foregoing resolution was, on motion duly made and
seconded, adopted by the following vote.

THE BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
WHEREAS, a Blue Cross and Blue Shield and Phoenix Mutual Life
Insurance Plan for the benefit of county employees has been submitted by representatives of
said Blue Cross and Blue Shield and Phoenix Mutual Life Insurance Plan of Major Medical Insu-
rance, to wit: Weld County, Colorado will pay the premium for the county employees in the
amount of $9.02 per month, per employee on permanent employees. Those employees desiring
group group coverage for their families may obtain same by paying an additional $9.49 per
month. This plan is known as Series 14, and applies only to permanent employees defined as
those employees who have completed 90 days continuous employment with Weld County, Colorado,
and

WHEREAS, the aforementioned Blue Cross and Blue Shield and
Phoenix Mutual Life Insurance plan is defined as Series 14, Preferred - Major
Medical as proposed by Phoenix Mutual Life Insurance Company, with a manimum
$10,000.00 payment. The $10,000.00 maximum payment applies only to county
employees who are regularly and permanently employed. Those employees who have
retired after long and continuous employment with the county may continue cover-
age as stated above, with the exception that the maximum payment is one-half, or
$5,000.00.
WHEREAS, the Board of County Commissioners believes it to be
to the best interests of Weld County, Colorado to accept the aforementioned
contract.
THEREFORE, BE IT RESOLVED that the Chairman of the Board of
County Commissioners be, and he is hereby authorized to sign said contract with
the Blue Cross and Blue Shield and Phoenix Mutual Life Insurance Company as here-
tofore set forth.
The above and foregoing resolution was, on motion duly made and

WHEREAS, the Board of County Commissioners believes it to be
to the best interests of the county to sign the attached business lease with
Robert M. Gilbert, and
WHEREAS, the terms for the lease of said building in attached
agreement call for the first and last month's rent be given in advance, and that
the total be $1,500.00 for the entire year.
THEREFORE, BE IT RESOLVED that the Chairman of the Board of
County Commissioners be, and he is hereby authorized to sign aforementioned lease.

WHEREAS, THE KNIGHTS OF COLUMBUS, COUNCIL NO. 3285, whose
address is 1045 North Main, Brighton, Colorado and doing business as The Knights
of Columbus, Council No. 3285, fave filed their application for a liquor license
to sell malt, vinous and spitituous liquors by the drink only at the above location,
and
WHEREAS, they have exhibited a State License therefor, issued
by the Secretary of State, together with receipt to -wit: for the payment of
Federal Taxes thereon, and
WHEREAS, they have now tendered with said written application
for County License, the fee of Three Hundred Twenty-five Dollars ($325.00) as pro-
vided by law for the issuance of such County License, and
WHEREAS, the Board of County Commissioners of Weld County, Colo-
rado as the proper licensing authority under and for the County of Weld, State of
Colorado, out -side of cities and towns, has investigated the character of the appli-
cant and found no remonstrances or objections on file against the granting of such
license and found no record against THE KNIGHTS OF COLUMBUS, COUNCIL NO. 3285.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commission-
ers of Weld County, Colorado, that the application of the said KNIGHTS OF COLUMBUS,
COUNCIL NO. 3285 for a liquor license to sell malt, vinous and spirituous liquors
by the drink only, be and the same is hereby granted as by law directed and in the
manner provided by law.

FINDINGS AND RESOLUTION CONCERNING

AD ZONING AREA
WHEREAS, the Board of County Commissioners of the
County of Weld did, on the 26th day of October, 1961, at 2:00
P.M., in the office of the Weld County Commissioners, Weld
County Courthouse, Greeley, Colorado, conduct a public hearing
concerning the zoning of some unincorporated area South of Mead
in Weld County pursuant to Notice duly published as required by
law; and
WHEREAS, the Board of County Commissioners of the
County of Weld is of the opinion that zoning of the described
area will promote the health, safety, morals, convenience, order,
prosperity and welfare of the present and future inhabitants of
said area and of the County of Weld; and
WHEREAS, said Board believes that the zoning of said
area will serve the welfare and interests of the inhabitants of
said area and of the County of Weld; and
WHEREAS, the Board of County Commissioners of the County
of Weld having heard the testimony and evidence adduced upon said
hearing and having considered and carefully weighed the same, and
being fully advised in the premises.
NOW, THEREFORE, BE IT RESOLVED that the proposed Zoning
Resolution concerning the Mead Zoning Area approved by the Weld
County Planning Commission, including the proposed Zoning Resolu-
tion and proposed Zoning Maps, be and hereby is confirmed, rati-
fied and adopted and by reference incorporated herein and made a
part hereof.
BE IT FURTHER RESOLVED, that a certified copy of
said Zoning Resolution, including all maps therein referred
toy shall be filed as provided by law in the office of the
County Clerk and Recorder of Weld County.
The Resolution was duly seconded and adopted by the

