HomeMy WebLinkAbout961280.tiff MINUTES WELD COUNTY COUNCIL June 5, 1996 Windsor Town Hall Tapes #48A96, #48B96 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Windsor Town Hall, 301 Walnut Street, Windsor, CO, Wednesday, June 5, 1996, 7:30 p.m. ROLL CALL: The meeting was called to order by Vice President Pam Malcom. The following members were present, constituting a quorum of the members thereof: Councilman Ralph Campbell and Councilwoman Judy Curtis. President Stephanie Hayward and Councilman Jim Gardner were excused. Also present were: County Planner Shani Eastin, Joe Plummer, Dennis E. and Gloria Kane, Wayne Miller, Sharon Dunn, and the Council secretary. APPROVAL OF MINUTES: Councilman Ralph Campbell made a motion to approve the May 1, 1996 meeting minutes. The motion was seconded by Councilwoman Judy Curtis and approved unanimously. ADDITIONS TO THE AGENDA: Councilman Ralph Campbell asked that the recommended 10% decrease in the County budget be added to the agenda. GUEST SPEAKER AND PUBLIC COMMENTS: Vice President Pam Malcom introduced Weld County Planner Shani Eastin. Ms. Eastin explained the background of the newly-adopted Weld County Comprehensive Plan. She defined urban growth boundary areas, and talked about the coordination of planning between the County and municipalities. Ms. Eastin also stated the Planning Department's desire to be available to help citizens of the County with their planning concerns. She emphasized that Planning Department personnel welcome questions and requests for information from all Weld County citizens. The public comments and questions to Ms. Shani covered the following topics: urban growth boundary areas, septic guidelines, Northern Colorado Regional Planning Study, Windsor's proposed annexation, and water/sewer sources for proposed annexations. Citizens complimented the Weld County Commissioners and the Weld County Planning Department for the way they have worked with the Town of Windsor over the years. The quarterly meetings between the two entities had been beneficial. r Dil I h I9(p 961280 County Council Minutes June 5, 1996-Page 2 APPOINTMENTS: President Stephanie Hayward will be attending a Pre-budget meeting with Don Warden on June 12, 1996. CORRESPONDENCE: The correspondence was reviewed by the Council. COORDINATOR REPORTS: No coordinator reports were given. UNFINISHED BUSINESS: Setting of Commissioners' Salaries Vice President Pam Malcom opened the floor for public opinion on the setting of County Commissioners' salaries. Public comments favored the proposed pay increase of Commissioners' salaries to $48,000 for the years 1999 and 2000. Weld citizens complimented the County Board of Commissioners on their dedication and long hours given to serve the County. Councilwoman Judy Curtis asked if any stipends were paid to the County Commissioners from other boards that they serve. Airport Authority Councilwoman Judy Curtis suggested that she and Vice President Pam Malcom attend the June 27, 1996, 3:00 p.m. Airport Authority meeting to express the Council's concerns to the Authority. Windsor Harvest Festival Parade Gloria Kane told the Council about Windsor's Harvest Festival Parade and urged the Council to participate in this its 75th anniversary. July 4 Stampede Parade Council members discussed the type of parade vehicle that would best accommodate the Council and its guests on July 4. Each Council member was going to seek an appropriate vehicle. Vice President Pam Malcom designated President Stephanie Hayward to supply sun screen, Gatorade, and cups for the Council's parade entry participants. Councilman Jim Gardner was designated to prove a large water cooler, with water and ice, and a waste container to be on the July 4 parade vehicle. The Council discussed providing transportation from the end of the parade route back to participants' vehicles. It was decided to check if the County van would be available to ferry participants from the County's "0" Street parking lot to and from the parade. Signs for use on the parade vehicle were discussed. Vice President Pam Malcom is to order signs stating: Weld County Council's 20th Anniversary 1976-1996 Authors of the Weld County Home Rule Charter Former County Council Members. County Council Minutes June 5, 1996-Page 3 Councilwoman Judy Curtis suggested ordering hats for the Council's parade participants imprinted with the Weld County Council's anniversary dates. NEW BUSINESS: Payment of the Bills Councilman Ralph Campbell made a motion, seconded by Councilwoman Judy Curtis, the following bills be paid. The motion carried unanimously. The work session will be in room 350 in the Centennial Center if possible. Ten Percent Decrease in County's 1997 Budget Councilman Ralph Campbell initiated discussion about the proposed 1997 County budget guideline of a 10% reduction across the board. He said that the County Council has the most control of the use of taxpayers' dollars in setting elected officials' salaries. In keeping therefore, with the 1997 budget guideline, Councilman Campbell stated that the Council could conform to this guideline by cutting all elected officials' salaries by 10%. The Commissioners could in turn, pass the 10% salary cut along to all Department Heads. Councilman Ralph Campbell voiced concern that the Council had been asked to reduce its 1997 budget to a level 10% lower than its 1996 budget. This is unnecessary because in his 6-year tenure on the Council, the Council has always returned taxpayers dollars back to the general fund. A further concern of Councilman Campbell is that the Council's budget is not flexible in personnel or office expenses. Therefore, the pattern has been to subtract increased operating expenses and budget reductions from the Council's professional services line County Council Minutes June 5, 1996-Page 4 item. The result of this is that the Council will have little or no monies available to audit any County operation as mandated by the Home Rule Charter. Secretarial Research Requests Application for the LaSalle Days Parade is to be returned by Friday, June 28, 1996. The Council told the Council secretary to follow Weld County procedure to clear the Council office of the excess answering machine and transcriber foot units.
