RESOLUTION OF RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS
Moved by Ann Garrison,that the following resolution be introduced for passage by the Weld County Planning
Commission. Be it resolved by the Weld County Planning Commission that the proposed amendment be
recommended favorably to the Board of County Commissioners for the following reasons:
The Planning Commission recommends that Potential for Impact to Wildlife Habitat map found on page 1 of
Colorado Division of Wildlife, House Bill 1041. Significant Wildlife Habitat Maps.Weld County, Colorado, July
1996 replace Important Wildlife Habitat Areas Map 5 of the Weld County Comprehensive Plan. Staff requests
this amendment to the Comprehensive Plan for the following reasons:
1. The existing wildlife habitat map is in need of revision as proposed. The proposed map was produced
in 1996 by the Division of Wildlife. The new map, when used in conjunction with the reference
materials recommended for acceptance by the Board,will provide the user with improved graphics and
more detailed information regarding sensitive wildlife areas in Weld County.
2. The proposed amendment will be consistent with existing and future goals, policies and needs of the
County.

The Chairman asked the applicant if they agreed with the Department of Planning Services' staff
recommendation, conditions of approval and development standards. Mr. Foster said yes. Gloria Dunn
reiterated that if the Special Review permit is approved,the landscape plans will need to be approved by the
Department of Planning Services.
Fred Walker moved Case Number USR-1139, SBA of Denver, Inc., for Sprint Spectrum L.P., be approved.

Amendment to the Weld County Comprehensive Plan 147-J
PLANNER: Gloria Dunn
Gloria Dunn presented a brief summary of the proposal and entered a favorable recommendation from the
Department of Planning Services into the record as written. Ms. Dunn explained that the Important Wildlife
Habitat Areas Map 5, dated approximately 1987, does not have a lot of detail. For example, it does not give
an orientation of the location of the wildlife habitat areas in relation to concentrations of population or county
roads. The proposed map, Potential for Impact to Wildlife Habitat, found on page one of Colorado Division
of Wildlife. House Bill 1041,Significant Wildlife Habitat Maps.Weld County, Colorado,July 1996, is up to date
and graphic.
The second page of the map book illustrates Weld County land use, and the remainder of the book gives
specific data on selected species sampled or observed in Weld County. Ms. Dunn explained that this
document, along with Colorado's Little Fish Book, are to be used as reference or backup material when
interpreting the Potential for Impact to Wildlife Habitat map.
The Department of Planning Services'staff recommends approval of this amendment to replace the existing
Important Wildlife Habitat Areas Map 5 with the map title Potential for Impact to Wildlife Habitat. The staff is
also requesting that the remainder of the documents be accepted into the record for reference purposes in
interpreting the new map.
Ann Garrison questioned the location of the swift fox habitat on the map. It was determined there was a color
reproduction problem on the books distributed to the members.
Cristie Nickles stated the map incorrectly identified the gravel road north of Briggsdale as State Highway 392.
This is actually County Road 390.
Marie Koolstra stated the map shows State Highway 66 as running north and south rather than east and west.
Gloria agreed that it is misleading because the highway is identified vertically instead of horizontally.
Gloria asked the members of the Planning Commission if they wanted the Department of Planning Services
to bring back the maps for further review. Ann Garrison stated she didn't want to see the map again,she just

Attached are two documents published by the Colorado Division of Wildlife. On January 21, 1997, the
Planning Commission agenda will include a request to amend the Comprehensive Plan 147-J. Staff
will recommend that the existing map (contained in the appendix of the Comprehensive Plan) which
illustrates important wildlife habitat areas of Weld County be replaced with the map found on page
one (1) ("Potential for Impact to Wildlife Habitat) of the document titled Significant Wildlife
Habitat Maps.
Staff will recommend that the remainder of the two documents be accepted into the record for
reference purposes in interpreting the new map.
Please bring these books to the January 21 hearing, as it will be necessary for staff to collect and
retain them for the planning department library. Thank you.

The Weld County Planning Commission will hold a public hearing on Tuesday, January 21, 1997, at 1:30 p.m.
for the purpose of considering an amendment to the Comprehensive Plan (147-K).
Proposed change: Replace Weld County, Colorado, Important Wildlife Habitat Areas Map 5 with Colorado
Division of Wildlife, Weld County, Colorado, 1996, Potential for Impact to Wildlife Habitat Map found on Page
1,of Colorado Division of Wildlife, House Bill 1041, Significant Wildlife Habitats Maps,Weld County, Colorado
July 1996.
The public hearing will be held in the Weld County Commissioners' Hearing Room, First Floor, Weld County
Centennial Center, 915 Tenth Street, Greeley, Colorado. Comments or objections related to the above
request should be submitted in writing to the Weld County Department of Planning Services, 1400 N. 17th
Avenue, Greeley, Colorado 80631, before the above date or presented at the public hearing on January 21,
1997.
Copies of the proposal are available for public inspection in the Department of Planning Services, 1400 N.

Dear Monica,
In accordance with House Bill 1041 The Division of Wildlife has
mapped significant wildlife habitats for Weld County Colorado using
the Wildlife Resource Information System (WRIS mapping) . The
purpose of the WRIS maps for Weld County is to assist your agency
and other interested persons with planning, for land use in a manner
that will have the least negative impact to Colorado's wildlife
resource.
These maps have been provided to your agency to be used as needed.
The Division of Wildlife- authorizes the Weld County Department of
Planning Services to reproduce the maps as necessary for use in
land use planning. The only stipulation for reproduction is that
the Division logo and narrative box must be included on any copy.
At this time the WRIS maps are not protected by copyright. This
may change in the near future, however. I will notify your
Department of any change in copyright status.
Please feel free to contact me at 352-2143 if you need
clarification on issues surrounding your authority to provide
copies to other parties.
Once again, We appreciate the effort you've made in helping us
complete this project! I'll be in touch on the final approval
