DETAILED DESCRIPTION OF OPERATION A. Type of proposed use * Confined cattle feeding operation. B. Proximity of use to residential structures * Two residences are located immediately north of the feedlot pens ana are owned and occupied by the applicant. * Three residences are located south of the feedlot slightly less than 1/4 mile. * Three residences are located approximately 1/4 mile east of the feedlot. C. Number of shifts and number of employees * Normal cattle-feeding operations consist of day-time operations ( i . e. one shift) . * The entire farming and feeding operation utilizes 8-12 employees. The operation is family owned and operated. D. Number of users, patrons, members, buyers or visitors designed to accommodate * This operation is not intended to accommodate visitors other than cattle buyers, feed sales and related ousiness persons during the normal course of operations. E. Types and numbers of animals at any one time * 4, 000 head of cattle. * The operation is currently in the business of raising Holstein calves and feeders. p'. Operating and processing- equipment * Feeder trucks, loaders and feed handling equipment. • 0. Structures * The only structures, except for the corrals themselves, are typical farmstead buildings, barns, sheds, etc. • 360880 . H. Vehicular traffic and access * Vehicular traffic consists of feed trucks, livestock trucks and trailers, pickups. * Aproximately once per week, semi truck and trailer traffic for feed delivery or livestock hauling. * Daily feed truck traffic. * Annual loader and manure truck traffic for pen cleaning. * Daily pickup traffic by owners, employees and feedlot business vendors. * The access is from County Roao 62 via the driveway along the west entrance to the farmstead and feedlot. 1 . Domestic sewage facilities * Each of the two farmstead residences have individual septic tank and leach field facilities. J. Size of stockpile, storage or waste areas * Manure wastes/ fertilizer is kept within each pen and stockpiled as necessary until it can tie spread for crop fertilizer. * Feed storage is located adjacent to the pens south of the small pens and north of the main feedlot area. * Liquid waste runoff from the pens is collected by storage lagoons and pumped onto fields with irrigation water to supplement nutrients for crop production. K. Method and schedule of debris, junk and waste disposal * All manure is recycled as fertilizer and not disposed as waste material. * Debris, junk and solid wastes are collected and transposed to approved solid waste disposal facilities. 960850 use - - - ' w- +. Landscaping * Landscaping consists of typical farmstead trees and windbreaks. * There are no existing or proposed landscape plans for the feedlot area itself since the farmstead is north of the pens and provides excellent screening from County Road 62. N. Reclamation procedures * If the feedlot use were ever to be discontinued permanently, the corrals could be dismantled and converted to fields for crop production. 0. Need for proposed use * This is a family—owned and operated business which provides the economic livelihood for several families (owners and employees) . * It is a farming and feeding operation with crops consisting primarily of corn and alfalfa. * The crop=_ are raised +or animal +eeo. * The dairy animals are raised +or future sale to ano use oy dairy farmers in the neignbornood for milk production. F. Fire protection measures * There is little to no fire danger t❑ the feedlot pens because of their concrete and metal construction. * Farmstead +ire protection is similar to all -other rural properties and businesses in the vicinity east and north of Greeley. 96088 4. The use is consistent with uses presently existing in this area. B. Consistent with intent of the district * This is an agricultural use/business in an agricultural district. C. Compatible with existing surrounding land uses * The entire surrounding area consists of identical land uses, i . e. farming and livestock feeding operations. A few miles to the west are large feedlots. There are several small feeding operations within a two to three mile radius. There are some rural acreages but no rural subdivisions located in the area. D. Conserve productive agricultural land * The feedlot itself is located and sized not to interfere with existing irrigation patterns. The operation is well-integrated with crop production, fertilization an❑ irrigation practices. E. Compatible with future development * It is not expected that any municipality will impact this part of the county by growth. Continued agricultural uses in the surrounding area will result in no negative impacts. • -960880 F. Floodplain, geologic hazard, airport overlay * The area is not located in a fl000plain, geologic hazard or Weld County Airport Overlay District area. G. Health, Safety and Welfare * Since this operation is located in an agricultural and rural area and is consistent with other uses in the area, ' there are no anticipated negative impacts to neighbors nor the County with respect to health, safety and welfare. Health and safety concerns are addressed by compliance with State and County environmental regulations. The volume of runoff from a 25-year 24-hour storm of 3 . 