(B) A copy of the annexation agreement will be forwarded upon review by the Town. (C) The Town of Frederick will not be providing the Kellogg Annexation with utilities. Northern Central Weld County Water District will provide the water taps (see attached correspondence), there will be septic sewer systems for the three initial parcels and the full development will be served by the Saint Vrain Sanitation District, and it will be served by Frederick Area Fire Protection District. U.S. West will provide phone service, United Power will provide electric, and Rocky Mountain Natural Gas will provide gas service. (D) The financing of all utility extensions will be the responsibility of the developer. (E) The Kellogg Annexation is within the following districts: • Northern Colorado Water Conservancy District, • Central Weld County Water District, • Saint Vrain Sanitation District, and • Frederick Area Fire Protection District. Please see the attached letters. (F) Depending on the density at which the Kellogg Annexation is developed, there will be between 30 and 70 single family dwelling units. The property will be served by this District's municipal type collection system and aeriated lagoon treatment plant constructed to Colorado Depanlueant of Health and Environment standards and operated subject to the Colorado Discharge Permit system. This development complies with the District's -Master Plan. A 15-inch trunk line is available down gradient one-half mile west of said property. Development will require off-site construction of 1400 feet of 8-inch sewer line along WCR-11 and 1100 feet of 8-inch and 1600 feet of 10-inch sewer line along WCR-20 to connect. The estimated cost of this line is $137,300. St. Vrain Sanitation District has 1852 SFE (single family equivalent) taps, of which 362 have been purchased, resulting in 1490 available for purchase. These taps are available to referenced property and other eligible properties on a first-cane, first-serve basis. As the present supply of taps is consumed, the District plans to increase the size of its treatment plant to serve 5,555 SFE taps. These additional taps would also be made available on -a first-came, first-serve basis. The above-referenced property is eligible to utilize the available supply of taps on a first-came, first-serve basis, subject to the following: a. Submission of a petition for Inclusion into the District; b. Installation of on-site laterals in accordance with District standards and connection to the District's system by the applicant; c. Execution of a Service Agreement; d. Purchase of the required number of taps, as needed; and e. Canpliance with the District's Rules and Regulations. Boulder, CO 80301 RE: Kellogg Annexation Dear Mr. Kellogg: This letter is in response to your letter dated May 24, 1995, regarding the Kellogg Annexation to Frederick In order for Central Weld County Water District to provide service to the property as described in the map submitted by yourself, a line extension will ile required. The line extension is approximately 6,600 feet of 12" line which would be -extended from I-25 Frontage-Road and Weld County Road 20 to the intersection of Weld County Road 20 and 11 and then approximately 1/4 mile south on Weld County Road 11. Theapproximate cost for water service for the line extension is $137,000.00. In addition, tap fees would need to be paid at the time that the taps are to be set and in accordance with the Town of Frederick's tap fee amount. The-District is capable of providing service to your development through the annexation to the Town of Frederick. Prior to the time an actual dollar amount is required, the District will need to conduct a study. In order to provide that information to you, the District requires a $1,000.00 study fee. United Power has an existing overhead electric distribution lip along the west side of Weld County Road 11 adjacent to the west side of your annexation. That particular electrical line is available to provide service to your annexation. The service would requite a line extension easterly across road 11 onto the property.
