ANNEXATION IMPACT REPORT
MARGIL FARMS
JULY 10, 1997
•
A. Please see the attached MARGIL FARMS Concept Sketch Plan and supporting maps for
the following information:
• Present and proposed boundaries of the municipality in the vicinity of the proposed
annexation.
• The present streets, major trunk water mains, sewer interceptors and outfalls, other
utility lines and ditches, and the proposed extension of such streets and utility lines in
the vicinity of the proposed annexation.
• The existing and proposed land uses pattern in the areas to be annexed.
B. The Town will forward a copy of the annexation agreement upon review.
C. Several utility providers will be involved in providing the Margil Farms Annexation with
utilities. United Power Inc.,will provide electric service, Little Thompson Water District
will provide water service, US West will provide telephone service,Public Service will
provide natural gas and it is served by the Berthoud Fire Protection District. The Town
of Mead will provide sanitary sewer service and street maintenance. The Weld County
Sheriff under contract with the Town of Mead will provide police protection.
D. Financing of the municipal services within the area to be annexed will be addressed in an
annexation agreement between the applicant and the Town of Mead. The annexation
agreement is currently under negotiation and is not available at this time.
E. The Margil Farms Annexation is within the following districts:
• Aims Junior College
• Berthoud Fire Protection District
• Northern Colorado Water Conservancy District
• Weld County Library
• St. Vrain—Left Hand Water Conservancy District
• Little Thompson Water District
• St. Vrain School District RE1J
• Weld County Reorganized School District Re5J
F. The property is located in both the St. Vrain School district RE1J and the Weld County
Reorganized School District Re5J. Depending on the density and absorption rate at
which the Margil Farms Annexation is developed, it is estimated that a 20 year build out
would have between 600 and 880 dwelling units made of a combination of single, multi-
family and retirement units along with Commercial/Industrial and transitional uses. It is
therefore anticipated that the annexation could impact the schools with approximately
123 K-12 students within the next 5 to 7 years. These students will appear over a period
of several years and would be split between the two school districts as follows:
5-7 Years Re5J students REIJ students Total
(.350) K through 5t 23 42 65
(.140) Middle School 9 17 26
(.170) Sr. High School 11 21 32
(.660) Total Children 43 80 123
It is therefore estimated that the full impact could eventually be split as follows:
20 Year build out Re5J students RE1J students Total
(.350) K through 5th 90 170 260
(.140) Middle School 36 68 104
(.170) Sr. High School 44 82 126
(.660) Total Children 170 320 490
