The application documentation for Case Number Z-526 has be reviewed with the following
comments:
The change in zoning appears to be appropriate for the land use described. At issue are four
elements of the land use plan which are of concern to the Fire Authority: 1) Accessability in and
around the airport proper for fire equipment to respond to emergencies; 2) Water supply
requirements for fighting fifes evaluated on the size of the largest facility or aircraft existing, to
the largest facility;'planned for future construction, or largest aircraft expected to use the airport;
3) The ability of the Fire Authority to respond in timely fashion with adequate resources to
provide protection for life and property: 4)The compliance with setback requirements from oil
and gas wellheads,production facilities and storage facilities to proposed structures.
1. Accessability:
The Uniform Fire Code provides basic requirements which ensure the fire departments
ability to get fire fighting apparatus to facilities to extinguish fires. The development of
any property should include the construction of roads and access-ways. The basic
requirement is for access to within 150 feet of any portion of a building,using all-weather
roads. Turn-arounds are required when any road is greater than 150 feet. Fire fighting
vehicles are not well known for ease of backing at distances greater than 150 fret. The
development agreement should include language to ensure that construction of facilities
must be preceded by the development of all-weather access-ways meeting the needs of
the Fire Authority.
2. Water Supply:
The protection of Airport facilities can only be accomplished if water supplies are
available and adequate. As with any development there is usually a requirement that
infrastructure precede construction of facilities. At the Airport there are two currently ito
available options for water supply, City of Greeley, and the North Weld County Water
District. The North Weld County Water District has been providing water for domestic
use to the lessees at the Airport. The domestic water is supplied by a 4" water line. The

water capabilities of the North Weld Water District at the Airport are limited to domestic
use and are not capable of meeting current or future fire flow requirements. A depiction
of the water lines and a letter from Don Posselt, Manager of the North Weld Water
District are attached.
The City of Greeley has allowed the extension of a water line to the new Airport Terminal
Building. Because the City is a participant in the Airport Authority it allowed the
connection between the City water system and the Airport Terminal building without
annexation into the City. As stated in the City's letter concerning this PUD zoning
application, the City will extend further use of the water line when the land is annexed.
The extension of the City of Greeley water line to within proximity of all facilities, in
accordance with City of Greeley development standards,will provide adequate water
flows for most buildings depending on size and type of construction. Large aircraft
hangars may need additional fire protection measures to ensure that fire flows are
adequate.
The PUD development agreement should require the resolution of water supply for fire
protection r urposes and the construction of the infrastructure prior to the construction of
facilities.
3. _Fire Department Response Time:
Response times for fire apparatus are based on distance,speed and availability. The Fire
Authorities closest staffed fire station is approximately 3.3 miles from the Airport
entrance. The Airport Development Guide makes a reference to a future fire station at the
Airport. The PUD agreement should include an agreement for land (1.5 to 2.5 acres) for
a future fire station. A proposed station may be located on the south side of Highway 263
near the intersection with Crosier Road.
4_Oil and Gas Setback Requirements:
The City of Greeley has life safety standards for the construction of facilities in the area
of oil and gas related equipment. These standards are consistent with the high density
setback requirements established by the Colorado Oil and Gas Commission. The
placement cf the setback requirements in the City's development standard and Fire Code
are necessaiy due to the limitation of the Oil and Gas Commission rules to the placement
of oil wells and their associated equipment with respect to buildings. It is the
responsibility of the local•planning and zoning rules to establish standards for setbacks for
the construction of buildings after the gas well and associated equipment have been
installed and are operational. The rules established were deemed reasonable for high
density development based on evaluation of studies and many hours of discussions at the '' ""

Oil and Gas Commission. It reflects the reasonableness and wisdom of those who work
within the oil and gas production business when we utilize the same standards for safety
as the experts.
Development Agreements for On-Site and Off-Site Improvements:
The Airport has requested a waiver for the PUD agreement for on-site and off-site improvements.
Without such an agreement it is likely that the current problems we are encountering with the
construction of facilities without the development of on-site infrastructure will continue and pose
further difficulties in providing protection for life and property. A development agreement may
allow limited construction, but create millstones for infrastructure improvement.
Typical Hangar Site Plans:
The typical hangar site plans included in the development plan shows side yard setbacks of 10
feet. The National Fire Protection Association Standard on Aircraft Hangars provides greater
setbacks than 10 feet due to the hazardous nature of aircraft hangars. The Uniform Building
Code has setback mquirements which are based on type of construction. It should be understood
that these typical plans will result in defining hangars under cluster definition and result in
increasing the fire resistive requirements for construction of the facilities. The cluster concept
will also result in an increase in the amount of water required for fire flows, and/or may result in
requiring automatic sprinkler protection. A copy of NFPA 409 requirements are attached.

