HomeMy WebLinkAbout951816.tiff MINUTES WELD COUNTY COUNCIL July 5, 1995 Tape #32-95 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at the Windsor Town Hall, 310 Walnut, Windsor, CO, July 5, 1995 at 7:30 p.m. ROLL CALL: The meeting was called to order by President Jim Gardner, and the following members were present constituting a quorum of the members thereof: Vice President Stephanie Hayward, Councilwoman Pam Malcom, Councilwoman Judy Curtis, and Councilman Ralph Campbell. Also present were: County Commissioner Dale Hall, Windsor's Recreation Director Ruth Ann Sampson, Windsor's Mayor Pro Tem Bob Frank, Carolyn Bulthary, and the Council secretary. APPROVAL OF DOCUMENTATION: Councilwoman Pam Malcom moved to approve the minutes of the June 13 and 16 meetings. Councilwoman Judy Curtis seconded; the motion passed. The draft of the 1995 Second Quarter Report to the People was discussed. Councilwoman Judy Curtis moved to adopt the Report to the People as amended. The amendments were to change new release to news release; alter the sentence about The Loveland Reporter Herald to read: "It was voted to cancel the subscription to The Loveland Reporter Herald as citizens at the meeting advised the Council that it printed little Weld County news." Councilwoman Pam Malcom seconded the motion and it carried. ADDITIONS TO THE AGENDA: Councilwoman Judy Curtis wanted to add to the agenda the matter of law enforcement presence at the Grover Rodeo. Councilwoman Pam Malcom added under Payment of the Bills, a bill for the Council banners. Vice President Stephanie Hayward wanted to add to Secretarial Research the originating date of the Weld County Council. APPOINTMENTS: The July 12, 1995 Elected Officials' Meeting had been postponed due to the Commissioners' involvement in a Land Use Hearing. The July 18, 1995 KFKA Coffee Break was discussed. Councilwoman Judy Curtis said that she would participate in the July 18th Coffee Break. Vice President Stephanie Hayward committed to be at the September 19, 1995 Coffee Break. PUBLIC COMMENTS: President Jim Gardner introduced guest speaker Commissioner Dale Hall who had been invited to speak about Weld County's Trail System. He explained the Trail Master Plan System and the progress toward its completion. He spoke about the different entities in the area committed to the System and grants that have benefited it. Commissioner Hall welcomed questions and open spaces and buffer areas were also discussed. The Town of Windsor's Recreation Director, Ruth Ann Sampson, shared information regarding the activities that Windsor is pursuing related to the trail system. Questions about parking and law enforcement during the Greeley Stampede were discussed. frir- 951816 County Council Minutes July 5, 1995-Page 2 OLD BUSINESS: How to Get Revenue Apart from Property Taxes Councilwoman Stephanie Hayward asked that this item be continued to a later meeting. Governors Task Force on Agricultural Lands-Survey Each Council member will be responsible for returning their copy of the survey directly to the State. Speaker at Ft. Lupton, August, 1995 Council Meeting President Jim Gardner reported that he had invited Clerk and Recorder Suki Tsukamoto to speak at the Ft. Lupton Council meeting about her improvements to the Clerk's office and how she is improving the South County office. Council members spoke about the need for clearer communication between and Clerk and Recorder's office and citizens seeking information from that office. Specifically, the apparent need for, perhaps printed check lists, to simplify citizens complying with requirements to get license plates or to participate in referendums or initiatives. This discussion raised the question of having complaint/how are we doing-type forms in County offices. Commissioner Dale Hall said that in the County offices that the Commissioners are in charge of there are "How Are We Doing?' forms available to the public. Councilman Ralph Campbell suggested that the Council might encourage such forms to be available in the offices of other elected County officials. Concerns Regarding Law Enforcement at Grover Radio Councilwoman Judy Curtis and President Jim Gardner relayed the complaints they had received from citizens about what they perceived as an excessive law enforcement presence at the Grover Rodeo. Councilwoman Stephanie Hayward had questions about the expense to Weld County to provide all the Sheriff Department personnel, and the criteria used by the Sheriff Department to send so many personnel to this event. Council members wanted to know the timing of any meeting that was going to be held regarding the Grover issues. Commissioner Dale Hall noted that the Commissioners' Regional Meeting with citizens had been pre-set for Grover in July, and Sheriff Jordan had been invited to go with the Commissioners to that meeting. Payment of the Bills President Jim Gardner added to his reimbursable expenses for a total of $121.45. Councilman Ralph Campbell submitted expenses for $32.50. Councilwoman Pam Malcom added the final Purchase Order for the Council banners totaling $96. Secretarial Research Requests The Council secretary will telephone the Governor's Advocacy Line and request a copy of Senate Bill 205. Council members requested that the secretary research the twentieth anniversary date of the Weld County Council. An open house by the Council for its 20th anniversary was mentioned. A copy of the Council's proposed 1996 Budget was given to each Council member. Councilwoman Stephanie Hayward requested that the Council be informed of the Council's budget hearing date before the Commissioners. County Personnel has said that the current classification status of the Council secretary does not require an employee evaluation. The Council members said that once a year would be ample to do an evaluation of their employee. Joshua Cablevision and TCI Cablevision are included on the Commissioners' media list, but not on the County Council's media list. The Council wanted the two Cablevision stations to be added to its media list. Councilwomen Curtis and Malcom will handle Council messages while the secretary is out of town.
