WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
November 16, 1999, 6:30 p.m.
ROLL CALL: The meeting was called to order by President Dan Oster. Councilman
Dwaine Kurtz, Councilman Rob Masden and Councilwoman Joyce Smock were
present, constituting a quorum of the members. Vice President Al Roberts was
excused. Also present: Linda Piper and the Council secretary, Bev Thomas.
GUEST SPEAKER: Weld County's Director of the Area Agency on Aging, Linda Piper,
was the guest speaker. She explained that Weld County has sponsored the Area
Agency on Aging since 1980, but the agency's funds are primarily from the federal
government. The Board of County Commissioners appoints a seventeen-member
Area Agency on Aging Advisory Board that decides, with the Agency Director, how the
federal monies are spent.
Ms. Piper said that the agency's three principal mandates are 1) Resource
Development (looking at the needs and directing funds to them 2) Coordination
(coordinating services with various agencies and avoiding duplicating services) 3)
Advocacy (working with elected officials, state legislators, and with individuals -
particularly those in nursing homes.)
Ms. Piper reviewed programs and services administered or contracted by the Area
Agency on Aging including: senior centers, the senior nutrition program, case
management, the ombudsman program, home health care, senior legal services, peer
counseling and mental health, Meals on Wheels, adult day care, senior transportation,
health clinics, and employment. It is estimated that one-fourth of Weld County's 20,000
seniors are touched weekly by some aspect of the Area Agency on Aging.
APPROVAL OF MINUTES: Councilman Dwaine Kurtz made a motion to approve the
October 19, 1999 Council minutes. The motion carried.
ADDITIONS TO THE AGENDA: The December Council meeting agenda was
discussed.

CORRESPONDENCE: The Council reviewed the correspondence.
COORDINATOR REPORTS:
Emergency Operations Center Training Session
Councilman Dwaine Kurtz reported on an Emergency Operations Center Training
Session he had attended focusing on preparation for Y2K. Councilman Kurtz
recommended that the Council schedule a presentation in the year 2000 on the subject
of emergency preparedness. He suggested that the presentation include a review of
the Emergency Operations Center during the transition to January 2000.
UNFINISHED BUSINESS:
Coroner's Office Update
Councilman Rob Masden and President Dan Oster reported that their conversations
with Weld County Coroner Scott Anthony indicated citizens' concerns were being
addressed.
Clerk and Recorder's Office Follow-up
The Council discussed the content of its August 11 letter to the Ms. Tsukamoto and the
best way for the Council to follow through on its review of the Clerk and Recorder's
Office. President Dan Oster, Councilman Roberts, and Councilwoman Joyce Smock
were assigned to proceed with this matter.
Wording of Report to the People
Councilman Dwaine Kurtz will work with the Council secretary on a proposed revision to
the Council's Report to the People format. It was noted that the Council's website
address needs to be included on the Council's stationery.
NEW BUSINESS:
Procedure for Election of Year 2000 Council Officers
The Council will elect its officers for the year 2000 at its January 2000 meeting as per
the Home Rule Charter, Article XIII, Section 13-4-(1.)
