RE: SITE SPECIFIC DEVELOPMENT PLAN AND SPECIAL REVIEW PERMIT#1241 FOR A
RECREATIONAL FACILITY (GOLF COURSE) IN THE A (AGRICULTURAL) ZONE
DISTRICT - EATON COUNTRY CLUB
A public hearing was conducted on November 3, 1999, at 10:00 a.m., with the following present:
Commissioner Dale K. Hall, Chair
Commissioner Barbara J. Kirkmeyer, Pro-Tem
Commissioner George E. Baxter
Commissioner M. J. Geile
Commissioner Glenn Vaad
Also present:

Planning Department representative, Kim Ogle
Health Department representative, Sheble McConnellogue
Public Works representative, Don Carroll
The following business was transacted:
I hereby certify that pursuant to a notice dated October 1, 1999, and duly published October 6,
1999, in the Fort Lupton Press, a public hearing was conducted on October 20, '1999, to consider
the request of the Eaton Country Club for a Site Specific Development Plan and Special Review
Permit#1241 for a Recreational Facility (golf course) in the A (Agricultural) Zone District. At said
hearing the Board deemed it advisable to continue this matter to November 3, 1999, at 10:00 a.m.
to allow Department of Planning Services staff adequate time to post a sign on the property.
At said hearing on November 3, 1999, Lee Morrison,Assistant County Attorney, made this a matter
of record. Kim Ogle, Department of Planning Services, presented a brief summary of the proposal
and entered the favorable recommendation of the Planning Commission into the record as written.
Mr. Ogle stated this application is for a 3,000 square foot addition to the existing club house, which
will also provide dining space, updated restroom facilities,golf cart storage, and a larger patio deck.
He stated the Department of Public Works has reviewed the proposal and has indicated that the
existing parking will be adequate. Mr. Ogle gave a brief description of the location of the site,
stated seven of the ten referrals responded in favor of the proposal, and a sign was posted on the
site notifying the public of today's hearing. Mr. Ogle stated this application is in compliance with
the Weld County Comprehensive Plan,Agricultural Zone District,and Zoning Ordinance. He added
the addition is compatible with surrounding land uses, and will not take prime agricultural land out
of production.
John Sohl, Growling Bear Company, represented the applicant and stated this addition will not
negatively impact the community. In response to Chair Hall, Mr. Sohl stated the applicant has
reviewed and agrees with the Conditions of Approval and Development Standards.
No public testimony was offered concerning this matter.

Commissioner Kirkmeyer moved to approve the request of the Eaton Country Club for a Site
Specific Development Plan and Special Review Permit #1241 for a Recreational Facility (golf
course) in the A (Agricultural) Zone District, based on the recommendations of the Planning staff
and the Planning Commission, with the Conditions of Approval and Development Standards as
entered into the record with the deletion of Condition of Approval #3, which is not necessary
because it repeats Condition of Approval#1. The motion was seconded by Commissioner Baxter,
and it carried unanimously.
This Certification was approved on the 8th day of November, 1999.
