RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT #1184 FOR AN
AGRICULTURAL SERVICE ESTABLISHMENT (AN EQUINE BREEDING, BOARDING,
AND TRAINING FACILITY) IN THE A (AGRICULTURAL) ZONE DISTRICT - J. FRANK
AND MARIAN HOBBS
A public hearing was conducted on July 15, 1998, at 10:00 a.m., with the following present:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tern
Commissioner George E. Baxter

Commissioner Barbara J. Kirkmeyer

The following business was transacted:
I hereby certify that pursuant to a notice dated June 10, 1998, and duly published June 24, 1998,
in the Platteville Herald, a public hearing was conducted on July 8, 1998, to consider the request
of J. Frank and Marian Hobbs for a Site Specific Development Plan and Special Review Permit
#1184 for an Agricultural Service Establishment (an Equine Breeding, Boarding, and Training
Facility) in the A (Agricultural) Zone District, at which time said matter was continue to July 15,
1998. At said hearing on July 15, 1998, Lee Morrison, Assistant County Attorney, made this a
matter of record. Scott Ballstadt, Department of Planning Services representative, presented the
favorable recommendation of the Planning Commission for the record, as well as the proposed
Conditions of Approval and Development Standards. He stated the City of Fort Lupton and Town
of Firestone, surrounding municipalities, have reviewed the proposal and indicated they have no
conflicts. Responding to Commissioner Kirkmeyer, Mr. Ballstadt stated 40 animals will be allowed
at this location; however, the applicant has indicated there is no intention of having that many
animals. He further stated Development Standard #4 is a standard used for this type of facility in
the past. Sheble McConnellogue, Health Department, explained for Commissioner Hall that all
properties are required to control runoff and stockpiling of manure. Frank Hobbs, applicant,
indicated his agreement with the Conditions of Approval and Development Standards as proposed.
There was no public testimony given. Commissioner Kirkmeyer moved to approve the request of
J. Frank and Marian Hobbs for a Site Specific Development Plan and Special Review Permit#1184
for an Agricultural Service Establishment (an equine breeding, boarding, and training facility) in the
A(Agricultural)Zone District, based on the recommendations of the Planning staff and the Planning

Commission, with the Conditions of Approval and Development Standards as entered into the
record. The motion was seconded by Commissioner Hall, and it carried unanimously.
This Certification was approved on the 20th day of July, 1998.
