Subject: MUD District arterial roadways
Ladies and Gentlemen:
The Outline Development Plan of the recent "The Shores" annexation to the Town of
Firestone has made it, again, obvious the lack of a plan to coordinate future arterial street
alignments in the MUD District. In this case, WCR11 extends from the south Weld County
line continuously to WCR24, and then continues from north of St. Vrain Creek to SH66.
However the plan for The Shores interrupts this alignment, providing only for curvilinear local
streets and in addition an intervening lake in the subdivision. Once these streets and the lake
are in place, the opportunity will be lost for a needed through north-south arterial between I-
25 and WCR13 to serve development in the area. Intentionally, I make no mention of the
projected Del Camino Parkway, as at this time it appears that this road will dead end at the
Frederick Town limits because of lack of planning coordination with that Town.
In the County's Planning Services response to the Firestone Referral, I don't recall seeing any
mention of the future arterial problem at The Shores. Neither, does the Tri-Town-County IGA
project directly, specifically, address the continuous arterial street issue.
Other potential problem roads are WCR22, west of 1-25, and the need for at least one north-
south arterial across St. Vrain Creek between WCR1 and WCR7 [extension of WCR3-1/2 is
already blocked south of SH119 by the recent Vista development]. In addition, the CDOT
plan for improvements to I-25 should be altered to provide for underpasses to accommodate
all the east-west roads on the one mile County road grid. This is all based on the suspect
assumption that arterials will not be required to serve future development any closer than at
one mile intervals. This problem is not confined only to the MUD District as is evidenced by
the failure to align new streets between Firestone and Frederick. Even the purported
cooperation between Dacono and Frederick at the intersection of the entrance to The Glens
and SH52 would seem to be the result of a CDOT requirement.
It would be hoped that County government's reluctance to use its power of eminent domain
to provide ROWs for future arterials will not, in the future, prove costly to rectify, or,
alternatively, be a major detriment to traffic circulation "down the road".
