SUBJECT: USR-1210; Cattleman's Choice Loomix, LLC
The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Site Specific Development Plan and the use by Special Review Permit.
1. WCR 15:WCR 15 south of State Highway 60 is designated on the Weld County Transportation Plan
Map as a local paved road and is maintained by Weld County.
A. I performed a site investigation on December 7. The circle drive has brick pillars with
wrought iron gates. The north gate is closed and locked. The applicant should utilize one
access onto WCR 15. The southern access to the property provides access to an additional
house. The rear gate stops circulation throughout the property and justifies two accesses
onto WCR 15 from this parcel. The distance between the two residential access points is
220 ± feet.
2. Off-Street Parking: It appears that between seven and ten employees will be accommodated.
3. Site Circulation: The applicant is indicating there will only be four to six semi truck deliveries
annually. The rear gate could be opened to accommodate these vehicles. UPS and Federal
Express will deliver and pick up freight weekly. The circulation appears to be adequate.
4. Storm Water Drainage: The applicant is indicating there are no new structures proposed. The site
is surrounded with pasture and lawn and garden areas which will accommodate runoff from existing
structures. All accesses from WCR 15 to the parcel have existing culverts in place.

The Weld County Health Department has reviewed this application. We have compiled
numerous recommended conditions and standards. We have attempted to simplify our referral
by separating the proposed conditions into conditions of approval and development standards.
The following are recommended to be conditions of approval:
1) The septic system serving the structure identified as the "primary house" in the application
materials will be used as a business office with 7 to 10 employees. The septic system shall
be reviewed by a Colorado Registered Professional Engineer. The review shall consist of
observation of the system and a technical review describing the systems ability to handle the
proposed hydraulic load. The review shall be submitted to the E.P.S. Division of the W.C.
Health Department. In the event the system is found to be inadequately sized or constructed
the system shall be brought into compliance with current Regulations.
2) The applicant shall submit a manure and waste water management plan to the Weld County
Health Department for review and approval. The plan shall describe how manure generated
on the property will be handled, removed, and disposed. The plan shall also describe the
fate of any precipitation that comes into with manure or feed.
3) The applicant shall submit a nuisance control plan to the Weld County Health Department
for review and approval. The plan should describe how the facility intends to minimize and
control flies, odor, and dust generated on the facility.
The following are recommended to be development standards:
1) The applicant has indicated that the structures identified as the "carriage house" and the
"large metal building" will eventually be served by miming water. If water is piped into
these structures, the applicant must obtain septic permits, from the Weld County Health
Department, for any structure where people live, work, or congregate and insure that the
structure contains an adequate, convenient, sanitary toilet and sewage disposal system in
good working order.

2) The applicant shall remove, handle, and stockpile manure from the livestock area in a
manner that will prevent nuisance conditions. The manure piles shall not be allowed to exist
or deteriorate to a condition that facilitates excessive odors, flies, insect pests, or pollutant
runoff. The surface beneath the manure storage areas shall be of materials which are
protective of State waters. These areas shall be constructed to minimize seepage or
percolation of manure contaminated water. In no event shall the facility impact or degrade
waters of the State in violation of the Confined Animal
Feeding Operations Control Regulation (5 CCR 1002-19).
3) All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
4) No permanent disposal of wastes shall be permitted at this site.
5) Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
6) Fugitive dust shall be controlled on this site.
7) The maximum permissible noise level shall not exceed the residential limit of 55 db(A) as
measured according to 25-12-102, Colorado Revised Statutes.
8) Adequate toilet facilities shall be provided for the public and employees.
9) The applicant shall comply with the Confined Animal Feeding Operation Regulations
(SCCR 1002-19).
10) If applicable, all pesticides, fertilizer, and other potentially hazardous chemicals must be
stored and handled in a safe manner. Reference 25-8-2-505.5 Colorado Water Quality
Control Act and Rules and Regulations thereof.
