The Board of County Commissioners of Weld County, Colorado, met in regular
session in full conformity with the laws of the State of Colorado at the regular
place of meeting in the Weld County Centennial Center, Greeley, Colorado,
January 28, 1998, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Constance L. Harbert, Chair
Commissioner W. H. Webster, Pro-Tem
Commissioner George E. Baxter
Commissioner Dale K. Hall - EXCUSED
Commissioner Barbara J. Kirkmeyer

MINUTES: Commissioner Webster moved to approve the minutes of the Board of County
Commissioners meeting of January 26, 1998, as printed. Commissioner
Kirkmeyer seconded the motion, and it carried unanimously.
ADDITIONS TO
AGENDA: The following was added under New Business: 1) Consider County
Authorization Form for Negotiations and Hearings on the Model Memorandum
of Understanding and authorize Chair to sign
CONSENT AGENDA: Commissioner Baxter moved to approve the consent agenda as printed.
Commissioner Webster seconded the motion, and it carried unanimously.
PRESENTATIONS: Craig Goudy, AT&T Community Relations Manager, stated 250 applications
were received and 19 were granted, representing 5 organizations from Weld
County. Mr. Goudy explained the five organizations to receive a phone include:
A Woman's Place, 1st Steps of Weld County, Suicide Education and Support
Services of Weld County, The Greeley Transitional House, and Weld County
Youth Conservation Corps.

REPORTS: There were no Commissioner Coordinator Reports.
PUBLIC INPUT: No public input was offered.
WARRANTS: Donald Warden, Director of Finance and Administration, presented the following
warrants for approval by the Board:
All Funds $157,410.58
Electronic Transfers -All Funds $5,923.40
Commissioner Kirkmeyer moved to approve the warrants as presented by Mr.
Warden. Commissioner Webster seconded the motion, which carried
unanimously.
BIDS: PRESENT 1998 AERIAL MAPPING BID - ASSESSOR'S OFFICE: Pat
Persichino, Director of General Services, presented the sole bid received. Said
bid will be considered for approval on February 11, 1998.
PRESENT 1998 TRAFFIC PAINT BID -PUBLIC WORKS DEPARTMENT: Mr.
Persichino presented the bids received from four vendors. Said bids will be
considered for approval on February 11, 1998.
APPROVE 1998 MILK BID - SHERIFF'S DEPARTMENT: Mr. Persichino
recommended approval of the low bid from Lowell-Paul Dairy, Inc., in the
amount of $24,336. Commissioner Kirkmeyer moved to approve said bid.
Commissioner Baxter seconded the motion, which carried unanimously.
APPROVE WALK-BEHIND COMPACTOR VIBRATORY TRENCH ROLLER
BID-PUBLIC WORKS DEPARTMENT: Mr. Persichino recommended approval
of the low bid from Faris Machinery Company, in the amount of $23,950.
Commissioner Webster moved to approve said bid. Commissioner Baxter
seconded the motion, which carried unanimously.
APPROVE PULL-BEHIND STEEL WHEEL ROLLER BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino recommended approval of the low bid from
Municipal and Contractors Equipment, in the amount of$32,900. Commissioner
Webster moved to approve said bid. Commissioner Baxter seconded the
motion, which carried unanimously.
APPROVE SLIP-IN SPREADER FOR SINGLE AXLE TRUCK BID - PUBLIC
WORKS DEPARTMENT: Mr. Persichino recommended approval of the low bid
from Ledom Hayes Truck Equipment, in the amount of$5,171. Commissioner
Webster moved to approve said bid. Commissioner Kirkmeyer seconded the
motion, which carried unanimously.

APPROVE TANDEM DUMP TRUCKS WITH SNOW PLOWS BID - PUBLIC
WORKS DEPARTMENT: Mr. Persichino recommended approval of the low bid
from Mountain State Ford Trucks Sales, Inc., in the amount of $234,843.
Commissioner Webster moved to approve said bid. Commissioner Kirkmeyer
seconded the motion, which carried unanimously.
APPROVE SLIP-IN SPREADER FOR THE TANDEM TRUCK BID - PUBLIC
WORKS DEPARTMENT: Mr. Persichino recommended approval of the low bid
from Ledom Hayes Truck Equipment, in the amount of$18,690. Commissioner
Baxter moved to approve said bid. Commissioner Kirkmeyer seconded the
motion, which carried unanimously.
APPROVE TOW-TYPE RUBBER ROLLER BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino recommended approval of the low bid from
Wagner Equipment Company, in the amount of$9,508. Commissioner Webster
moved to approve said bid. Commissioner Kirkmeyer seconded the motion,
which carried unanimously.
APPROVE MOTORGRADERS BID - PUBLIC WORKS DEPARTMENT: Mr.
Persichino recommended approval of the low bid from Colorado Machinery, in
the amount of$366,252. Commissioner Webster moved to approve said bid.
Commissioner Kirkmeyer seconded the motion, which carried unanimously.
APPROVE CARGO VAN BID - ENGINEERING: Mr. Persichino recommended
approval of the low bid from Garnsey and Wheeler, in the amount of$15,298.
Commissioner Kirkmeyer moved to approve said bid. Commissioner Baxter
seconded the motion, which carried unanimously.
APPROVE 4-DOOR FOUR WHEEL DRIVE VEHICLE BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino recommended approval of the low bid from
Dellenbach Motors, in the amount of$23,440. Commissioner Baxter moved to
approve said bid. Commissioner Webster seconded the motion, which carried
unanimously.
APPROVE ONE-TON CREW CAB, DUAL WHEEL WITH UTILITY BOX BID -
PUBLIC WORKS DEPARTMENT: Mr. Persichino recommended approval of
the low bid from Weld County Garage, Inc., in the amount of $67,740.
Commissioner Webster moved to approve said bid. Commissioner Baxter
seconded the motion, which carried unanimously.
APPROVE ONE-TON TRUCK WITH STAKE BED BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino recommended approval of the low bid from
Weld County Garage, Inc., in the amount of$23,815. Commissioner Webster
moved to approve said bid. Commissioner Kirkmeyer seconded the motion,
which carried unanimously.

