The parcel of land is described as part of the NW4 of Section 11, T8N, R66W of the 6th P.M., Weld County, Colorado. The location of the parcel of land for which this application has been submitted is south of and adjacent to Weld County Road 96; approximately 550 feet east of Weld County Road 33. The application is submitted to your for review and recommendation. Any comments or recommendation you consider relevant to this request would be appreciated. Your prompt reply will help to facilitate the processing of the application. Please reply by January 9, 1996, so that we may give full consideration to your recommendation. The applicant is indicating that the majority of the shooting stations will be directed,to the northern and eastern directions--away from the WCR 96. No shooting may occur in the direction of WCR 96 unless there is an adequate, safe and clear zone set up for shooting. 2. The applicant is indicating that the site will be fenced as required by Weld County Zoning and Regulations. I would like to add that a locked gate at the main entrance should be maintained during off hours. 3. The applicant has also indicated that there is the capacity to accommodate 75 to 100 shooters on the site at one time. I would like to have the applicant identify additional parking and a turnaround to accommodate the patrons and large delivery trucks. 4. Anytime that a shooter is using the range, there should be a range officer on the site at all times. 5. There will be one designated main access to the property with an adequately graded road to permit drainage from the facility. 6. All activities at this site shall comply with the rules and Regulations of the National skeet Shooting Association, the American Trap Association, and the Colorado Division of Wildlife. 2. The site shall use only commercially manufactured targets produced for the purpose of recreational shooting. the targets used shall be considered non-toxic. 3. All liquid and solid wastes shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 4. No permanent disposal of wastes shall be permitted at this site. 5. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing debris, and other potential nuisance conditions. 6. Fugitive dust shall be controlled on this site. 7. The maximum permissible noise level shall not exceed the [industrial limit of 80 du(A) , as measured according to 25--12-102. Colorado Revised Statutes. a. Any existing septic system(s) which is not currently permitted through the Weld County Health Department will require an I.S.D.S. Evaluation prior to the issuance of the required septic permit(s) .[ IInn event nththe cssyste(s) is found to be inadequate, the system(s) brought ompliance with current I.S.D.s. regulations. 9. Adequate toilet facilities shall be provided for patrons of the facility. 10. An individual sewage disposal system, is required for the proposed facility. The septic shall be designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage Disposal Regulations. As pointed out in the State Engineer's memorandum of August 7, 1995, to all county Planning Directors, because our legislated assignments must be given the highest priority, we will no longer be able to provide comments on land use actions that do not involve the subdivision of land as defined in Section 30-28-101(10)(a)C.R.S. Additionally we will no longer provide comments on concept, sketch or other submittals proceeding the preliminary plan for a subdivision of land. Because this referral is a site specific development plan and not a preliminary plan for the subdivision of land, we are not providing comments and are returning the submittal materials for the Great Guns Site Specific Development/Special Review, herewith. The applicants have acknowledged that release hunting and bird rearing will comply with Division of Wildlife regulations and state laws, and if this statement is included in the Great Guns permit, it would be appreciated. I think that Great Guns could provide a new and unique recreational opportunity for the citizens of Weld County . Great Guns should provide a safe environment for young people to learn about firearms and their proper uses . Range 66 West Section 11: Part of the NW4 Weld County, Colorado Ladies and Gentlemen: I represent Union Pacific Land Resources Corporation and Union Pacific Resources Company (together the "UP Entities") with respect to the above referenced application for a special use permit for a shooting ran-ranze. The UP Entities own all of the minerals that underlie the property that is the subject of the special use permit application (the "Property"). The UP Entities understand that the Property is currently zoned agricultural, that the zoning will not change in the event that the County grants the special use permit, and that County regulations currently provide that oil and gas production and operations are a use by right in the agricultural zone. The applicants, Greg Reeves and Patty Deplazes ("Applicants"), and I met to discuss the compatible development of the surface estate and the mineral estate.