Those attending were: Mr. Elmer Shultz, Mr. Tom Reed, Mr.
Lawrence A. Marostica, and Mr. Tito Garcia.
I. The Director reported to the Board the plans for attendance at
the Biennial Round Table discussions of the American Public Wel-
fare Association. Arrangements have been made for transportation
and hotel accommodations. Mr. Reed, Mr. Ewing and the Director
are to attend the meeting.
II. The Director and the Commodity foreman reported that the Farm
Surplus Commodity Program is to be in operation by November 20,
1961. The first order has been placed and there will be a dis-
tribution for November.
III. The Director requested approval to do a study of divorces in
Weld County in the past five years and their effect on public
welfare expenditures. This study would also reveal to what extent
court orders for support are being observed. It is expected that
the study will support the need'f0r implementation of Legislation
passed by the last State Legislature providing that the clerk of
the district court may open a contempt case if support is not.

Dependent Children Program which is due in large part to divorces
and failure to support.
The Director suggested that this study might be done by a college
student under supervision of the Director.
The Board approved the request for the study.
IV. The Director reported that the Colorado Welfare Directors' Associ-
ation had passed a resolution to request that the legislature
change the reimbursement formula for child care from 50-50 to
80-20. This seems necessary because of certain changes by the
state legislature which have given counties terrain responsibil-
ities once financed and carried by the State. Since the Commis-
sioners were planning to attend the annual meeting of the County
Commissioners Association, they agreed to bring this matter to
their Association for discussion.
Since there was no further business, the meeting was adjourned
at 4:00 p.m.

WHEREAS, no good purpose would be served for the County to con-
tinue said litigation and expend further monies in defense of its position, and

and current expenses of THE RIVERSIDE IRRIGATION District for the fiscal year com-
mencing January 1, 1962, as estimated by the Board of Directors of said District,
is hereby fixed at $1.70 per acre of land assessed in 1961 for the purposes of said
District, including the 15% which the Board of County Commissioners is required to
add in making a levy for the above mentioned amount, and
WHEREAS, the return from the Assessor of Veld County shows that
total assessment and valuation for the purposes of said District, exclusive of the
improvements and assessable for the purposes of said District to be $3,200.00
which is at the rate of $10.00 for each acre of land in said County subject to asses-
sment for said District, to -wit 320 acre,.

which, is his opinion, are uncollectible and represents a very small sum, either singly
or as a total, and

RESOLUTION AWARDING PRINTING CONTRACT FOR
THE YEAR 1962
WHEREAS, the Board of County Commissioners of told County, Colorado, adver-
tised for bids for printing for the various County Offices for the year 1962 , and
WHEREAS, the Board of County Commissioners has decided to award the contract
for furnishing said printing to PcVey Printery, Greeley, Colorado
of Greeley , Colorado.
NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners
hereby awards the contract for printing on the original list as submitted to them
for bid, copy of which is hereto attached and made a part of this resolution.
BE IT FURTHER RESOLVED, that the Board of County Commissioners reserves
the right to terminate this contract in full at any time and that when, at any time,
a substitution is proposed for the materials specified, substitution shall be made
only after written approval of the Board, and if an emergency exists, if any item
of material above specified in the bid, shall not be available to the bidder,
similar material may be furnished by agreement between the Board and the Bidder, and
such substitution of material shall be furnished at such prices as shall then be a-
greed upon.
BE IT FURTHER RESOLVED, that punctuality and good workmanship are the es-
sence of this contract.