APPROVE ONE-TON TRUCK CAB AND CHASSIS, EXTENDED FRAME
WITH PTO BID - PUBLIC WORKS DEPARTMENT: Mr. Persichino
recommended approval of the low bid from Weld County Garage, Inc., in the
amount of $48,206. Commissioner Baxter moved to approve said bid.
Commissioner Webster seconded the motion, which carried unanimously.
APPROVE 3/4-TON PICKUP WITH TOMMY LIFT BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino recommended approval of the low bid from
Fogle Olds - GMC Truck Subaru, in the amount of $19,040. Commissioner
Webster moved to approve said bid. Commissioner Baxter seconded the
motion, which carried unanimously.
APPROVE CIVILIAN VEHICLES BID - SHERIFF'S DEPARTMENT: Mr.
Persichino recommended approval of the low bid from Heritage Ford, in the
amount of$15,013 for each of three vehicles. Commissioner Baxter moved to
approve said bid. Commissioner Webster seconded the motion, which carried
unanimously.
APPROVE MID-SIZED 4-WHEEL DRIVE PICKUPS BID - BUILDINGS AND
GROUNDS AND PLANNING DEPARTMENTS: Mr. Persichino recommended
approval of the low bid from Heritage Ford, in the amount of$16,466 for each
of five vehicles. Commissioner Baxter moved to approve said bid.
Commissioner Kirkmeyer seconded the motion, which carried unanimously.
APPROVE HEAVY-DUTY SERVICE TRUCK BID -WELD COUNTY SHOPS:
Mr. Persichino recommended approval of the low bid from Mountain States Ford
Truck Sales, Inc., in the amount of $69,383. Commissioner Baxter moved to
approve said bid. Commissioner Webster seconded the motion, which carried
unanimously.
APPROVE TRANSPORT MINI VANS BID - SHERIFF'S DEPARTMENT: Mr.
Persichino recommended approval of the low bid from Dellenbach Motors, in the
amount of$41,563 for two vans. In response to Commissioner Webster, Mr.
Persichino stated these vans will be used to transport inmates from the
receiving center to the Weld County Jail and to Denver. Commissioner Webster
moved to approve said bid. Commissioner Kirkmeyer seconded the motion,
which carried unanimously.
APPROVE MAXI VANS BID - DEPARTMENT OF HUMAN SERVICES: Mr.
Persichino stated purchasing has not yet received input from the Department
of Human Services and requested this item be continued to February 4, 1998.
Commissioner Kirkmeyer moved to continue said bid. Commissioner Baxter
seconded the motion, which carried unanimously.
APPROVE MAXI VAN WITH LIFT AND TIEDOWN BID - DEPARTMENT OF
HUMAN SERVICES: Mr. Persichino stated purchasing has not yet received
input from the Department of Human Services and requested this item also be
continued to February 4, 1998. Commissioner Kirkmeyer moved to continue
said bid. Commissioner Baxter seconded the motion, which carried
unanimously.

APPROVE VAN (PARENT INVOLVEMENT VAN) BID - DEPARTMENT OF
HUMAN SERVICES: Mr. Persichino stated purchasing has not yet received
input from the Department of Human Services and requested this item be
continued to February 4, 1998. Commissioner Kirkmeyer moved to continue
said bid. Commissioner Baxter seconded the motion, which carried
unanimously.
APPROVE VAN (CONVERSION/CUSTOM DESIGN) BID -DEPARTMENT OF
HUMAN SERVICES: Mr. Persichino stated purchasing has not yet received
input from the Department of Human Services and requested this item be
continued to February 4, 1998. Commissioner Kirkmeyer moved to continue
said bid. Commissioner Baxter seconded the motion, which carried
unanimously.
APPROVE PAVEMENT MASTER ERASER/TRAFFIC STRIP REMOVAL BID -
PUBLIC WORKS DEPARTMENT: Mr. Persichino recommended approval of
the low bid from Center Rental and Sales, in the amount of $2,380.
Commissioner Baxter moved to approve said bid. Commissioner Kirkmeyer
seconded the motion, which carried unanimously.
APPROVE MOWERS BID - PUBLIC WORKS DEPARTMENT: Mr. Persichino
recommended approval of the bid from Ellis and Capp Equipment Company, in
the amount of $23,478 for two mowers. Commissioner Baxter moved to
approve said bid. Commissioner Kirkmeyer seconded the motion, which carried
unanimously.
BUSINESS:
NEW: CONSIDER COUNTY AUTHORIZATION FORM FOR NEGOTIATIONS AND
HEARINGS ON THE MODEL MEMORANDUM OF UNDERSTANDING AND
AUTHORIZE CHAIR TO SIGN: Bruce Barker, County Attorney, stated he has
been working with Kathryn Schroeder, Arapahoe County Attorney, to negotiate
with the State Department of Human Services regarding the model
Memorandum of Understanding. Mr. Barker stated Ms. Schroeder is seeking
approval to represent all of the counties including Weld, Larimer, Boulder,
El Paso, Douglas, Jefferson, and Adams. Commissioner Baxter moved to
approve said form and authorize the Chair to sign. Seconded by Commissioner
Kirkmeyer, the motion carried unanimously.
RESOLUTIONS AND
ORDINANCES: The resolutions were presented and signed as listed on the consent agenda.
No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to
and respectfully submitted by the Acting Clerk to the Board.
