BOX 312 KEENESBURG,COLO. 80643 303-732-4281 September 24, 1998 Attn: Ben Patton Weld County Planning Dept. 1400 N. 17th Ave. Greeley, Colo. 80631 Dear Mr. Patton: The Town of Keenesburg has a real concern with the proposed concrete plant being so close to the town for the following reasons: 1. The property is located close to property that has been annexed into town and owned by the school district for a future elementary school. 2. It would create additional truck traffic through town along Hwy 2 and Market Street, which the town is responsible for the repairs and upkeep of part of Hwy 2. 3. Market Street is also the main route to the current elementary school which there are kids walking to and from school. 4. Burlington Northern Railroad already blocks the crossing on WCR 59 on the east end of town for long periods of time causing all traffic to be routed through the town on Woodward Ave instead of Hwy 2. Our concern is that this crossing will be blocked for longer lengths of time causing more traffice to be rerouted on Woodward Ave. For these reasons the Town of Keenesburg oppose allowing the concrete plant to be constructed so close to town. We would like for Weld County Planning Department to take our concerns into consideration and to notify us of the date and time of the hearing. If you have any questions, please give me a call. Health Department COLORADO CASE NO.: USR-1200 NAME: Dacotah Cement Environmental Protection Services has reviewed this proposal: the following conditions are recommended to be part of any approval: 1) All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2) No permanent disposal of wastes shall be permitted at this site. 3) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 4) Fugitive dust shall be controlled on this site. 5) An Air Pollution Emission Notice(A.P.E.N.)and Emissions Permit application must be submitted to the Air Pollution Control Division, Colorado Department of Public Health and Environment. A copy of the application shall be submitted to the Weld County Health Department. 6) The applicant shall remove,handle and stockpile overburden soil,sand and gravel from the facility area in a manner that will prevent nuisance conditions. 7) The maximum permissible noise level shall not exceed the commercial limit of 60 db(A), as measured according to 25-12-102, Colorado Revised Statutes. 8) An individual sewage disposal system is required for the proposed facility and shall be installed according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. 9) Adequate toilet facilities shall be provided for employees and visitors of the site. 10) The facility shall apply for a well permit through the Colorado Department of Public Health and Environment, Water Resource Division. If this well serves 25 or more people,the water system shall comply with the requirements for a community water system as defined in the Primary Drinking Water Regulations(5 CCR-1003-1). 11) If applicable, the applicant shall obtain a stormwater discharge permit from the Colorado Department of Public Health and Environment, Water Quality Control Division. The applicant is indicating that the access will be from WCR 59 and will be a one-way in and out circulation plan. WCR 398 borders the property on the south. A railroad spur will cross WCR 398 to utilize this facility. Approximately 600 feet of county road will be affected at this location. Please send a referral to the Town of Keenesburg which is south and west of the facility. REQUIREMENTS: The applicant will be required to enter into a Road Improvements Agreement with Weld County for upgrading and paving approximately 1000 feet of WCR 59 to accommodate additional heavy hauling. The applicant's engineer should refer to Section 10 of the Subdivision Ordinance, utilizing the Geometric Design Standards to determine a typical cross section to accommodate the extra truck traffic. There will be approximately 7 to 12 on-site employees, plus as low as 17 people per day and as high as 32 people per day. I do not see any office space or outbuildings proposed. The applicant needs to provide adequate parking for employees and trucks waiting to load or unload. All these items will be identified on the plat. The applicant needs to submit a Storm Water Management Plan for the site.
