The annexation of this property is being accomplished by the annexation of County Road 23 between the existing Town boundary and the boundary of the property to be annexed. Also enclosed is Resolution 1996-05 finding that the annexation is in substantial compliance with C .R. S . 31-12-107 (1) and setting a hearing on February 5, 1997 at the hour of 7 : 00 p .m. , at which time the Board of Trustees will consider whether or not to annex the described property. SEVERANCE NORTH ANNEXATION IMPACT REPORT The proposed annexation is known as the Severance North Annexation and involves the annexation of approximately 190 acres of land located north of the existing Town of Severance . The annexed property is located both east and west of Weld County Road 23 and is all located south of Weld County Road 78 . The following information is provided with this report : A. A map of the present boundary of the Town of Severance . B . A map of the territory consisting of the Severance North Annexation C. No plans have been made for streets, water mains and sewer and utility lines . 1 . The Annexation as proposed is 100°% residential , however, it is contemplated that the primary immediate use will be agricultural . It is anticipated that some minor development and home construction will take place within the next three to five years . 2 . Water to the Severance North Annexation will be provided by the North Weld County Water District . No map showing the district' s trunk lines is available to the Town at the present time . Domestic sewage treatment will be provided by individual septic disposal systems unless the Annexation can be economically connected to the existing waste water treatment plant of the Town of Severance which does have present capacity to handle the fully developed Annexation . Electrical service is provided by both the Poudre Valley Rural Electric Association and Public Service Company. At the present time natural gas lines do not exist in the area of the Severance North Annexation. 3 . The exact number of residences planned has not yet been determined as the developer plans a variety of middle-income and higher-income residences in various parts of the subdivision. 4 . No copy of the draft pre-annexation agreement is available . 5 . All water and sewer construction, development and extensions will be put into place by the developers and will be financed by the developers . No financing of nay water or sewer lines is anticipated. . If sewer extensions are installed to connect the annexation with the Town of Severance waste water treatment plant, such extensions will be financed by the developer and will be dedicated to the Town upon acceptance by the Town. 6 . Fire protection will be provided by the Windsor/Severance Fire Protection District . The town of Severance will provide law enforcement services . 7 . The districts which exercise control over the area proposed to be annexed include : a . School District RE-4 (Windsor/Severance) b. Windsor/Severance Fire Protection District c.
