RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROAD 52 BETWEEN WELD COUNTY ROADS 35 AND 33
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the Board
that "45 MPH" speed limit signs be installed on Weld County Road 52 at Weld County Roads 35
and 33, to ensure safety to the traveling public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the Department of Public Works be, and hereby is, directed to install
"45 MPH" speed limit signs on Weld County Road 52 at Weld County Roads 35 and 33, for the
safety of the general public, and said signs shall conform to the State manual and specifications.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 10th day of April, A.D., 1996.

subject: Reduction of Speed Limit on WCR 52 between WCRs 35 and 33
The Colorado State Patrol requested that Weld County Engineering Department lower the current
speed limit of 55 mph to 45 mph.
A traffic study has since been done revealing that there are sufficient warrants to lower the speed
limit to 45 mph.
The warrants are:
1. Vehicle Speed Data(85th Percentile):
Actual percentile recorded equals 50 mph.
2. Roadside Development:
There are 20 entrances in this one-mile stretch of road
3. Accident Experience:
Increased accidents as reported by the Colorado State Highway Patrol
4. Pedestrian activity:
Increased pedestrian activity generated by a nearby subdivision
5. Road characteristics:
OK
6. Hazardous locations (curves,etc):
none

STUDY
A survey of vehicle traffic was conducted with HISTAR unit number
2280 . The survey was done in the west lane on WCR 52 35th Ave To
47th Ave in Na, Co in Weld county. The survey lasted for 48 hours
and began on Wednesday, January 3 , 1996 at 10 : 00am and ended on
Friday, January 5, 1996 at 10 : 00am. Data were recorded in 60 minute
time periods . The total recorded volume of traffic showed 2644
vehicles passed through the location with a peak volume of 200 on
Wednesday, January 3 , 1996 at 5 : 00pm and a minimum volume of 1 on
Friday, January 5, 1996 at 4 : 00am.

Chart 1 lists the values of the speed bins and the total volume
for each bin.

Half of the vehicles were traveling at 41 . 1 mph or lower speed.
The average speed for all classified vehicles was 42 . 36 mph with

for this traffic study was 45 mph and the 85th percentile was" 51 . 2t.,
mph.

The truck percentage is 0 . 83 percent of the classified vehicles .
HEADWAY
During the peak time period, on Wednesday,January 3 , 1996 at
5 : 00pm the average headway between the vehicles was 18 . 00 seconds .
The slow period occurred on Friday, January 5, 1996 at 4 : 00am and
the headway between the vehicles averaged 3600 . 00 seconds .
WEATHER
The roadway surface temperature over the period of the study
varied between 8 degrees Fahrenheit and 57 degrees Fahrenheit . The
HI-STAR analyzer determined that the roadway surface was DRY
100 . 00 percent of the time .
