At this time, the Leahy Family Farm, LLC, presented their proposal for a race track to both the Planning Commission and County Commissioners. It was at their direction that they decided what the hours of operation would be for the proposed facility. This case was processed, advertised, and discussed based upon the submittal of information they provided. As you stated, there was discussion concerning hours of operation. The Leahy Family Farm LLC, agreed to maintain the times as established during the hearing process, as a Condition of Approval. The applicant accepted all of the Conditions of Approval and Development Standards, and publicly stated that they would adhere to these conditions. One of the Development Standards, imposes limitations on the hours of operation. The Conditions of Approvals are clear and the applicant agreed to these standards. In order to change these standards, the applicant would need to modify the previous agreement they entered into with the Weld County Planning Commission, Board of County Commissioners, and surrounding neighbors. This information has been explained to the applicant, and the due process afforded to them would entail the pursuit of an amendment to the USR. Thank you for your concern regarding this case. Both of my children compete in the Novice class and have been riding for 3 years. I also ride and am 50+years old. Since we are from Greeley, we consider the Leahy Farm to be our"home" track and it is our favorite track From comments I heard from the Riders/racers that make the rounds to all the Motocross tracks in the state, it is their favorite track, also. You should see the hundreds of participants and fans that truly enjoy this type of event. My kids, boys ages 15 & 17, are so involved in motocross, they don't get into trouble, they don't have time, as they are way too busy racing or practicing or doing school work so they can race the next weekend. I like the control I have over their school work because they are so passionate about racing. I was most surprised to hear a comment from Josh Kellogg. Josh is a Professional rider from Ft. Collins. He is one of, if not the best rider in the State and has raced competitively on the best tracks in the United States with the best riders in the Country. He is truly a Colorado "star", and someone everyone in the sport respects. Anyway, his comment after his first race yesterday, was "This is the best track conditions I have EVER ridden on!". I think that statement fairly sums-up how we all, as racers and supporters, feel about the Leahy's track. Their track is the best because of the efforts the Leahy's put into having a quality place to ride. The entire facility is one that Weld County should support and be proud of It may be difficult for the non-enthusiast to see, but in comparison to the other tracks, the Leahy Family Farm is a place of beauty, with its rolling hills, stream, natural vegetation, and the beautiful flowers and landscaping Mrs. Leahy has planted around the sign-up office. If you haven't been there, you need to go see for yourself. You also should visit some of the other tracks to see the contrast. Leahy's have put a huge financial and emotional investment into their property and it shows!!!! Now, I understand, that you are going to continue to restrict their hours of operation, even though there are no or few complaints. I am at a loss as to why. No other track that I have been to around this State and Wyoming have the type of restrictions the Leahy's do. Ma rider, as with most all of us, we have jobs or school that take up our weekdays, so riding on weekends is our only choice. This 981kz13 is the only track in the state that is not open for practice every weekend. Saturdays are restricted to afternoon only and Sundays are once a month. If they have a sanctioned event on one Sunday, they must remain closed for the other 3 Sundays. It seems to me, that most businesses are open to serve their clients during the times their clients can be best served. To be closed then is death to a business. I have been in banking for over 25 years and have witnessed significant expanded hours in our industry over this period, all for the convenience and demand of the customers we serve. I am sure you have witnessed similar changes in private industry from grocery stores to Self Service Convenience Stores. This may be recreation to me, but to Leahys, it is business, and the only way to survive is to meet or exceed your customer's needs. I, and my family, as with most rider/racers, want the track open at all times there is daylight. In fact, I don't see the fairness of the county restricting their hours in any form-let them set their own hours. If there are complaints, I'm sure they will address them as all businesses are expected to do in order to survive. If it were up to me, I think they should be open dawn to dusk every day, if that is their choice as business owners. I was a supporter of this new recreational facility when it went before the county and through the hearings, I recognize not everyone was in favor of it. Dust and noise seemed to be the overriding complaint by a few and I believe this time restriction was placed to "wait-and-see" if the track would be a problem. Now, that they have been in operation for some time, I still can't address the noise as I have not visited any neighbors, but I can say that dust isn't the issue. I have, many times, approached the track from the north seeing a cloud of dust hanging over the valley, only to find out that the farm to the east is the culprit, not the track, who surely gets blamed for it. If the track was always dry, riders wouldn't consider it "the best conditions." Please consider the wants and needs of those hundreds of people who are paying for the use of it and are very pleased with how the track is operating, not just the few complainers, who will never stop complaining about something.
