III: STATEMENT OF NEED
DACONO PUBLIC LIBRARY
Dacono is a very small rural community, and its residents usually travel to Longmont, Denver,
or Boulder for employment. One service the library does provide for these commuters is access
to a good supply of current, unabridged books on tape. The library participates in the audio
cooperative program sponsored by the High Plains Regional Library Service System, which
makes available to isolated towns the latest titles on audiocassette at a fraction of the purchase
cost. Truckers and farmers are particularly demanding of this collection in Dacono, and they
often wait at the door of the library in anticipation of the new titles as the packages are rotated.
Twelve "packages" of audio books are rotated among participants, and added to annually so each
library, by the time a package makes a full circuit, receives almost twice as many titles as the
prior time it was sent to the community. Every library contributes $500 each year to increase
the collection and replace damaged cassettes.
Dacono loans its materials freely to any person or library making a request. While walk-in
borrowing by non-residents is fairly common, interlibrary loan is not. This is a condition which
is of concern to the librarian. Dacono is a Colorado Library Card participant.
The automation project is still a priority in Dacono. Library Director Susie Whiteford and staff
are nearly finished with the preparation of the shelflist, begun with last year's County
Equalization funds. A software program entitled CALICO has been identified as affordable,easy
to use, and capable of producing records to be loaded for access through ACLIN. A number of
very small libraries will be installing it, or something very much like it, in response to:
a. local users' need for efficient utilization of existing collection on site
b. recently approved STRATEGIES 2000
c. anticipated STANDARDS FOR PUBLIC LIBRARIES (now in draft format), and
d. anticipated requirements for inclusion in State-wide Funding for public libraries
program.
Purchase price for all appropriate modules of CALICO is approximately $1,000, $692 of which
will come from County Equalization funds.
WINDSOR-SEVERANCE LIBRARY DISTRICT
The Windsor-Severance community has shown extremely strong support for its library, both in
usage statistics and the overwhelming majority vote in last year's local library bond issue. The
electorate approved the funding for a new facility and an increase in the library's operating
budget. The well-planned and managed growth of the library, its collection, and its services will
make it a real showcase.
While a significant number of WSLD residents commute to their work sites and may use the

library in that city, a growing percentage rely on Windsor as both the economic and employment
center. The local schools and library factor heavily in what is fast becoming an enviable quality
of life.
Because the library offers the depth and breadth of collection, users expect of it and the staff
services usually associated with larger libraries... and that includes efficient interlibrary loan. The
staff is expert in the use of ACLIN, interne, and other on-line tools. Document delivery is
provided by fax and courier. WSLD plans to use $1,192 to continue participation in the High
Plains Courier, which serves as a link between and among the libraries in Colorado.
At present, the library collection is accessed on-site via a Library Corporation Circ/PAC system.
The Staff and Board are eager to include the holdings on ACLIN and are awaiting an appropriate
grant opportunity to finance the project. Timing has also been a factor; the primary goal of the
library for the past several years has been the election and building (along with, of course,
maintaining consistently high service levels). Once operations and collection have been
transferred to the new facility, including the records on ACLIN will rise in priority.
Windsor-Severance Library District is a Colorado Library Card participant.
WELD LIBRARY DISTRICT
The Weld Library District branches and members have recently completed a long range planning
process, incorporating input from staff, residents, and community leaders. Although the final
document centered on facilities planning, it was evident that respondents to surveys and
participants in focus groups were oftentimes unaware of the services currently provided by
libraries with the District.
In an effort to maximize cooperation among and between the District and the member libraries
and their municipalities, the District staff and Board have met with the city councils in each
community. A formal letter of agreement is being required of each library, outlining
responsibilities and roles. In addition to that document, another important product of the round
of visits is the two-way communication which resulted between the Library District and the City
Councils. In almost every case, the council representatives were unaware of the range of services
offered by the District, branches, and members.
A public relations person is being recruited by the District (32 hours per week), to embark on
a campaign to heighten resident's awareness of existing services, and facilitate two-way
communication during the District's campaign for growth. All the members and branches of
Weld Library District have agreed to spend the majority of their County Equalization grant to
fund several of the projects anticipated to come from this new staff member's work.
Exact plans are unavailable for actual products; since the ads for the position are just now being
placed,the person probably won't be on board until early January. While current staff have some

ideas regarding specific outcomes, the community information person will have the greatest
responsibility in formulating a plan. Current ideas include brochures, posters, ads in the local
newspapers, a video, and information mailed to residents. It is hoped that the new staffer will
bring fresh concepts and approaches to the District.
This cooperative project is also significant in that it marks one of the first times all the members
and branches of the District have pooled grant money for one venture. In the past, they each
purchased items or services which were quite willingly shared. This PR campaign and its
financing was seen to be of benefit to all, and the cost is to be shared by all. The members
voted to budget $7,126 to fund the production of materials in support of the community
information campaign.
All the WLD branches and members contribute their records to the shared DYNIX database. As
that project grows, other databases have been added for all to use, including a locally produced
index to the Greeley Tribune, and a link to other regional libraries. The librarians all recognize
the importance and efficiency of shared knowledge, and will use the remainder of the County
Equalization grant to purchase and mount other information on that network. The exact title or
titles have not yet been determined by the group, but they will complete the task before March
1, 1997. Preliminary guidelines include the purchase of full text access, probably information
based rather than fiction or leisure, and it will not be game or entertainment oriented. SIRS is
at this point the front runner.
Again, this cooperative purchase is a show of planned,joint activity, where the money is being
used to its greatest advantage, with territoriality taking a back seat.
The Weld Library District is a Colorado Library Card participant.
All three entities are working toward shared resources and expertise, for the benefit of their
patrons and all library users in the county. People will have expanded access to existing
collections and acquired information. And the path to enhanced cooperation has been cleared,
which has the potential to further enhance user services.
