TO THE BOARD
The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Hudson Town Hall Tuesday, September 15, 1998, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Judy Curtis. Vice
President Dan Oster, Councilman Ralph Campbell, Councilwoman Pam Malcom, and
Councilman Al Roberts were present, constituting a quorum of the members. Also
present: Frank Stewart, Dave Malcom, Ruth Stewart, Aaron Sanchez, Irene Lucero,
David Calvin, George Hall, Jack Cochran, William Morton, Carol Brantner, Gene
Brantner, Tim Erickson, Judy McGill, Peggy Sumrow-Davis, Neal Aspey, Sharon
Hopper, Dwaine Kurt, Mr. Meisinger, Janet Meisinger, Rob Masden, Laura Robertson,
Don Litton and the Council secretary, Bev Thomas.
PUBLIC COMMENT:
Setting Elected Officials' Salaries
President Judy Curtis welcomed the meeting visitors and encouraged them to present
their ideas and concerns to the Council. Citizens spoke to the Council about the
Council's responsibility to set Weld County elected officials' salaries. Citizens shared
criteria that they thought should be considered in setting salaries. The Council was
asked what the Weld County Finance Director said about the County's ability to pay its
elected officials higher salaries. It was emphasized by citizens and Council members
that salaries must be set by the office and not by the personality of the current office
holder. County constituents encouraged Council members to set aside any personal
agendas in setting the salaries. Citizens expressed their concern that Weld County pp,,tua4
officials are paid the lowest of all Colorado Class I counties. The majority of citizens br 4425144449n1

encouraged the Council to reconsider and raise the salaries that had been set at the
August Weld County Council meeting. Citizens asked for the criteria the Council used
to set elected officials' salaries.
p ` ' Council members presented their reasons for voting as they did on elected officials'
014oI(6 salaries at the August Council meeting. Councilman Ralph Campbell restated the
Council's approval of Sheriff Jordan's managing of the Grover Rodeo.
Gravel Pit Trucks Creating Dangerous County Roads
Sharon Hopper wanted the Council to be aware of the problems created by the truck
traffic generated because of nine gravel pits in the Rinn area. She had already talked
to the Weld County Commissioners regarding the problems. She was concerned that
no one was taking responsibility for monitoring the truck traffic. Ms. Hopper reported
that Weld County taxes are being spent to repair a County bridge on Weld County

Road 20 1/2 that did not need repair before these trucks were using it. Sharon Hopper
said that she had been told that a stop sign would not be put at Weld County Road 7
and Weld County 20 1/2 until there were serious accidents at the intersection.
Councilman Roberts asked if the gravel companies have been charged impact fees for
improvements on Weld County Road 7 and Weld County Road 20 %. Councilwoman
Pam Malcom and President Judy Curtis said that the Health Department could be
contacted about the dust created by the truck traffic. Councilman Al Roberts said that
the State Patrol could be contacted about the possibility of the trucks being overweight.
Petitioning on Ballet to Run for Weld County Council
Janet Meisinger reported to the Council that she believes that she correctly petitioned
to run for the Weld County Council, and was amazed that a small group of people
control who gets on the ballot. She said that her rights had been violated and no one
cares about that. She presented a Statement of True Facts regarding her experience
with the Weld County Clerk and Recorder to the Weld County Council.
Sharon Hopper thought that there had been changes on the petition of John Folsom
and his petition was accepted by the Weld County Clerk and Recorder. Councilman
Roberts asked Ms. Hopper if she would get a copy of the Meisinger and Folsom
petitions for him.
Cost of Printed Information from Weld County Clerk to the Board
Tim Erickson said in the early 1990s he stood next to a Greeley Tribune reporter who
received free printed information from the Clerk to the Board's office. Mr. Erickson had
to pay the County for the identical documents. He urged the Council to chastise
someone about the Greeley Tribune receiving free printed information when private
citizens have to pay for it.
APPROVAL OF MINUTES: Councilman Al Roberts made a motion to approve the
August 18, 1998 meeting minutes. Councilman Ralph Campbell seconded the motion
and it was approved unanimously.
ADOPTION OF RESOLUTIONS: Councilman Roberts made a motion that no salaries
be set tonight and that setting salaries be continued at the next Council meeting.
Councilwoman Pam Malcom seconded the motion and called for the vote. Vice
President Oster called for a roll call vote. The motion carried with Vice President Oster
voting no.
ADDITIONS TO THE AGENDA: There were no additions to the agenda.

APPOINTMENTS: Councilman Roberts will try to attend the October Elected Officials
Meeting.
CORRESPONDENCE: Councilwoman Pam Malcom and Councilman Roberts agreed
that the letter from Dave Malcom listed on the agenda should be moved from Inter-
County Correspondence to Non-County Correspondence.
COORDINATOR REPORTS: There were no coordinator reports.
UNFINISHED BUSINESS:
Potential Conflict-of-Interest Letter from Commissioner Harbert
President Judy Curtis said that due to the lateness of the hour the potential conflict-of-
interest letter from Commissioner Harbert will be continued to the next Council meeting.

Vice President Oster seconded the motion and it carried unanimously.
Write-In Candidates for Weld County Council
Weld County's Home Rule Charter is silent on the matter of write-in candidates.
However, since 1996 Colorado Revised Statutes require filing an affidavit 64 days prior
to election in order to have write-in votes counted for nonpartisan elections.
ADJOURNMENT: The meeting was adjourned at 10:50 p.m..

County Council Adjusts Elected Officials Salaries
At the October 20 meeting of the Weld County Council in Greeley, CO, the
Council set the salary of the Weld County Sheriff at $64,000 for the years 1999, 2000,
2001 , and 2002. Salary for Weld County Commissioners was set at $56,000 for the
years 2001 and 2002. The Council set the salaries for the Weld County Assessor,
Clerk and Recorder, Coroner, and Treasurer at $56,000 for the years 1999, 2000,
2001, and 2002.
Since March the Council has considered criteria for use in setting these salaries.
Council members gathered information about salaries of elected officials in Colorado,
shared together information they had received individually from citizens about salaries,
and heard citizens speak on the subject at County Council meetings.
The Weld County Council is charged with the responsibility to set salaries for the
County's elected officials by Weld County's Home Rule Charter.