0 inches, using SCS runoff curve 90 ( 1 . 98 inches of runoff) results in a total volume of 94, 363 cubic feet for your 4, 000 head feedlot . 2 . This volume of water (approximately 95, 000 cubic feet) is equivalent to 0 . 969 inches (or approximately 1 inch depth) of water over 27 acres . 3 . Since alfalfa may be irrigated three to five times per season with 3 to 6 inches of water per application, the runoff containment volume can easily be applied during the irrigation season. 4 . State regulations require that runoff detention facilities be de-watered within 15 days after a major runoff event to regain the detention volume for a second storm. Since corn, alfalfa and other feed crops can be irrigated at least this frequently, the 27 acres can easily handle the contained feedlot runoff water. 5. The feedlot runoff water can be blended with ditch water for most irrigations during the growing season. 6. Alfalfa at a 4-ton-per-acre yield utilizes the following amounts of nutrients per acre: 180 pounds N 18 pounds P (= 40 pounds P205) 150 pounds K (= 180 pounds K2O) 960880 PAGE 2 Feedlot runoff is composed of the following : 4 pounds/1000 gal . - N 9 pounds/1000 gal . - P.O,, 5 pounds/1000 gal . - K.O 7 . The runoff detention facilities total volume is 95, 000 cubic feet or 712, 500 gallons . Total nutrient quantity is : 2, 850 pounds N 6, 412 pounds P20., 3, 562 pounds K,O 8 . 27 acres of alfalfa utilizes the following : 4, 860 pounds N 1, 080 pounds P,O,, 4, 860 pounds K .0 9. These calculations show that 27 acres of alfalfa can fully utilize the nutrients N and K,O from a 25-year 24-hour runoff event . The crop cannot use the amount of P,O, contained in the same volume of runoff. Once every 25 years, there may be excess P,O,, for a normal crop on the 27 acres . However, most years, there will be far less than the 95, 000 C . F. (712, 500 gallons) of runoff water available . Also, the nutrient waste concentrations used in these calculations are for beef animals . This feedlot raises primarily young dairy animals; the nutrient (P,05) quantity is 4 pounds/1000 gallons, rather than 9 pounds/1000 gallons for beef . In this case, an alfalfa crop can use much of the nutrient on just 27 acres . It is important to note that phosphorus is not very soluble in water and readily fixates to soil and organic matter. So even though a particular crop may not fully use all the available phosphorus, very little, if any, will reach the groundwater . In summary, 27 acres is more than adequate land for feedlot runoff irrigation for your feedlot and the stormwater runoff associated with the design storm. 960880 PAGE 3 . For most years, when the runoff water volume is far less than the 25-year design storm runoff, an alfalfa crop can fully utilize the -nutrients contained in the stored feedlot runoff water . Design and operation standards 45. 1 Livestock Confinement Operations. 45. 1 . 1 The operation is located more than 50 feet from any State or Federal highway right-of-way. 45. 1 .2 Manure is stockpiled in the feedlot pens - and applied to adjacent farmland at recommended rates for crop fertilization and soil improvement. 45. 1 .3 Rodents and insects are controlled as needed in accordance with procedures specified by chemical products and with good "housekeeping" practices. 45. 1. 4 Concrete aprons exist adjacent to all feedbunks and water tanks. 45. 1. 5 industrial loaders are used to clean manure from the pens and to eliminate low areas where stormwater may accumulate. 45. 1.6 Although there are no rivers, streams or lakes adjacent to the feedlot, drainage facilities exist to collect runoff from the feedlot area. The water is then pumped and applied to cropland for its nutrient value. The applicant is in the process of designing and upgrading the runoff control system to insure that it meets Colorado Department of Health, Water Quality Control Division, Confined Animal Feeding Operations Control Regulation 4.8.0. Improvements are planned to continue to divert uncontaminated stormwater runoff around the feedlot area. All stormwater and drainage in contact with feedlot manure will continue to be directed to collection areas. Small collection facilities used in conjunction with larger bermed areas will meet the 25-year, 24-hour runoff event criteria in the regulations. Pumping capacity will enable the full capacity of • the control facility to be regained within the 15-day requirement. 960880 6.
