The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Change of Zone Standards. Our comments and requirements are as follows:
COMMENTS:
Access to the facility is from WCR 66 which is designated on the Weld County Transportation Plan Map as a
collector status road. The existing access parallels the Union Pacific Railroad right-of-way. The most recent
average daily traffic count was done in 1996 and was 472 vehicles in a 24-hour period at that time.
During the site plan review, large trucks turning to the west was discouraged. The applicant has placed a "No Left
Turn for Large Trucks" sign at this location. Large trucks are routed north to Highway 392 to negotiate turning at
the stop light.
At the intersection of WCR 66, the US Highway 85 Corridor Study identifies future signalization in coordination with
;he Union Pacific Railroad crossing signal. This has been identified as a mid-term improvement.
The Big R Manufacturing Facility is utilizing the existing property for manufacturing of culvert pipes and bridges.
It appears that the additional property is being used for outdoor storage.
REQUIREMENTS:
All transportation items from the previous USR for Big R Manufacturing shall remain in effect.

Subject: Hoshiko Farms Change of Zone Z-529
Mr. Jerman,
The City of Greeley Planning Commission met on August 24,1999, and reviewed the proposed zone
change from A(Agricultural)to I-3 (Industrial) for a 0.9 acre parcel of land owned by Hoshiko Farms
and would like to forward the following comments to you.
The property is located within the City's Long-Range Expected Growth Area and within the three mile
area of influence of the City. Therefore,the proposal is within the purview of the Greeley
Comprehensive Plan.
The parcel has adequate rail and expressway access for an industrial site,the proposed rezoning will
create no new conflicts with surrounding land uses, and the parcel is geographically separated from both
existing and anticipated commercial and residential uses. The site is also within an area identified as an
entryway to the City in the Entryway Master Plan. While the rezoning of the parcel will have no
additional adverse visual impacts on the entryway, and it is not adjacent to Highway 85, it should be
noted that the industrial area adjacent to Highway 85 is not in compliance with the Master Plan. The
Master Plan guidelines for industrial districts encourage the use of wood split-rail fencing to delineate
private property from right-of-way, encourage the use of wood or masonry screening.walls, and
discourage the use of chainlink.fences. Where a chainlink fence is necessary for security purposes,the
fence must be screened from view by plant material.
Finding that the change of zone from A to I-3 is reasonably consistent with the City Comprehensive
Plan, the Planning Commission voted 5-0 to recommend no objection to the Weld County Planning
Commission.