'The Weld County Department of Public Health and Environment has reviewed this proposal.
The application has satisfied PUD Ordinance No. 197 in regard to water service. Water is presently
provided by North Weld County Water District. According to the submitted Development Guide,
City of Greeley water will be available to developments within the PUD in the future "...subject to
special agreements with the City not currently in place". Water from either the NWCWD or the City
of Greeley fulfills the requirements of the PUD Ordinance.
The application appears to have satisfied the PUD Ordinance No 197 in regard to sewer services.
As you know,the PUD Ordinance requires that any PUD contianing commercial and/or industrial
uses shall be served by a public sewer system. According to the Development Guide, future
developments within the PUD will be able to utilize the City of Greeley sewer services We consider
the septic system currently serving the existing uses in the PUD to be "grandfathered". However,
in the event that any of these systems fail the system must be abandoned and service provided by the
City of Greeley Sewer. We have addressed this item with a proposed condition.
The application materials adequately address the potential environmental impacts as described in
Section 6.3.1.2.1 of the PUD Ordinance. Additionally, as noted in the application materials, the
Airport Authority has conducted an Environmental Assessment on the PUD property in conj unction
with Federal Regulations. A Finding of No Significant Impact (FONSI) was issued,
In the event that you find the submitted information to be adequate and the change of zone materials
complete, we recommend that the following general conditions be part of any approval:
1) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a
manner that protects against surface and groundwater contamination.
2) No permanent disposal of wastes shall be permitted at this site.
3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4) Fugitive dust shall be controlled on this site.
5) 'The uses of the development shall comply with the appropriate permissible noise level as

described in 25-12-101 through 25-12-108, C.R.S., as amended.
6) Any underground or aboveground storage tanks located on the development shall comply
with the Underground Storage Tanks and Aboveground Storage Tanks Regulations (7
CCR 1101-14).
7) Adequate toilet facilities shall be provided for the public and employees.
8) All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-2-5.5 Colorado Water Quality Control Act and
Rules and Regulations thereof.
9) The facility shall utilize the existing public water supply (North Weld Water District)
and/or the City of Greeley water supply when it becomes available.
10) The facility shall maintain compliance with its Colorado Stormwater Discharge Permit.
11) The application materials indicate some existing structures will be removed, The facility
must obte in any required demolition permits from the Weld County Building Inspection
Department and conduct any asbestos related inspections as required by Regulation
Number 3 of the Colorado Air Quality Control Commission Regulations.
12) All future structures that require sewer service shall be served by the City of Greeley
sewer system.
13) In the event any existing septic system should no longer function in accordance with the
Weld Ccunty Individual Sewage Disposal System Regulations, the system shall be
abandoned and the structure that it was serving shall be connected to the City of Greeley
sewer system. Any abandoned septic system shall be abandoned according to Weld
County Individual Sewage Disposal System Regulations.
In addition, we will review each additional use as it is presented in the Site Plan Review process.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld Count/ Zoning Ordinance for Change of Zone Standards. Our comments and requirements
are as follows:
COMMENTS:
Weld County has upgraded and paved WCR 45, WCR 66, and WCR 47. These roads parallel the expansion of
the north/south runway providing a paved road system. Internal roads WCR 62, WCR 64, and WCR 64.5 have
been severed by the north/south runway and now have a cul-de-sac turn-around providing access for adjacent -
property owners.
The County will provide spec road base and asphalt work for the main entrance, parking lots, and taxi ways.
Storm Water Drainage: The development planned within the proposed PUD will have no significant impact on the
storm water drainage. A storm water drainage runoff report has been conducted. Major drainage patterns are
being maintained or designed to ensure drainage in the area. The Weld County Director of Public Works has
waived the requirement for a special storm water drainage report as a part of the change of zone application
process.
Improvements Agreement Weld County Public Works Department shall waive the transportation portion of the
Improvements Agreement Regarding Collateral as road base and asphalt shall be supplied by Weld County.
Additional items, such as landscaping, water, and sewer, shall be reviewed by Planning Services.
REQUIREMENTS:
Traffic Impact Analysis: A traffic impact analysis is not provided. During the sketch plan phase of the PUD, the
Weld County Engineer determined that, at this time, such a study would be ineffective in determining any realistic
traffic impact as a result of the expansion of the airport. This was also reaffirmed during the change of zone
application process.
State Highway 263 (8th Street) has a dual jurisdictional maintenance responsibility to the proposed facility. Please
contact the City of Greeley and the Colorado Department of Transportation to verify if a traffic analysis is required
for the expansion of the GreeleyNYeld County Airport facility.
