Explain,in detail,the proposed use of the property. The property,5617 Ute Lane in the Arrowhead subdivision,has and will continue to serve as my residence. All activities associated with the property where the proposed building will be located will be for my personal use only. Consistent with Arrowhead covenants,no business or business activities will be operated out of my residence. 2. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan. Use allowed by special use permit. 3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and zone district in which it is located. My understanding of the ordinance in question is to prevent large buildings from being constructed in subdivisions for business or commercial applications. The purpose of my proposal is to allow an oversized building to be constructed on my property. The building's purpose will be for personal use, primarily for storage of my boat and vehicle and provide an area for my woodworking. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with the surrounding land uses. The proposed structure is located within an agricultural subdivision. There are existing structures located within the subdivision exceeding the 1500 square foot limitation specified by the ordinance in question already. Their uses are primarily for vehicle storage and horses or livestock barns,however they are all for personal use. There are no commercial activities associated with them or allowed by the subdivision covenants. The purpose of my proposed building will be similar to the existing buildings located within the subdivision. The building will be for personal uses,primarily boat storage and woodworking. 5. Describe,in detail,the following: a. How many people will use this site? I will be the only person using the site. b. How many employees are proposed to be employed at this site? Not applicable. There will be no business operations and/or commercial activities on the site. c. What are the hours of operation? Not applicable.There will be no business operations and/or commercial activities on the site. d. What type and how may structures will be erected(built)on this site? One,all steel,building will be erected on this site in addition to the existing house. The proposed building will be the only structure added to the site at this time. An existing storage shed, originally used for livestock by the previous owners, will be leveled to make room for the proposed building. e. What type and how many animals,if any,will be on this site? One large dog(pet)is currently on site and will continue to be on the site. f. What kind(type,size,weight)of vehicles will access this site and how often? The vehicles using the site will be my personal vehicles. The vehicles include: 1953 GMC'Vs ton pick up,approximately 4500 pounds 1990 GMC'/2 ton pick up,approximately 4500 pounds 1992 Chevrolet K1500(Full size)Blazer,approximately 4500 pounds 1992 Lund Pro Angler fishing boat, 17'long,approximately 2000 pounds The vehicle traffic to the proposed building will minimal(four times or less per week). QUES11ONAIRE.DOC 10/1/1998 1 990215 g. Who will provide fire protection to the site? Currently,the Milliken Fire Department provides fire protection for the subdivision. h. What is the water source on the property? (Both domestic and irrigation). The domestic water is supplied by the city of Evans. There is no irrigation water supplied to the property. The proposed building will not require any water supply. i. What is the sewage disposal system on the property? (Existing and proposed). The present sewage system is a septic tank for the house. The proposed building will not need any sewage disposal system. j. If storage or warehousing is proposed,what type of items will be stored? The items stored in the proposed building include any combination of the vehicles mentioned above(50. Various woodworking tools and equipment,small amount of lumber,and other miscellaneous tools and equipment associated with a woodshop and garage. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal Presently,there are no plans for landscaping. A row of trees may be added in the future along the north end of the property to hide the proposed building from the neighboring properties. The area immediately in front of the overhead doors will be a gravel road base extending to the existing dirt/gravel access road located on the west edge of the property. The pasture area on the property is currently a mix of rye grass and weeds. After construction is completed,buffalo grass will be planted in place of the rye grass and weeds. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. There are no present reclamation plans. 8. Explain how the storm water drainage will be handled on the site. The storm water drainage will be handled as it's handled.today. The present water drainage is gravity flow from the back(north)of the property to the front(south). The property has approximately a 2% grade for drainage. From the front of the property,water flows east along the roadway(Ute Lane). 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. The current starting dates are not defined pending the outcome of the special review process. The initial plans called for construction of the foundation to begin October 1, 1998. Building construction would have been started November 1, 1998. The construction would have been completed by December 31, 1998. Landscaping,if any,would have begun in the spring of 1999 and be completed by August 1999. I expect to need one month to get the foundation constructed and two months to erect the building. The landscaping will be completed as time permits. 10. Explain where storage and/or stockpile of wastes will occur on this site. Waste oil from the vehicles will not be stored on site. The oil has and will continue to be disposed of at an oil recycling facility. Waste from the woodshop(Sawdust,wood shavings,scrap lumber,etc.) will be stored inside the building and disposed of as necessary.
