THE DUST HAS BEEN A TREMENDOUS PROBLEM ON WCR 17 AND AT TIMES YOU CAN
HARDLY BREATHE. THIS IS THE MAIN CONCERN FROM THIS RESIDENCE AND WOULD
LIKE TO REQUEST THAT SAND LAND/VARRA COMPANIES PROVIDE A WAY THAT THE
POLLUTION BE CONTROLLED WITH EITHER A WATER TRUCK OR PREFERRABLY THE
ROAD IN FRONT OF THIS RESIDENCE BE OILED AM)TRAFFIC BE CONTROLLED.
WE ALL HAVE TO MAKE A LIVING AND THE WORK IN THE AREA IS GROWING AND KNOW
THAT THIS PROJECT WILL ADVANCE IN PROGRESS, SO WE ARE ASKING THAT YOU
PROVIDE MINIMAL PROVISION TO CONTROL THIS MATTER BY OILING THE ROAD AS
OFTEN AS NECESSARY TO CONTROL THE DUST PROBLEM.

LANDSCAPE PLAN for the Kurtz Resource Recovery and Land Development Project -
Sand Land, Inc. - USR 1219
Concurrent reclamation is directed at stabilizing all affected lands with a
predominantly native grass mixture, as provided for in the USR and DMG permits, and
included as an addendum with this submittal. The species of grasses vary in season,
height, form, function and color to provide benefits of long term site stability and cover
for wildlife.
Berms will be established to better mute audible and visual impacts of the
operation. During operations, a simple berm up to seven (7) feet in height, and a
minimum of 100 feet in length, will boarder the Northern boundary of the Caretaker
house, owned by the applicant, located in the NorthCentral portion of the residential
property excepted out of the permit boundary. This berm will be grassed only.
Along the Northern boundary of the property, immediately South of Highway 66,
a two rail white pvc fence will be erected from just East of the Town of Firestone
easement to the Eastern limit of the property next to the Ralph Nix property. At the
planned access location at Highway 66, the fence will enter the property apx. 100 feet
where it will meet a gate. Trees and shrubs will be established at 100 foot intervals along
the length of the fence, except where it intersects the planned dimensional berm.
Across from the Wilson property, a dimensional berm will be constructed as it is
intersected by the two rail fence. By dimensional, the height and properties of the
berm will vary to give it depth when viewed from the Wilson Residence {refer to Exhibit
C-1: Pre-Mining Plan Map}. This berm will be planted to the approved seed mixture,
but will be enhanced with diverse mature vegetation of 1-1 to 0-5 native stock of shrubs
and trees.
Trees and shrubs will be planted in random clusters at species appropriate
spacings along the dimensional berm. The plantings are intended to break the view,
not obscure it. Topography of the berm will complement plantings to aid establishment
of the selected native species.
Deciduous natives will be placed along the lower front and front draining slopes
of the berm, while evergreen natives will be placed to the better drained portion of the
lower slope at the rear of the berm, and to aid in limiting any unintended visibility
problems with the adjacent highway. Berm width will vary up to seven (7) feet in
height, 50 feet in width and at a minimum of 200 feet in length.
Fall foliage will direct the balance of color to species selected, preferring the reds
of Rocky Mountain maple, hawthorn and three leaf sumac to clusters of fast growing
aspen. Other native shrubs may be selected, including waxcurrent. The rear will
emphasize Ponderosa pine, broken occasionally by an alternative native evergreen or
deciduous tree. Ground juniper will be placed in a manner to complement each �+
cluster of trees.
The balance of other properties are well guarded by mature vegetation and/or r ,=
substantial distances between any planned activity. Additional plantings of trees, _ ,.
shrubs, or forbs will occur at the discretion of the landowner during site development W
subsequent to extraction and initial reclamation.

DUST ABATEMENT PLAN for the Kurtz Resource Recovery and Land Development
Project - Sand Land, Inc. - USR 1219
1 . Generally, extraction will occur while soil and overburden are moist, not dry.
As extraction depth increases, moisture will increase with decreasing
distance to the natural ground water table.
2. To the extent possible, soil and overburden stockpile(s) will be oriented
parallel to the prevailing winds. Stockpile profiles will be comparatively
gentle with 3h:lv slopes to facilitate seeding for establishment of stabilizing
cover.
3. Water trucks shall be used as necessary to keep all internal access roads
stable during operations. Should vehicles access the location along homes
excepted out of the permit near the center of the property, water trucks
or other dust suppressants will be utilized as appropriate on an as needed
basis.
4. Crushers and screen decks located at this site shall be operated with water
spray bars except when there is sufficient moisture in the materials to
minimize fugitive particulate emissions.
5. Concurrent extraction and reclamation will aid in maintaining the site in
stable condition. Since the topography is flat, internal operations will
generally be below the original ground surface, minimizing detachment
and transportation of particulates due to wind.
6. MSHA regularly inspects operations of this nature for impacts to health,
safety and welfare, including speed, dust, noise, etc.
7. An Air Pollution Emissions Notice has been applied for with the Colorado
Department of Public Health and Environment and will be forwarded to
Weld County Planning upon receipt.

Suggested changes to accommodate access from State Highway 66 or Weld County Road 17.

C. If the haul route is designated to access onto Weld County Road 17, the applicant
shall post adequate collateral and enter into a Road Maintenance and Improvements
Agreement to include the following: (Public Works)
1. The applicant shall upgrade and pave Weld County Road 17 between the
existing access and State Highway 66 (haul route) due to the impact of heavy
truck traffic.
2. The applicant shall pave through both radii at the entrance to the site and
directly south.
3. The applicant shall realign Weld County Road 17 at the approach to State
Highway 66 to 90° to accommodate truck traffic and widening and paving radii
to accommodate turning.
M. If the haul route is designated to access onto Weld County Road 17, the plat shall
be amended to delineate the following:
1. All plats will reflect the new alignment of Weld County Road 17. (Public Works)
2. Weld County Road 17 is designated on the Transportation Plan Map as a local
gravel road, which requires 60 feet of right-of-way at full build out. The plat shall
delineate a total of 30 feet from the centerline of realigned Weld County Road
17 as right-of-way reservation. (Public Works)
3 A cross section of Weld County Road 17 to reflect two 12 foot driving lanes with
a six foot gravel shoulder. Thickness of asphalt shall be determined through
soils investigations. (Public Works)
N. The plat shall be amended to delineate the following:
1. Weld County Road 17 is designated on the Transportation Plan Map as a local
gravel road, which requires 60 feet of right-of-way at full build out. The plat shall
delineate a total of 30 feet from the centerline of Weld County Road 17 as
right-of-way reservation. (Public Works)
2. State Highway 66 requires 150 feet of right-of right-of-way at full build out. The
plat shall delineate a total of 75 feet from the centerline of State Highway 66 as
right-of-way reservation. (Planning Dept.)
The Conditions of Approval will need to be renumbered because of the addition of 2.N.
