Four (4) copies of said map are submitted herewith and • • this reference are incorporated herein. The description of the territory hereby • - • ' e for annexation to the City of Greeley is set forth in Exhibit A attached hereto and incorporated herein by reference. In support of this petition, the Petitioner(s) allege(s) that: 1. It is desirable and necessary that the above-described territory be annexed to the City of Greeley:. 2. The requirements of Section 31-12-104 and.31-12-105 of the Colorado Revised Statutes exist or have been met in that: A. Not less than one-sixth (1/6) of the perimeter of the area proposed to be annexed is contiguous with the City of Greeley. B. A community of.interest exists between the territory proposed to be annexed and the City of Greeley. -. C. The territory sought to be'annexed is urban or will be urbanized•in the near future. D. The territory sought to be annexed is integrated or. is capable of being integrated with the City of Greeley. 3. In establishing the boundaries of the territory proposed to be annexed, no land held in identical ownership, whether consisting of one tract or parcel of real estate or two or more contiguous tracts or parcels of real estate, has/have been divided into separate parts or parcels of real estate without the written consent of the land owner or land owners thereof, except and unless where such tracts or parcels are already separated by a dedicated street, road, or other public way. 4. In establishing the boundaries of the territory proposed to be annexed, no land held in identical ownership, whether consisting of one tract or parcel of real estate or two or more contiguous tracts or parcels of real estate comprising twenty (20). acres or more which, together with the buildings and improvements situated thereon have an assessed valuation in excess of$200,000 for ad valorem tax purposes for the year next preceding the filing of the written petition for annexation,. has/have been included within the territory proposed to be annexed without the written consent of the land owner or land owners. 5. The territory reposed to be annexed does not include any area which is the same or substa the same area in which an election for an annexation to the City of Greeley was held within the twelve months preceding the filing of this petition. 6. The signer(s) of this petition comprise(s) more than fifty percent(50%) of the land owners and owning more than fifty percent(50%)of the property, excluding public streets and alleys, and any land owned by the annexing municipality, and are, in fact, owners of one hundred percent(100%) of the property set forth in Exhibit A attached hereto and incorporated herein by reference. Accompanying this petition are the original and four copies of an annexation plat map containing the following information: A. A written legal description of the boundaries of the area proposed to be annexed. • B. A map showing the boundary of the area proposed to be annexed. C. Within the annexation boundary map, an identification of the location of each ownership tract in u i 1.laded land and, if part or all of the area is platted, the boundaries and the p numbers of plots or of lots and blocks. Also within the boundary map, identification of any special districts the area proposed to be annexed may be part of. D. This Annexation will be north of the Houtchens Annexation and west of the proposed Cedarwoods Annexation. It is approximately 156 acres in size. The existing land use is agricultural. The surrounding land uses are agricultural and R-1 for the proposed Homestead Heights Subdivision. The proposed land use for western half of this annexation will be for approximately 350 single family residential units. A proposed high school is the land use anticipated for the eastern half of this annexation. Utilities are available for this site. Sewer service exists in the Sheep Draw trunk line at the north end of the site and water service is available in 20th street and 71st Avenue. Electrical and gas service is also available. We are looking forward to your approval of this Annexation to the City of Greeley and would be happy to address any questions or concerns you may have regarding any area of this project. The preliminary concept includes manufactured single-family residential housing on the western portion of the property, and a new high school on the eastern portion (approximately 80 acres). COMPREHENSIVE PLAN The site lies adjacent to the City's proposed Mid-Range Expected Service Area, within the boundaries of the Long-Range Expected Growth Area, and outside the Municipal Services Suitability Area. Generally speaking, the proposed land uses will be compatible with existing surrounding land uses both within City limits and in unincorporated Weld County. Under the Land Compatibility section of the Comprehensive Plan, several potential issues arise. According to the Comprehensive Plan Maps, the central portion of the property is identified as a key wildlife area, the majority of the site has slopes between 3% - 15% and the areas outside the draws are identified as prime irrigated farm ground, with high potential as a dry cropland. The site is well-served by transportation services, since designated minor arterial streets (20th Street and 71st Avenue) borders the property to the south and east, and a major arterial street is a Public Service easement away to the west. SURROUNDING LAND USES North - 3 Single-Family Residences, Cropland, Pasture, Oil and Gas Production South - Cropland, 4 Single-Family Residences, East - Cropland, 1 Single-Family Residence West - Overhead Utility Lines, 1 Single-Family Residence, Agricultural Production SURROUNDING ZONING North - County A (Agricultural) South - City R-1 (Single-Family Residential) , County A (Agricultural) East - Existing County A (Agricultural), Proposed Cedarwood Annexation West - County A (Agricultural) ANALYSIS The site constitutes 155.94 acres and is located north of 20th Street west of 71st Avenue and east of 83rd Avenue, north of the existing city limits. The site is fully within the City's Long-Range Expected Growth Area, north of the proposed Mid-Range Expected Service Area, and outside the City's Municipal Services Suitability Area. Within City limits immediately to the south of this site is the proposed Homestead Heights subdivision, which would have 535 single- family residential lots. Undeveloped property within the County exists to the north, while overhead transmission lines are to the west. A proposed annexation is in process to the east and is anticipated to have single-family residences on the majority of that site with the potential for office uses near the intersection of 71st Avenue and 20th Street. The land use envisioned by the applicant for this site, manufactured single-family residences and a high school, appears consistent with City of Greeley Comprehensive Plan policies in that residential development is encouraged to be provided for all income levels. The Comprehensive Plan also encourages residential uses where the slope of the land is up to 15%. The location of this area adjacent to existing and potential residential areas may also be a benefit. The annexation of this site into the city would be consistent with present growth patterns and Comprehensive Plan policies. There is clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this requested annexation.
