A public hearing was conducted on January 15, 1997, at 10:00 a.m., with the following present:

Commissioner W. H. Webster

The following business was transacted:
I hereby certify that pursuant to a notice dated December 18, 1996, and duly published January 2,
1997, in the South Weld Sun, a public hearing was conducted to consider the request of Western
Wireless, do Don Sizemore for a Site Specific Development Plan and Special Review Permit for
a 130-foot monopole radio communication tower and equipment structure in the A (Agricultural)
Zone District. Lee Morrison, Assistant County Attorney, made this a matter of record. Kerri
Keithley, Planning Department representative, presented a brief summary of the proposal and
entered the favorable recommendation of the Planning Commission into the record as written. She
noted a letter from the Platte Valley Soil Conservation District was received and recommends
xeriscaping instead of landscaping. Don Sizemore represented the applicant and confirmed he has
read and understands all Conditions of Approval and Development Standards. He explained their
facilities are designed structurally to allow, and their leases do not preclude, others from joining and
locating on the same site. He then submitted a CCI (Colorado Counties, Inc.) Policy Document,
as Exhibit B, and noted Western Wireless is the largest provider of service to rural America, to
which it is important to provide an equal level of communication. Responding to questions from
the Board, Mr. Sizemore stated this will be an unmanned facility, which is visited every six weeks
by a technician for maintenance. He further explained a dry foundation will support the structure
and two small equipment boxes will also be located on site. Mr. Sizemore confirmed this is a non-
impact facility and requires little support. Commissioner Baxter stated he, too, appreciates that
companies are willing to service rural communities. No public testimony was offered concerning
this matter. Commissioner Webster moved to approve the request of Western Wireless, do Don
Sizemore for a Site Specific Development Plan and Special Review Permit for a 130-foot monopole
radio communication tower and equipment structure in the A(Agricultural) Zone District, based on
the recommendations of the Planning staff and the Planning Commission, with the Conditions of
Approval and Development Standards as entered into the record. The motion was seconded by
Commissioner Harbert, and it carried unanimously. Mr. Sizemore commended the Planning staff
for its hard work and professionalism.
