HomeMy WebLinkAbout972391.tiff RESOLUTION RE: GRANT REQUEST FROM NORTH AMERICAN RESOURCES COMPANY TO PREADVERTISE SPECIAL REVIEW PERMIT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has received a request from the North American Resources Company, 1223 28th Avenue, Suite 2, Greeley, Colorado 80631, for preadvertisement of an application for Second Amended USR#1002, for a natural gas processing and compressor station in the A (Agricultural) Zone District, and WHEREAS, said property is described as part of Lot A of Recorded Exemption #1474 in the South 'A of Section 11, Township 2 North, Range 66 West of the 6th P.M., Weld County Colorado, and WHEREAS, after study and review the Board deems it advisable to grant said request, with the hearing date to be set as December 10, 1997, at 10:00 a.m. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the request from North American Resources Company for preadvertisement of a Second Amendment for a natural gas processing and compressor station in the A (Agricultural) Zone District be, and hereby is, granted. BE IT FURTHER RESOLVED by the Board that the hearing date to consider said request be, and hereby is, set as December 10, 1997, at 10:00 a.m. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 12th day of November, A.D., 1997. The Planning Commission will consider this second amendment to the Special Review permit on December 2, 1997. A meeting date of December 10, 1997, with the Board is requested. Mr. Crews has outlined the reasons for this request in his letter. The application seeks approval of expansion of the existing plant(16157 WCR 22)to be able to process more gas(including fractionation) -from a current maximum of 25 MMCF/day to 70 MMCF/day. As you may be aware,NARCo recently acquired all of the wells of Vessels Oil and Gas Company in the Denver Basin, and the need to process more gas is critical to NARCo's Weld County operations. The application for the amendment was delivered to the Weld County Planning Department on October 3, but is not scheduled to be heard by the Weld County Planning Commission until December 2. With the normal period between that hearing and the date it would normally come before you, it would be well into January before any approval could be granted. NARCo respectfully requests that you grant preadvertisement to accelerate the hearing date before the Board of Weld County Commissioners to December 10.NARCo believes that this request is supported by the following: 1) Peak gas use occurs during the winter months and it is important both to NARCo and Weld County that as much gas as possible be processed during this period. Each day's delay is another lost opportunity for marketing when operators are able to sell all the gas they can produce providing it can be processed. Construction of the entire expanded facility is estimated to take 180 days from commencement date, but the expansion will be done in stages. At the completion of each stage,more gas can be processed or fractionated than before the addition of the equipment for that stage. By accelerating the hearing date,NARCo will be able to process considerably more gas during the winter months. 2) The plant is located in a very remote area on WCR 22 and it is not anticipated that there will be any objections to the proposed amendment by landowners in the area. As I recall,there were no objections to the original USR or the first amendment of it. 3.) NARCo will be working with Weld County Public Works and other departments to address their concerns prior to the meeting of the Weld County Planning Commission.
