Environmental Protection Services has reviewed this proposal; the following
conditions are recommended to be part of any approval:
1. Manure shall be removed, handle, and stockpiled in a manner that will
prevent nuisance conditions. The manure piles shall not be allowed to
exist or deteriorate to a condition that facilitates excessive odors,
flies, insect pests, or pollutant runoff.
2. The facility shall comply with the Confined Animal Feeding operations
Control Regulation (SCCR 1002-19) and the Weld County Zoning Ordinance,
Section 47.
3. All liquid and solid wastes shall be stored and removed for final disposal
in a manner that protects against surface and groundwater contamination.
4. No permanent disposal of wastes shall be permitted at this site.
5. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, blowing debris, and other potential nuisance
conditions.
6. Fugitive dust shall be controlled on this site.
7. The Applicant shall comply with all applicable Rules & Regulations of the
Colorado Division of Wildlife.
8. The maximum permissible noise level shall not exceed the, residential
limit of 55 db(A) as measured according to 25-12-102, Colorado Revised
Statutes.

9. Any existing septic system(s) which is not currently permitted through the
Weld County Health Department will require an I.S.D.S. Evaluation prior to
the issuance of the required septic permit(s) . In the event the system(s)
is found to be inadequate, the system(s) must be brought into compliance
with current I.S.D.-S. regulations.
10. An individual sewage disposal system, is required for the proposed
facility and shall be installed according to the Weld County Individual
Sewage Disposal Regulations. A vault system shall be acceptable. The
system shall be located so that patrons if the site have adequate necess.

This application is for the purpose of a Site Specific Development Plan and a Special Review permit
for an outdoor recreational facility (hunting, fishing, skeet and trap shooting) in agricultural zone.
I have visited the site and have the following comments of the access points.
There are three existing access points from WCR 54 in place. I would like to have the applicant
utilize only one access, preferably the oil and gas tank access. This access is setup to accommodate
vehicles to exit the road and prevent them from being staged or waiting on the road for a gate to be
opened to enter the property. I would like to see the remaining accesses closed permanently.
The applicant is indicating a future clubhouse to be located directly south of the existing residence.
I would like to have this facility utilize the existing residential/agricultural access and not create an
additional access on to WCR 13.

To whom it may concern,
The Division of Wildlife received the packet, submitted to your
agency by Frank Green, concerning the development of his property
for hunting and fishing recreation.
At present this 160 acre parcel is used mainly for livestock
grazing and upland game and waterfowl hunting. In 1995, the owner
began a habitat improvement plan funded by the Colorado Division of
Wildlife CHIPS program. Several shrub thickets were planted on the
property along with a signed contract agreement that the landowner
maintain these trees for a 10 year period. The landowner plans to
continue this program for the next four years.
The landowner is also working with the US Department of
Agriculture, Natural Resources Conservation Service (Wetland
Reserve Program) to improve the wetlands on his property.
I feel that the development of this property by Mr. Green, as
described in the application to your agency, will greatly improve
wildlife habitat and benefit a variety of wildlife in the area.
I appreciate the opportunity to review and comment on this
proposal.
