CCI supports vigorous promotion of the 15 North American Free Trade Agreement Emphasis should be given to transferring research 16 that would enhance the competitive position of Colorado agriculture products including access 17 to telecommunications. 18 • Telecommunications 20 21 CCI should actively promote the improvexrrsn of telecorm mications and technology 22 advancements in rural counties. Improvements it telecommunications and technology am 23 . essential .for the continued quality of life and economic survival of rural counties. 24 TELECOMMUNICATIONS PROVIDERS SHOULD BE ENCOURAGED TO ENTER 25 INTO RURAL MARKETS THAT LACK THE POPULATION DENSITY OF AN 26 URBANIZED AREA TO PROVIDE GRADE OF SERVICE AND EQUAL ACCESS TO 27 ALL C ITIZLNS OF COLORADO. 28 The challenge faced by rural counties, rurally those that are agricultural in nature,is to find 29 the solution to achieving profitability in an envaomn ntally benign system that minimizes the 30 use of our natural resources base. Without a profit, agriculturists do not have the resources to 31 improve their stewardship of the land,water and other resources. This will require new and/or 32 additional science and technology applications and managerrrnt systems. 33 34 THE MODERNIZATION OF TELECOMMUNICATIONS SERVICES WILL CALL FOR 35 THE DEVELOPMENT OF A UNIFIED AND COHERENT TELECOMMUNICATIONS 36 SYSTEM VITAL TO COLORADO'S COUNTIES. CCI ENCOURAGES AND 37 SUPPORTS THE DEVELOPMENT OF A COHERENT, BROAD-BASED, STATEWIDE 38 TELECOMMUNICATIONS POLICY WHICH DELIVERS AN AFFORDABLE GRADE 39 OF SERVICE, STATE-OF-THE-ART COMMUNICATION SYSTEM TO ALL OF 40 COLORADO'S Li i Lc tNS.
