RE: GRANT MOBILE HOME PERMIT #1950 - CUMMINS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, on the 27th
day of March, 1995, considered the request of Charles I. Cummins, 31013 Weld County Road 17,
Windsor, Colorado 80550, for a mobile home to be used as a principal dwelling, and
WHEREAS, said mobile home is to be occupied in an A (Agricultural) Zone District on a
parcel of land being more particularly described as follows:
The W 1/2 SW 1/4 and SW 1/4 NW 1/4 of Section 29, Township 6
North, Range 67 West of the 6th P.M., Weld County, Colorado
WHEREAS, the Board of County Commissioners, having heard the testimony, finds that
said request should be granted subject to the following conditions:
1. The applicant shall submit evidence that an I.S.D.S. evaluation has been completed
by the Weld County Health Department on the existing septic system. If the system
is found to be inadequate, the system must be brought into compliance with current
I.S.D.S. regulations.
2. The stick built home may not be used on any basis as a dwelling or as overnight or
temporary housing for any person.
3. Electricity is the only utility which is permitted to be connected to the stick built
home. No other utility hookups of any type, including septic systems, shall be
allowed.
4. Upon approval by the Board of County commissioners, the applicant must provide
proof to the Department of Planning Services that the above conditions have been
met. This information shall be submitted within 30 days of the approval date.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request of Charles I. Cummins for permission to place a mobile home
to be used as a principal dwelling on the above described parcel of land, which was found to be
in compliance with Section 43 of the Weld County Zoning Ordinance, be, and hereby is, granted
subject to the hereinabove listed conditions.

Subject: ZPMH-1950 located in the W2, SW4, SW4, NW4 of Section 29, T6N, R67W of the 6th P.M.,
Weld County, Colorado.
Dear Commissioners:
This request for zoning permit for a mobile home to be used as a principal dwelling is submitted by Charles
I. Cummins. The parcel of land on which this request is being made is described as the W2, SW4, SW4,
NW4 of Section 29,T6N,R67W of the 6th P.M., Weld County,Colorado. The property is located north of
and adjacent to Weld County Road 64 and approximately 1/2 mile south of Weld County Road 17. The
applicant did not obtain 70% of surrounding property owners signatures.
This request for a zoning permit for a mobile home to be used as a principal dwelling will replace the current
zoning status of the mobile home which is for temporary use during a medical hardship. ZPMH-1278, for
temporary use during a medical hardship, was approved by the Department of Planning Services' staff in
1987. This use has ceased to exist. The applicant is now requesting that the mobile home be used as a
principal dwelling. The applicant has stated that the existing stick built home on the property will be used
for storage purposes only. Access to the property is existing from Weld County Road 64. The Weld County
Health Department, Weld County Public Works Department and Town of Windsor have reviewed this
request and find no conflict of interest.
The Department of Planning Services' staff recommends conditional approval of this request. It is the
opinion of the Department of Planning Services staff that this request complies with the standard of Section
43.2.6 of the Weld County Zoning Ordinance.

LETTER OF EXPLANATION ON HOW MOBILE HOME IS TO BE USED
There is one MOBILE home and four other buildings on my property. The MOBILE
home is to be used for primary dwelling for my wife and I . All other buildings
are used as work shops and storage. The original house that is on the property
has been turned into a work shop. There is no provisions for anyone to even
spend a night in it.
