Division 1, W. District 4 Dear Mr. Ballstadt: We have reviewed the above referenced proposal to subdivide a 108.9-acre parcel into nine residential lots and open space. The Water Supply Information Summary requested in the State Engineer's memorandum of August 7, 1995 was not included in submittal materials and water requirements for this project were not estimated. The source of water supply is to be the Little Thompson Water District, and a letter of commitment was included in submitted materials. In addition, information in our files indicates that the District may have sufficient water resources to supply this project. Pursuant to Section 30-28-13611)1h)(11), C.R.S., the State Engineer's Office offers the opinion that the proposed water supply will not cause material injury to existing water rights, and with the Little Thompson Water District serving the subdivision, the supply is expected to be adequate. • If you have any questions in this matter, please contact Megan Sullivan of this office. Speaking for all the neighbors , we appreciate you sharing your plans for your property with us while in the planning stages , instead of an anouncement of your final plans when they are already set in stone. Your presentation was very informative and your reaction to the concerns of the people present assured me that you are sensitive to the people in that area that will be impacted by the introduction of this new development. Speaking for myself only now, I am very impressed with the concept plan for this parcel of land, and will support your request for an change of zoning. The placement of the building envelopes on the property , i .e. solor exposure, view corridor for the 9 proposed lots , preservation of the view corridor for the existing houses adjacent to the development, orientation to the water feature( lake) privicy between the proposed 9 lots , access from Adams Avenue, and the proposed Green space assure me that the impact that this development will have on the adjacent property landowners will be as minimal as possible and certainly an asset to the community. The proposed density of the development is very much keeping with the surrounding area. I would very much like to see the development of this property kept to the 9 proposed lots . I live on Adams -- Avenue(which the Eberl's are calling Weld County Road 32 since up to the Vaad's house is annexed by the Town of Mead. Even if 9 residences are allowed (and we all know that the 109 acre plot will be something other than 1 residence--I believe this is an untrue statement)at an average of 9 trips per family per day down our road that's 81 more cars going up and down an already busy dirt road. Secondly,the schools are bursting at the seams,we were told at a neighborhood meeting by Mr. Eberl that he had reached an agreement with St. Vrain Valley Schools to pay impact fees to them--he couldn't tell us how much or prove any kind of agreement. (I believe this is an untrue statement.) I have lived in the Town of Mead since 1978, both in town&now just off Road 7.The Town of Mead canrot handle the growth it has, it is trying to meet water needs, road issues, school growth issues, post office&delivery needs, etc.Why should a new development which will empact all of the above not have to go through the Town for approval?Why should a new development not have to pay for roads,schools,wafer, taxes,etc.when everyone else that is developing in Mead is? Please consider this case'thoroughly. I have a daughter who is nine. She catches the bus at the end of our driveway on school days, even then she eats dust from every car that comes down the road. Several times rocks have flown &we've both ducked--the speed limit is 55 on county roads&the town has not yet reduced the speed limit on our side of the street from that 55--tell me 81 more trips down that road,with a narrow lane bridge won't be even more dangerous than it is already.
