RE: Request to locate whip antennas: USR-796, U.S. West/New Vector Group
USR-859, AT&T
USR-915, Denver Cellular Telephone Co.
Dear Mr. Dunlap:
Thank you for your letter dated February 7, 1997, in which you requested the addition of three whip
antennas(approximately six feet in height,2.6 inches in diameter)to three existing towers in Weld County.
The Department of Planning Services reviewed your request and offers the following comments:
USR-796 was approved in 1987 for a site located in part of the NE4NE4 of Section 21,TSN,R67W in Weld
County. The permit allowed a guyed microwave tower 290 feet in height including a prefabricated utility
building.
USR-859 was approved in 1988 for a site located in part of the SW4 of Section 35, T4N, R68W in Weld
County. The permit allowed a radio relay facility including a 9,000 square-foot garage and additional
propone tank on an existing, nonconforming tower site. Since the approval date, the addition of seven(7)
whip antennas to the tower and the placement of an equipment cabinet on the site have been allowed as not
a substantial change to the use by staff.
USR-915 was approved in 1990 for a site located in part of the NW4 of Section 23, T2N, R66W in Weld
County. The permit allowed the location of a 175-foot high tower with equipment shelter on the site.
So long as the three proposed whip antennas do not exceed the existing tower heights,the Department of
Planning Services'staff does not consider the addition of the whip antennas to each tower, as identified
above, to be a substantial deviation from the permitted Special Review uses.

Any proposed future expansions or additions to these tower sites should also be reviewed by Weld County
to determine compatibility with the existing Special Review permits.

Re: Notification to Weld County of adding three whip
antennas to the Communication Facilities at lone,
Johnstown and Mead.
Dear Mr. Goransen:
In 1994 the Messaging Division of AT&T Wireless Services acquired two nationwide narrowband
PCS licenses. AT&T Wireless Services proposes to bring two-way paging to its' customers before
the end of 1997. In order to accomplish this AT&T Wireless Services proposes to locate this paging
system on many of its' existing cellular sites. By locating at existing Communication Facilities, AT&T
can utilize their existing towers and equipment buildings thus minimizing impacts to the county yet
still being able to provide this service in a timely manner. No additional ground space will be
required since the electronic equipment associated with the two-way system can be located in the
existing equipment buildings.
On each of the three tower sites in Weld County, it will be necessary to ovate■ree.3)-rhip

specification sheet for the model of antenna to be utilized. These antennas will not exceed the
existing tower height. If the antennas are placed at the top, they are capable of functioning very well
in an inverted position.
