WELD COUNTY COUNCIL
January 3, 1996

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter at the Weld County Centennial Center, 915 10th Street in
Greeley, Colorado, Wednesday, January 3, 1996, 7:30 p.m.
ROLL CALL: The meeting was called to order by President Jim Gardner and the
following members were present, constituting a quorum of the members thereof: Vice
President Stephanie Hayward, Councilwoman Judy Curtis, Councilman Ralph
Campbell, and Councilwoman Pam Malcom.
APPROVAL OF DOCUMENTATION: Vice President Stephanie Hayward moved to
approve the December 6, 1995 meeting minutes. Councilwoman Pam Malcom
seconded the motion, which carried unanimously.
Councilwoman Pam Malcom made a motion to approve the January 3, 1996 Report to
the People. The motion was seconded by Vice President Stephanie Hayward and the
motion carried unanimously.
ADDITIONS TO THE AGENDA: Mileage expense for Councilwoman Judy Curtis was
added to Payment of the Bills. An educational class for Councilman Ralph Campbell
was added to New Business.
APPOINTMENTS: President Jim Gardner and Councilwoman Pam Malcom will try to
attend the January 8, 1995 Elected Officials Meeting.
Councilwoman Judy Curtis will represent the Council on KFKA's "Coffee Break"
January 16, 1996.
Vice President Stephanie Hayward and Councilman Ralph Campbell will be attending
the February 6, 1996 Planning Commission Luncheon and speaking for the Council.
PUBLIC COMMENTS: Third grade students from Mrs. Hannapel's class at Wm. Butler
Elementary School in Ft. Lupton were at the meeting. They presented to the Council
their case for naming the Hair Streak Butterfly the Colorado State Insect. Councilman
Ralph Campbell made a motion that the Council pass a resolution stating: Whereas,
the Weld County Council by a unanimous vote, agrees with the students of the third
grade of Butler Elementary School of Ft. Lupton, Colorado; and, whereas, we wish to
express our gratitude to the students of Butler Elementary School for enlightening the

County Council about the Colorado Hairstreak Butterfly. Now therefore, be it resolved,
that the Weld County Council recommends that the State of Colorado officially adopt
the Colorado Hairstreak Butterfly as the Colorado State Insect. Councilwoman Judy
Curtis seconded the motion and it carried unanimously. It was decided that the
resolution should be sent to Mrs. Hannapel's class, Governor Romer, Representative
Steve Ruddick, and Weld County Legislators.
OLD BUSINESS:
Customer Service Project
Vice President Stephanie Hayward reported that she had talked with Dr. Kling at the
University of Northern Colorado about a student-conducted survey for the Council. She
emphasized the importance of the Commissioners supporting a customer service
project. President Jim Gardner suggested that Council members talk to the
Commissioners about a customer service project at the January 8, 1996 Elected
Officials Meeting.
County Council's 20th Anniversary
The Council discussed highlighting the Council's 20th anniversary in conjunction with
activities later in the year. A summer reception, as was held for prospective Weld
County Council candidates in the summer of 1994, was considered. The July 4th
Stampede Parade and a luncheon for new and outgoing elected officials were also
suggested.
Communications Advisory Board Meeting
Council members attending the January 23, 1996 Communications Advisory Board
meeting was discussed. Councilman Ralph Campbell and Councilwoman Judy Curtis
will try to attend this meeting. The Council secretary should send a letter to the
Communications Advisory Board stating the Council members will be attending that
meeting.
County Policy RE: Conflict of Interest
Vice President Stephanie Hayward expressed her frustration that there had not been
closure on this topic after the Council's September 5, 1995 meeting with County
Attorney Bruce Barker.

NEW BUSINESS:
Election of 1996 Council Officers
President Jim Gardner asked for nominations for 1996 Council President. Councilman
Ralph Campbell nominated Vice President Stephanie Hayward. Councilwoman Pam
Malcom seconded; Vice President Stephanie Hayward was elected Council President
by unanimous vote.
President Hayward asked for nominations for 1996 Council Vice President.
Councilwoman Judy Curtis nominated Councilwoman Pam Malcom for 1996 Vice
President, and Councilman Ralph Campbell seconded the motion. Councilwoman Pam
Malcom was elected Vice President unanimously.
Mr. William Southard
Mr. William Southard spoke to the Council regarding the Council's powers and duties
as outlined in Section 13-8-6 of the Home Rule Charter. He requested that the Council
review and make a report about his concerns as to the efficiency and responsiveness
of Weld County government. Specifically he addressed the County's planning, zoning,
and inspection functions. He expressed his concern that the historical background of
the development of the County is being ignored, and that there are abuses by the
"planning bureaucracy."
Councilman Ralph Campbell and Mr. Southard discussed ideas about how government
could become more efficient rather than to establish more bureaucracy.
Title Companies' Concerns with Recording Department
Representatives from four local title companies presented their concerns regarding the
need for TIMELY information from the County Recording Department. Title company
representatives agreed that before the County's new equipment the information title
companies need, and pay for, was available within two or three days. Now it is two
weeks for the public to get the same information. The title company personnel
complimented the hard working Recording Department staff, and said that probably the
County staff needed more help. It was said that the County staff needs to be asked
what help they need to be able to have public information available quickly.
Councilman Jim Gardner said that he would visit with County Clerk and Recorder
Tsukamoto about these concerns, and initiate setting up a problem-solving meeting.

