RE: APPROVE AMENDMENT TO EMPLOYMENT FIRST PROGRAM
INTRA-GOVERNMENTAL AGREEMENT WITH DIVISION OF HUMAN SERVICES,
EMPLOYMENT SERVICES, AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Amendment to Employment First
Program Intra-Governmental Agreement between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department
of Social Services, and the Weld County Division of Human Services, Employment Services of
Weld County, commencing July 1, 1996, and ending June 30, 1997, with further terms and
conditions being as stated in said amendment, and
WHEREAS, after review, the Board deems it advisable to approve said amendment, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Amendment to
Employment First Program Intra-Governmental Agreement between the County of Weld, State
of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of
the Department of Social Services, and the Weld County Division of Human Services,
Employment Services of Weld County, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said amendment.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 16th day of October, A.D., 1996, nunc pro tunc July 1, 1996.

AMENDMENT TO EMPLOYMENT
FIRST PROGRAM INTRA-GOVERNMENTAL AGREEMENT
BETWEEN WELD COUNTY DEPARTMENT OF SOCIAL SERVICES AND
WELD COUNTY DIVISION OF HUMAN

This Amendment modification made and entered into this /(D*Day of October 1996, and between
the Weld County Department of Social Services, hereinafter referred to as "Social Services," and the Weld
County Division of Human Services, on behalf of the Employment Services of Weld County, hereinafter
referred to as "Employment Services."
WITNESSETH:
WHEREAS, the parties desire to modify their current Contract for Employment and Training
Services (FY96-EF-2003) in order to extend the Contract and its funding; and
WHEREAS, the authority exists in the Law and Employment First Funds have been budgeted,
appropriated and otherwise made available; and
WHEREAS, required approval, clearance and coordination have been accomplished from and with
appropriate agencies.
NOW THEREFORE, in consideration of the premises, the parties hereto covenant and agree as
follows:
1. Provision 1. Term shall be revised as follows:
The term for funding by Social Services to Employment Services shall be for July 1, 1996,
and ending June 30, 1997, based on written notification from the Colorado Department of
Human Services, Office of Self Sufficiency Programs. A county plan for Employment
First Food Stamp Job Search and Food Stamp Workfare has been submitted to the
Colorado Department of Human Services for approval.
2. Provision 6. Funding and Method of Payment shall be revised as follows:
Social Services agrees to reimburse to Employment Services, in consideration for work
and services performed during FY1996 Weld County Employment First Program, a total
amount not to exceed as follows:
A total of Forty-Nine Thousand One Hundred and Five Dollars and Zero Cents
($49,105.00) in 100% federal funds and Twenty-Eight Thousand Six Hundred and Ten
Dollars and Zero Cents ($28,610.00) in 80% federal and state funds and 20% in local
funds.
A total of Seven Thousand Six Hundred and Ninety-Seven Dollars and Zero Cents
($7,697.00) in 80% federal and state funds and 20% in local funds for Participant
Reimbursement expenses.

AGREEMENT NO: FY96-EF-2003
Payment pursuant to this Contract, if in federal or state funds, whether in whole or in part,
is subject to and contingent upon the continuing availability of federal or state funds for
the purposes hereof. In the event that said funds, or any part thereof, become unavailable
as determined by Social Services, Social Services may immediately terminate this Contract
or amend it accordingly.
3. Provision 7. In-Kind Match shall be revised as follows:
Employment Services agrees to provide to Social Services a total of Thirty-Six Thousand
One Hundred and Sixty-One Dollars and Zero Cents ($36,131.00) in 100% local in-kind
match in the form of operating and personnel costs.
Employment Services agrees to provide to Social Services to total of Twelve Thousand
Dollars and Zero Cents ($12,000.00) in 100% local in-kind enhanced funding in the form
of operating and personnel costs for the operation of Food Stamp Workfare.
Employment Services agrees to submit the specific forms provided by Social Services for
billing and in-kind documentation. All in-kind match and its appropriate documentation
must be provided to and received by Social Services no later than June 30, 1997.
Except as modified herein, the terms and conditions of the original agreement FY96-EF-2003, together
with all attachments of the original Agreement, remain in full force and effect.
IN WITNESS WHEREOF, the parties hereto have duly executed the Modification as the day,
month, and year first above written.

County Department of Social Services and the Weld County Division of Human Services
Enclosed for Board approval is an Amendment to Employment First Program Intra-Governmental
Agreement between the Weld County Department of Social Services and the Weld County Division
of Human Services.
Pursuant to our plan and as approved by the Colorado Department of Human Services, the major
provisions of the amendment are as follows:
1. The term of the amendment is July 1, 1996 through June 30, 1997.
2. Social Services agrees to reimburse Human Services as follows:
a. Funds for personnel and services of$49,105 (100%) and $28,610 (80%/20%).
b. Funds for participant expenses of$7,697 (80%/20%)
3. Human Services agrees to provide Social Services local operating and personnel in-kind as
follows:
a. $36,131 in the basic funding of the Food Stamp Workfare.
b. $12,000 in the enhanced funding of the Food Stamp Workfare.
