RE: APPROVE CONTRACT MONITORING AGREEMENT CONCERNING PAC AND
FAMILY SUPPORT PROGRAM FUNDS WITH ANDERSON AND WHITNEY, P.C.,
AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a Contract Monitoring Agreement,
concerning contracts with Alternative Homes for Youth, Catholic Charities, and the Weld County
Division of Human Services, between the County of Weld, State of Colorado, by and through
the Board of County Commissioners of Weld County, on behalf of the Department of Social
Services, and Anderson and Whitney, P.C., with terms and conditions being as stated in said
agreement, and
WHEREAS, after review, the Board deems it advisable to approve said agreement, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Board of Social Services, that the Contract Monitoring
Agreement, concerning contracts with Alternative Homes for Youth, Catholic Charities, and the
Weld County Division of Human Services, between the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Department
of Social Services, and Anderson and Whitney, P.C., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of October, A.D., 1996.

MEMORANDUM

To: Weld County Social Services
Re: Contract Monitoring
This is a summary proposal to provide additional monitoring procedures for contracts issued
from Placement Alternative Commission and Family Support Program funds to Alternative Homes for
Youth, Catholic Charities, and the Weld County Division of Human Services.
The scope of the procedures will be similar to the contract monitoring performed in conjunction
with the 1995 County audit and will include on-site visitations, exit conferences with County personnel,
written comments, etc. We anticipate using staff experienced in these procedures.
We estimate that our procedures will require 40-50 hours per agency. Our hourly rates for the
staff involved average $50, for a total of$2,000-2,500 per agency, plus mileage if travel is required
beyond the Greeley area. Should our hours be less than our estimate, the actual amount will be billed.
If additional hours are required, we will discuss the circumstances with you before proceeding.

Enclosed for Board approval is a Contract Monitoring Agreement between the Weld County
Department of Social Services and Anderson & Whitney, P.C.
The purpose of the letter agreement is to provide contract monitoring with three contractors of the
Weld County Department of Social Services. These three contractors are Alternative Homes for
Youth (Family Preservation Program), Catholic Charities (Family Support Program), and the Weld
County Division of Human Services (Family Support Program).
It is anticipated that a maximum of $7,500 will be provided to Anderson & Whitney for this service.