Coordinator Assignments
The following Coordinator Assignments were made for Council members for 1996:
President Hayward - Department of Finance, Central Purchasing, and Personnel
Vice President Malcom - Department of Public Works
Councilwoman Judy Curtis - Department of Planning Services
Councilman Ralph Campbell - Department of Health Services
Councilman Jim Gardner - Department of Human Services
Payment of the Bills
The following bills were unanimously approved for payment following a motion made by
Vice President Pam Malcom, and seconded by Councilman Jim Gardner:
Nelson Office Supply - $28.95
President Jim Gardner 1995 Mileage - $8.00
Councilman Jim Gardner 1996 Mileage - $8.64
Councilman Ralph Campbell 1996 Mileage - $11.88
Councilwoman Judy Curtis 1996 Mileage - $22.68
Council's 1996 Meeting Dates and Locations
Councilman Jim Gardner made a motion that the 1996 Weld County Council meetings
be held the first Wednesday of each month. Councilwoman Judy Curtis seconded, and
the motion passed. The Council secretary is to reserve the first floor meeting room in
the Centennial Center for the meetings until other locations are arranged. The
locations for the 1996 meetings will be decided at the February 1996 meeting.
Procedure for Public Comments at Council Meetings
A procedure for public comments at County Council meetings was discussed. It was
decided that anyone could request to be added to the agenda any time. The format of
the agenda will be researched by President Stephanie Hayward and discussed at the
next meeting. Councilman Ralph Campbell made a motion that the following policy be
adopted: Each individual, or group of individuals, is allowed a ten-minute period in
which to address the County Council on a topic that is not on the Council's agenda.
Please be aware that the Council may not be able to address the topic today. If the
Council is unable to do so, the matter will either be referred to staff or scheduled for a
work session. Public input on any topic shall be limited to ten minutes with a five
minute question and answer period. Councilman Jim Gardner seconded the motion
and it passed.

Parliamentary Procedure
President Hayward said that this would be discussed at the next month.
Educational Class for Councilman Ralph Campbell
Councilman Ralph Campbell requested the Council pay for him to attend a $250
Customer Service class at Aims College. The purpose of him attending would be to
gather information for the Customer Service Project that the Council is researching.
Councilman Jim Gardner made a motion, seconded by Councilwoman Judy Curtis, to
pay for Councilman Ralph Campbell to attend the Aims class. Councilman Gardner
said that it was important for Council members to use every means to broaden their
knowledge on topics about the County Council and County government.
Secretarial Research Requests
President Hayward and Vice President Pam Malcom requested copies of the contracts
between the County and The Villa.
Procedure for making secretarial research requests was discussed. Council members
agreed that if a secretarial request was made that had not been approved at a Council
meeting, the item should be put on the next agenda. It was agreed that Council
members could make requests from the Council secretary regarding topics previously
discussed at a meeting. The secretary would deal with such requests as time permits.
Evaluation of Council Secretary
President Hayward thought the entire Council should do the secretary's evaluation.
Councilman Ralph Campbell felt that it was important that the Council secretary have
an opportunity to provide feedback to the Council in the evaluation time. The Council
asked the secretary to bring five copies of the evaluation form to the Council's February
meeting.
Public Announcements on Channel 22
The Council would like to use Channel 22 to advertise its meetings if there is no
charge.
COORDINATOR REPORTS:
Councilman Jim Gardner and Councilman Ralph Campbell reported on their research
regarding the questions raised by Mr. and Mrs. Hopper at the December 1995 Council

meeting. Councilmen Gardner and Campbell said that they would be contacting the
Hoppers with the results of their research.
ADJOURNMENT: The meeting was adjourned by President Stephanie Hayward at
10:55 p.m.
